star this property answer text <p>The UK is a world-leader in the development and manufacture of cell and gene therapies thanks to government investment in innovation and skills, including through the Cell and Gene Therapy Catapult (CGTC).</p><p> </p><p>DSIT also invested £10 million - alongside £10 million from Scottish Enterprise – to support a new Oligonucleotide Manufacturing Innovation Centre of Excellence in Glasgow.</p><p> </p><p>The Vaccine Taskforce provided funding for a state-of-the art CGTC facility in Braintree to accelerate the development and manufacturing of advanced therapies at clinical and commercial scale.</p><p> </p><p>My department also supported CGTC to establish apprenticeships and training programmes to upskill people across the UK.</p> more like this

star this property answer text <p>The government is investing significantly to support manufacturing and delivery of cell and gene therapies.</p><p /><p>Since 2021, government has launched three UK-wide capital grant schemes – up to £118 million of funds – to incentivise manufacturing investments, including in advanced therapies. Already FWF is shaping new investment in collective water action in over 60 UK food and drink retailers in water-scarce regions of Peru, Kenya and Morocco, reforming procurement, regulation and investment policy in Panama, Madagascar, Finland and the Netherlands, and strengthening the voice of vulnerable communities in Malawi. That is not required because it is HMRC’s responsibility to ask questions to establish that the claimant understands and has correctly applied the definition of qualifying R&amp;D. HMRC are seeking to gather information to test against the requirements for eligibility.</p><p> </p><p>HMRC staff work with customers to understand the commercial context of their activities and whether they qualify for R&amp;D relief and as part of the checking process. The whisky sector generates £3.3 billion directly to the UK economy, and totals £5.5 billion when Gross Value Added (GVA) is added to the overall to UK Gross Domestic Product (GDP). Research by VisitScotland found that 20% of respondents stated they visited a whisky distillery on their holiday in Scotland, making it one of the top activities for overnight tourists on their trip to Scotland.</p><p>Visits to whisky distilleries in Scotland have increased by two thirds since 2010, and over 1000 people are now directly employed in tourism roles which equates to 10% of the industry’s direct employment in Scotland.</p> more like this

star this property answer text <p>In May this year, the Government published its response to Lord O’Shaughnessy’s Review into Commercial Clinical Trials in the United Kingdom. The response accepted the recommendations from the O'Shaughnessy Review and identified five priority commitments to take forwards in the immediate term, backed by £121 million, all aimed at speeding up the set up and running of commercial clinical trials in the UK.</p><p>The UK signed a Memorandum of Understanding with BioNTech in January, bringing their innovative research and development to the whole of the UK. Through the agreement, UK cancer patients will have access to trials exploring personalised mRNA cancer therapies. Ministers regularly meet with parliamentary colleagues across a range of health issues, meeting requests should be sent direct to the Department.</p> more like this

Our long-term vision, set out in 'Saving and Improving Lives: The Future of UK Clinical Research Delivery' was developed in collaboration with the devolved administrations and is in line with similar initiatives in England and the devolved administrations.</p><p> </p><p>To gain a better understanding of how health-related data flows in the UK, Professor Cathie Sudlow has been commissioned to conduct a review.</p><p> </p><p>The National Institute for Health and Care Research (NIHR), funded by the Department of Health and Social Care, runs the Be Part of Research service in collaboration with all the devolved administrations. Be Part of Research makes it easier for the public to find and take part in health and care research. The NIHR is also striving to improve diversity in research by analysing the demographics of participants in randomized controlled trials. The findings show that the participants' diversity, age, and gender are representative of the general population.</p><p> </p><p>The NIHR is dedicated to enhancing and investing in the talent pool of researchers in clinical trials. It has implemented measures to address under-representation and improve diversity. These measures include encouraging applications from diverse groups through positive action statements and expanding nomination processes for research fellowships to address under-representation based on gender and ethnicity.</p>

star this property answer text <p>Whilst no specific discussions have taken place between the Secretary of State and Scottish Government on pandemic preparedness, there is well-established UK-wide working on health security, public health protection and pandemic preparedness across all four United Kingdom nations.</p><p>The UK’s approach to pandemic preparedness reflects the fact that health policy is devolved and that emergency response and recovery is founded on a principle of subsidiarity. However, various mechanisms are in place to ensure effective coordination across all four UK nations, including devolved Government representation on the cross-Government Pandemic Diseases Capabilities Board (PDCB). PDCB ensures that critical capabilities for pandemic preparedness and response are maintained and developed across all sectors.</p><p>In addition, the approach to taken to clinical countermeasures, which is a key plank of our preparedness and response capability for a future pandemic, is conducted on a UK-wide basis. Representatives from the Devolved Governments and their agencies sit on the Clinical Countermeasures Board to ensure alignment in our approach to the procurement and stockpiling of countermeasures such as vaccines, medicines, and consumables.</p><p>More generally, the Common Framework for Public Health Protection and Health Security was agreed by the Four Nations in October 2021 to strengthen strategic collaboration on health security, including communicable diseases. Delivery of the work programme under the Common Framework is overseen by the UK Health Protection Committee, which was established by legislation and is, in turn, supported by a Four Nations Health Protection Oversight Group.</p><p>The UK Chief Medical Officer (CMO) group acts as an additional senior level body to ensure alignment and coordination in our approach to health security, including pandemic preparedness, and is accountable to all four UK CMOs.</p>

Representatives from Scottish Industry also attended the recent ‘Treasury Connect’ series, where Ministers and officials met directly with industry to discuss their ambition and concerns. Our long-term vision, set out in 'Saving and Improving Lives: The Future of UK Clinical Research Delivery' was developed in collaboration with the devolved administrations and is in line with similar initiatives in England and the devolved administrations.</p><p> </p><p>To gain a better understanding of how health-related data flows in the UK, Professor Cathie Sudlow has been commissioned to conduct a review.</p><p> </p><p>The National Institute for Health and Care Research (NIHR), funded by the Department of Health and Social Care, runs the Be Part of Research service in collaboration with all the devolved administrations. Be Part of Research makes it easier for the public to find and take part in health and care research. The NIHR is also striving to improve diversity in research by analysing the demographics of participants in randomized controlled trials. The findings show that the participants' diversity, age, and gender are representative of the general population.</p><p> </p><p>The NIHR is dedicated to enhancing and investing in the talent pool of researchers in clinical trials. It has implemented measures to address under-representation and improve diversity. These measures include encouraging applications from diverse groups through positive action statements and expanding nomination processes for research fellowships to address under-representation based on gender and ethnicity.</p>

We have delivered a range of programmes open to companies across the UK, including the Medicines and Diagnostics Manufacturing Transformation Fund (MDMTF) in 2021, the Life Sciences Innovative Manufacturing Fund (LSIMF) in 2022, and the Biomanufacturing Fund announced on 26 May this year. star this property answer text <p>The FCDO's Official Development Assistance (ODA) allocations are set out in my [Andrew Mitchell] Written Ministerial Statement of 30 March. We plan to publish full breakdowns of the allocations, including by country, in the FCDO Annual Report and Accounts 2022 to 2023. Allocations are regularly reviewed to respond to changing global needs to ensure ODA is being used most effectively.</p><p>We remain committed to doubling our International Climate Finance to £11.6 billion between 2021/22 and 2025/26 and to balancing our funding between mitigation and adaptation. This will include programmes that seek to build the resilience of those most vulnerable to the impacts of climate change.</p><p>The Government is committed to returning to spending to 0.7 per cent of gross national income (GNI) on ODA as soon as the fiscal situation allows. We will return to spending 0.7 per cent of GNI on ODA when, on a sustainable basis, the government is no longer borrowing for day-to-day spending and when underlying debt is falling.</p>

The Government has no plans to change this.</p><p> </p><p>Going further would impose additional pressure on the public finances, to which VAT makes a significant contribution. The legislation will establish the Financial Conduct Authority (FCA) as the lead regulator for access to cash with responsibility and powers to seek to ensure reasonable provision of withdrawal and deposit facilities.</p><p> </p><p>With regards to the provision of free-to-use ATMs, LINK (the scheme that runs the UK's largest ATM network) has made commitments to protect the broad geographic spread of free-to-use ATMs and is held to account against these commitments by the Payment Systems Regulator. According to LINK data for February 2023, there were 39,500 free-to-use ATMs across the UK. I made clear it is now for the Scottish Government to bring forward a bill that addresses the adverse effects set out in the order and accompanying Statement of Reasons. The Scotland Act 1998 specifically provides for a reconsideration stage in the Scottish Parliament for these circumstances. star this property answer text <p>Following the Supreme Court judgement, I confirmed to the Deputy First Minister John Swinney that my officials, and those in the Office of the Advocate General for Scotland, were ready to engage further in relation to the work by the Scottish Government on amendments to bring their Bill within the legislative competence of the Scottish Parliament.</p><p>UKG officials have been looking at Scottish Government proposals which are intended to comply with the judgement.</p><p>It has always been the responsibility of the Scottish Government to determine how they will comply with the requirements of the Supreme Court judgement. The Scottish Government have yet to formally set out how they plan to proceed.</p><p> </p> more like this

It would not be appropriate to comment further at this stage.</p><p> </p><p>EUSS pre-settled status holders should continue to apply for settled status as soon as they are eligible.</p><p> </p><p>EUSS documentary requirements for travel to the UK are unchanged. Visa nationals with EUSS status should use a valid Biometric Residence Card in conjunction with their passport. This is the duty of the Gas Distribution Network Operator.</p><p> </p><p>HSE assesses the content of safety cases submitted by gas network operators. Steel service pipelines are acceptable and safety cases will address the Operators management arrangements for these. HSE must accept the safety case prior to operation and Operators then have a duty to conform with their safety case.</p> more like this

star this property answer text <p>Businesses exporting goods from GB to the EU are required by the EU to use Export Health Certificates (EHCs) signed by an official vet. EU law sets out the rules which animals and products from third countries must meet via an EHC. Since the introduction of the EU’s Animal Health Regulation in April 2021, these requirements have included a need for ‘regular’ animal heath visits by a veterinarian to establishments of origin of animals providing products of animal of origin for export i.e., for meat, the farm where the animals were kept before slaughter. These requirements are set by the EU and are not within the control of the UK Government. The purpose of the veterinary visit is to detect or provide information on the signs of disease and these visits must take place at a frequency proportionate to risk.</p><p> </p><p>Official Veterinarians (OV) are required to meet the Royal College of Veterinary Surgeons principles when signing Export Health Certificates. The process of providing evidence of regular vet visits is outlined to Official Veterinarians and exporters in the Notes for Guidance. We are aware of the concerns raised by industry about the process of providing evidence of regular vet visits for non-assured farms and we are engaging with businesses and the Royal College of Veterinary Surgeons to try and ease the burden on exporters in meeting these EU requirements. star this property answer text <p>We announced new controls restricting the movement of pork and pork products into Great Britain to help safeguard Britain's pig population. Travellers from the EU are no longer allowed to bring pork or pork products weighing over two kilograms into GB, unless they are produced to the EU's commercial standards. The new controls, which came into force on 1 September, will strengthen GB's biosecurity in relation to the standards for bringing pork and pork products into GB from the EU and EFTA states.
