We are committed to delivering the vision set out in <em>Future in mind</em> through the launch of a major system-wide transformation programme working alongside our partners in Government and arm’s length bodies. This will improve access and make services more widely available across the country.</p><br /><p>To support this transformation, an additional£1.4 billion funding has been made available over the course of this Parliament for spending on children and young people’s mental health, of which we are spending £173 million this year, including £30 million on eating disorders. This will be used to improve community-based services so that young people are helped earlier and are less likely to need to go into hospital. It will also enable the expansion and extension of the Children and Young People’s Improving Access to Psychological Therapies programme so that a wider range of those who need it are able to access high quality and evidence-based interventions wherever they may live. All clinical commissioning groups have been asked to work with their partners to develop Local Transformation Plans to transform their local offer to improve children and young people’s mental health and wellbeing.</p><br /><p>A national programme of work will support local areas, including the extension and expansion of the use of evidence- based interventions, tackling stigma, improving data and information to inform greater transparency and accountability and developing a specialist and stronger workforce.</p> answering member constituency North East Bedfordshire answering member printed Alistair Burt question first answered 12/11/2015 10:03:31 answering member 1201 label Biography information for Alistair Burt

In the recent Housing White Paper we consulted on extending the rights for the conversion of agricultural buildings to residential use to help increase the provision of housing for rural workers and extending the existing agricultural permitted development rights to help farmers adapt more quickly to changing agricultural practices. In the Spending Review 2015, the Government announced that we are allocating a total of £6.1 billion funding for local highways maintenance between now and 2021. This funding includes an additional £250 million between 2016 and 2021 for a potholes action fund to improve local roads, to promote innovation within the sector and to ensure that taxpayers get greater value for money.</p><p> </p><p>For West Sussex we are providing £13.7 million this financial year (2015/16). Roadworks are essential, but that doesn’t mean they should be in place any longer than is absolutely necessary. We are currently consulting on changes that will reduce the congestion caused by roadworks on local ‘A’ road from works left in place at the weekend but where no work is happening, and to remove temporary traffic lights as soon as the works are complete.</p><p> </p><p>We have asked Highways England to look closely at reducing the length of roadworks on the Strategic Road Network. This is being reflected in the next phase of smart motorway schemes, where Highways England are reducing both the length (distance) and duration (time they are in place) of roadworks.</p><p> </p><p>Highways England are also considering the use of higher speed limits through roadworks, where this can be done safely.
