	answer	answer is ministerial correction date of answer 25/05/2023 answer text <p>The National Institute of Health and Care Excellence (NICE) recently carried out a comprehensive review of its methods and processes for health technology evaluation to ensure that they were appropriate to emerging new technologies such as advanced therapeutic medicinal products (ATMPs). NICE published its updated health technology evaluation manual in January 2022 and has introduced a number of changes that ensure that its appraisal processes are suitable for emerging new medicines, including a broader severity modifier and changes to better respond to uncertainty. There are no plans for a further assessment of NICE’s processes for evaluating ATMPs.</p><p> </p><p>NICE’s methods and processes have been proven to be suitable for ATMPs where companies are willing to price their products in a way that represents value to the taxpayer. 	answer	answer is ministerial correction date of answer 18/01/2019 answer text <p>Erwinase is produced by Porton Biopharma Ltd (PBL) and is licensed and distributed by Jazz Pharmaceuticals under a global licencing agreement.</p><p> </p><p>Due to increased demand for Erwinase and because PBL are manufacturing at capacity, until increases in capacity are brought into beneficial use there will be occasional stock-outs.</p><p> </p><p>The product is currently in stock in the United Kingdom. The Department has been informed, it is likely there will be a short stock-out in early February 2019 and then a further batch is planned to be released to Jazz Pharmaceuticals, who are responsible for the packaging/distribution and allocation of worldwide product supply, anticipated to reach the UK market by mid-February 2019 which should last until the end of March 2019.</p><p> </p><p>The Department and Public Health England (PHE) are in close contact with, and have been kept informed by the PBL management of short periods of interrupted supply. PBL have and will be implementing a series of initiatives to increase capacity and better supply the market in both the short and long term. These include the following:</p><p>- Extending operational activities to 24 hours a day, seven days a week to maximise fermentation of the product;</p><p>- Implementing an ongoing capital programme including construction of a new pharmaceutical fermentation facility. The facility was completed in April 2018 and is currently undergoing testing; it has an increased capacity fermentation suite which will enable PBL to manufacture at larger scale and is due to start producing product Q3 2019 for regulatory approval to market;</p><p>- A new filling and freeze-drying building was completed in February 2016. The installation of a new filling line which covers the entire process, including vial washing, filling, stoppering and freeze drying. The new line has been designed with systems which monitor all critical parameters throughout the process to accelerate batch release and will accommodate increased capacity. The beneficial use of this and the fermentation facility will coincide to maximise increased product output; and</p><p>- Sourcing replacement suppliers, including for new stoppers and new vials for the product, ensuring that maximum batch sizes can be achieved with minimal product rejects. In most cases people with severe asthma have been able to receive their medication at home instead of having to attend hospital through increasing home care support and via access to remote outpatient consultations for new patients.</p><p>Although clinical capacity was re-directed to support care of patients with COVID-19 and this need has reduced, trusts are also required to prepare for potential future waves of COVID-19 and this will affect the clinical capacity required particularly in respiratory units. The recommendations were written in collaboration with the NHS England Severe Asthma Collaborative. This work is currently in its early stages and the results will be reported as soon they are available.</p><p>NHS England and NHS Improvement is working to clear the backlog of bowel cancer screening as quickly as possible. All 64 bowel screening centres are now undertaking diagnostic colonoscopies and sending routine screening invitations. 	answer	answer is ministerial correction date of answer 22/04/2024 answer text <p>A National Health Service testing programme is helping to diagnose thousands of people with a genetic condition, Lynch Syndrome, that increases the chance of developing certain cancers including bowel cancer. The national programme ensures all people diagnosed with bowel cancer are offered genomic testing, with a diagnosis for Lynch Syndrome not only helping to guide more personalised cancer treatment but enabling their families and relatives to be offered testing too. Relatives who receive a diagnosis of Lynch Syndrome can be referred to genetic services to discuss regular testing options to help catch any cancers as early as possible, as well as to consider preventive options such as taking aspirin or undergoing risk-reducing surgery.</p><p>Genomic testing in the NHS in England is provided through the NHS Genomic Medicine Service (GMS) and delivered by a national genomic testing network of seven NHS Genomic Laboratory Hubs (GLHs). The NHS GLHs deliver testing as directed by the National Genomic Test Directory (NGTD) which outlines the full range of genomic testing offered by the NHS in England including tests for 3,200 rare diseases and over 200 cancer clinical indications, including both whole genome sequencing (WGS) and non-WGS testing. The NGTD sets out the eligibility criteria for patients to access testing as well as the genomic targets to be tested and the method that should be used, including testing for bowel cancer patients.</p><p>The NHS GMS cancer genomic testing strategy has facilitated a move to a consolidated laboratory network through the seven NHS GLHs delivering more extensive panel testing using cutting edge high throughput Next Generation Sequencing (NGS) technology. For patients, including those with bowel cancer, this technology enables testing for a larger number of genetic variations to give a more precise diagnosis, identify biomarkers to target treatment and opportunities to access innovative medicines, and can support enrolment into molecularly stratified clinical trials.</p><p>Testing is available for all eligible patients across the whole of England. Individuals should discuss with their healthcare professional (for example, their general practitioner or other healthcare professional if they are already being seen in a relevant service) whether genomic testing is appropriate for them. Their healthcare professional will then make a decision whether to refer the individual either directly or via an NHS clinical genomics service or other relevant clinical speciality for genomic testing following clinical review of their and their family’s medical history if known, and the relevant genomic testing eligibility criteria.</p><p>The 17 NHS Clinical Genomic Services (NHS CGSs), commissioned by NHS England, deliver a comprehensive clinical genomic and counselling service that directs the diagnosis, risk assessment and lifelong clinical management of patients of all ages and their families who have, or are at risk of having, a rare genetic or genomic condition. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Following the reforms to the Cancer Drugs Fund (CDF) in July 2016 all new cancer drugs and significant new licensed indications for existing drugs are referred to the National Institute for Health and Care Excellence (NICE). This included the referral of all licensed cancer drug indications for rare cancers that had not previously been assessed by NICE.</p><p>This has led to an increase in the number, and proportion, of NICE appraisals of treatments for rare cancers. Since July 2016 21% or 24 out of 114 cancer drugs appraised by NICE have been for rarer cancers, compared to 9% or 18 out of 200, before the CDF reforms. Of these 24 drugs for rare cancers, 22 have been recommended for routine commissioning and two for use within the CDF. This set out plans to expand capacity and skills in the cancer workforce, including targeting additional training support for seven priority professions such as clinical radiology, histopathology, oncology and diagnostic and therapeutic radiography.
