	answer	answer is ministerial correction date of answer 24/11/2014 answer text <p>Most new medicines for rare conditions are licensed by the European Commission.</p><p> </p><p>The European Union offers a range of incentives to encourage the development of these medicines in order to address unmet clinical need. These incentives include a period of 10 years market exclusivity, the provision of Protocol Assistance (scientific advice specifically tailored for orphan medicinal products) and fee reductions and waivers for regulatory procedures.</p><p> </p><p> </p><p> </p><p>Through the Medicines and Healthcare products Regulatory Agency (MHRA), the United Kingdom takes an active role in the decision making process at the European Medicines Agency’s Committee on Orphan Medicinal Products, ensuring applications for Orphan Drug designation of potential drug candidates for rare diseases are appropriately recognised, encouraging companies to develop their products further and recommending use of existing flexibilities such as conditional authorisation, authorisation under exceptional circumstances and accelerated assessment. The UK is actively involved in the European Medicines Agency’s adaptive licensing pilot that is exploring further use of these flexibilities. The MHRA has an Innovation Office that can offer advice and assistance to developers of drugs for rare diseases, including on the use of flexibilities.</p><p> </p><p><strong> </strong></p><p> </p><p>In addition, in the UK, the Early Access to Medicines Scheme aims to give patients with life threatening or seriously debilitating conditions access to medicines that do not yet have a marketing authorisation when there is a clear unmet medical need.</p><p> </p><p> </p><p> </p><p>We are also commissioning an external review of the pathways for the development, assessment, and adoption of innovative medicines and medical technology. Drugs can also be prescribed ‘off-label’ outside of their licensed indication(s) to individual patients where doctors consider it is clinically appropriate to do so. We currently fund 30 priority areas, plus an additional 14 areas which receive Home Office support for Prevent initiatives, but do not have a funded Prevent co-ordinator as in priority areas. Crawley is one of the additional areas. <br><br>Since June 2011 the Home Office has funded over 180 Prevent local authority projects. 	answer	answer is ministerial correction date of answer 10/12/2014 answer text <p>The Chancellor announced at the 2014 Autumn Statement an extra £650 million of support for 2015-16 bills, bringing the total support of 2013 and 2014 Autumn Statement polices to £1.4 billion. This help includes:</p><p> </p><p> </p><p> </p><ul><li>doubling small business rate relief for a further year. In England, this means an estimated 385,000 properties will pay no rates at all, while a further 190,000 properties will benefit from tapered relief.</li></ul><p> </p><p> </p><p> </p><ul><li>a 2% cap on the increase of the small business rates multiplier. This is a continuation of the 2% cap introduced in 2014-15 as part of Autumn Statement 2013 measures;</li></ul><p> </p><p> </p><p> </p><ul><li>increasing the temporary £1,000 discount for shops, pubs and restaurants with rateable values below £50,000 to £1,500 for 2015-16, benefitting an estimated 300,000 properties in England;</li></ul><p> </p><p> </p><p> </p><ul><li>extending the existing transitional relief scheme for two years for properties with a rateable value up to and including £50,000.</li></ul><p> </p><p> </p><p> </p><p>These policies are in addition to previous Autumn Statement measures that continue into 2015-16, including:</p><p> </p><p> </p><p> </p><ul><li>a 50 per cent discount for 18 months to new occupants of vacant shops;</li></ul><p> </p><p> </p><p> </p><ul><li>allowing businesses to keep their small business rate relief for a year where they take on an additional property; and</li></ul><p> </p><p> </p><p> </p><ul><li>business rates relief for empty new builds.</li></ul><p> </p><p> </p><p> </p><p>Central Government also now funds 50% of any local discount granted.</p><p> </p><p> </p><p> </p><p>Local authority level data is not yet available for the number of properties that will benefit from Autumn Statement 2014 measures in 2015-16. Network Rail completed work in January 2014 on the scheme, which was designed to improve reliability and punctuality of journeys and increase capacity with a new seventh platform. The project was jointly funded by Network Rail as part of their Railway Control Period 4 plans, and Gatwick Airport Limited.</p><p> </p><p> </p><p> </p><p>In addition, the Access for All small schemes programme provided funding of £116,000 for three new height adjustable ticket office windows 2012/13 and £47,400 for a number of accessibility improvements in 2013/14.</p><p> </p><p> </p><p> </p><p>The Stations Commercial Projects Facility provided £559,023 towards a Southern Railway and Network Rail project to enhance the retail environment at Three Bridges station. Since 1 January 2013 when the Animals (Scientific Procedures) Act 1986 was amended to transpose European Directive 2010/63/EU on the protection of animals used for scientific <br>purposes there has been no requirement for users of non-human primates acquired from overseas breeding centres to seek permission in advance from the Home Office for their acquisition for use in regulated procedures.<br><br>We have emphasised to those UK users who acquire non-human primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. We have emphasised to those UK users who acquire these primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. In order to be assured that these animals are of appropriate quality for the work authorised on their project licences, they need to be confident of high standards of care and welfare. <br><br>We are aware that, in recent years, these UK users have routinely visited and inspected their overseas primate breeders, and that they do indeed demand these high standards. We are encouraging this to continue. <br><br>Home Office Inspectors assigned to establishments holding and using imported primates play a key role in monitoring the situation. Through inspection visits and other contact with animal care staff, inspectors maintain awareness of the importations of primates, both consignments already acquired and those due. This enables appropriately timed inspections to be carried out to monitor the quality of animals being acquired. <br><br>We also expect the local inspector to be notified promptly in the event of any significant health or welfare problems which may occur following arrival of an importation of primates. These dogs are bred for fighting and Parliament has agreed that there should be restrictions and conditions on their ownership in order to protect public safety. The court plays an important role in determining whether a prohibited dog is a danger to public safety and must take into account whether the person intending to be in charge of the dog is a fit and proper person. The expectation of Parliament is that the person approved by the court will have day-to-day responsibility for the dog. There is a limit on how long a prohibited dog can be kept away from its home under the supervision of the person approved by the court. This ensures that the dog is kept in suitable accommodation at premises known to the police and is under the supervision of the court-approved person at all times.</p><p> </p><p> </p><p> </p><p>A public consultation exercise on a package of measures aimed at promoting more responsible dog ownership ran from 23 April to 15 June 2012. This included aspects of the 2015 Order including provisions to enable seized suspected prohibited dogs not considered by the police to be a danger to public safety to be returned to their owner, subject to conditions, pending a court judgment on the fate of the dog. These provisions were widely supported. The keepership elements the 2015 Order return the law more closely to the position agreed by Parliament before the judgment in</p><p> </p><p>R (Sandhu) v Isleworth Crown Court [2012] and address issues of public safety. The police were consulted on these provisions. Dogs Trust was consulted on the changes relating to insurance of owners of prohibited dogs.</p><p> </p><p> </p><p> </p><p>In its response to the EFRA Committee pre-legislative scrutiny report of the Dangerous Dogs (Amendment) Bill, the Government made clear it would be bringing forward an Order to prescribe the limited circumstances when transfer of keepership of a prohibited dog is permitted.
