Drugs can also be prescribed ‘off-label’ outside of their licensed indication(s) to individual patients where doctors consider it is clinically appropriate to do so. Prescribing decisions are rightly a matter for clinicians in discussion with their patients.</p><p> </p><p> </p><p> </p><p>We are in the process of setting up a round-table discussion with key stakeholders, including NHS England and the National Institute for Health and Care Excellence to explore opportunities for supporting appropriate use of off-label drugs outside their licensed indications where the evidence supports this.</p><p> </p> more like this

unstar this property answer text <p>We have introduced a £1 billion business rate support package for 2014-15 including:</p><p>– a 2% cap in the Retail Price Index increase in the small business rates multiplier;</p><p>– a retail discount of £1,000 for around 300,000 shops, pubs and restaurants with rateable values below £50,000;</p><p>– a 12 month extension of small business rate relief doubling, benefitting over half a million businesses;</p><p>– a 50 per cent discount for new occupants of long-term vacant shops, and;</p><p>– allowing ratepayers to pay bills over 12 instalments.</p><p> </p><p>The Department does not collect data on a constituency basis, but the Crawley constituency lies entirely within the Crawley Borough Council boundary. Table 1 (attached) shows, where available, the estimated number of properties that will benefit from each of the reliefs introduced or extended in 2014-15 within Crawley Borough Council, as well as the amount of relief awarded. Table 2 (attached) provides the same data, but for England as a whole.</p>

unstar this property answer text <p>We continue to urge the Sri Lankan government to co-operate fully with the UN Human Rights Council resolution of March 2014, which calls for an international investigation into alleged violations of international law on both sides of Sri Lanka’s recent conflict. Our High Commissioner to Sri Lanka has raised this point directly with members of the Sri Lankan government and in public statements. We also continue to call for the Commonwealth Ministerial Action Group, and the Commonwealth Secretary-General, to use their leverage to encourage Sri Lanka’s co-operation. <br><br>More recently, during the opening session of the UN Human Rights Council in September, our Ambassador to the UN also called upon the Sri Lankan government to co-operate with the investigation and ensure those co-operating with the investigation can do so without fear of intimidation or reprisal.</p> more like this

unstar this property answer text <p>To identify the longest period between inspection visits made to any UK establishment licensed under the Animals (Scientific Procedures) Act 1986 (as amended 2012) can only be established at disproportionate cost.<br><br>The Home Office Inspectorate follows a risk-based approach in deciding how often to visit an establishment. The risk assessment is specific to each establishment taking account of the factors as published in the 2012 Animals in Science Regulation annual report. Visiting frequency varies from at least once per year for a low risk establishment carrying out little or no research, through to some 40 times per year for large, high risk establishments.</p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p>The NHS Outcomes Framework 2014-15 sets out the Department’s priority areas for the National Health Service and includes reducing deaths from respiratory disease as a key indicator. In addition to this, the Mandate sets out the requirements for NHS England to improve outcomes in a range of areas, including preventing premature deaths from the biggest killers (including respiratory) and supporting people with long term physical and mental health conditions.</p><p> </p><p><em>Living Well for Longer: National Support for Local Action to Reduce Premature Mortality</em>, launched in April, sets out what the health and care system will do to achieve the Government’s ambition to be amongst the best in Europe at reducing levels of premature mortality. It brings together in one place the national actions taken by the Department of Health and wider Government, NHS England and Public Health England, in prevention, early diagnosis and treatment, focusing on the five big killers, including lung disease, and shows how they will support local leadership and interventions.</p><p> </p><p>The Department has supported a number of initiatives to help improve outcomes for people with respiratory disease. In July 2011, it published an outcomes strategy for people with chronic obstructive pulmonary disease (COPD) and asthma in England, which sets out six high-level objectives to improve outcomes in these areas through high quality prevention, detection, treatment and care services. The Department has also supported the publication of a good practice guides on services for adults with asthma, which was published in 2012.</p><p> </p><p>The National Institute for Health and Care Excellence has published Quality Standards for COPD and for asthma setting out the markers of high-quality, cost-effective care and the implementation of these will also raise the standard of care people with these conditions receive.</p><p> </p><p>The Department has collaborated with the National Review of Asthma Deaths which is examined the circumstances surrounding deaths from asthma from 1 February 2012 to 30 January 2013 and reported on its findings in May of this year. Lessons learnt about the factors that contribute to asthma deaths will inform the NHS about what constitutes good care, and encourage the development of appropriate services for people with asthma.</p><p> </p><p>Public Health England recently ran a local pilot campaign in Oldham and Rochdale to raise awareness amongst the public about the importance of visiting their general practitioner with symptoms of breathlessness.</p><p> </p>

unstar this property answer text <p>The Ministry of Justice is committed to making reasonable adjustments to accommodate a court user's needs in line with its duty under the Equality Act 2010 and has a number of steps in place to facilitate this:</p><p> </p><p>HM Courts and Tribunals (HMCTS) provides support to users of the courts and tribunals who have disabilities (including those with autism) in a variety of ways. Staff are able to make reasonable adjustments for customers when coming to court, including for example, auxiliary aids or help with completing forms.</p><p> </p><p>In addition HMCTS are working closely with NHS England on the Liaison and Diversion Programme. This aims to identify individuals as early as possible after they come into contact with the police and criminal justice system. They who aim to make sure that individuals have had their health needs and vulnerabilities (including the autistic spectrum) identified and assessed at the earliest possible stage, so they are referred to the right services to receive the help and support they need.</p><p> </p><p>In the criminal jurisdiction the CPS or defence can apply for special measures for victims, witnesses and defendants with disabilities. The appropriateness and specific nature of these measures would be decided upon by the Judge.</p><p> </p><p>Similarly, in civil, family and tribunal jurisdictions, parties can apply to the Judge to ask for additional support, which could for example include the provision of intermediaries and appropriate adults.</p><p> </p><p>A new Code of Practice for Victims of Crime was launched on 10th December 2013. The Code provides enhanced entitlements for vulnerable victims such as those who have a significant impairment. Special measures could include the use of communication aids such as alphabet boards or other assistance to victims if they have to give evidence in court.</p><p> </p><p>Judges are aware of the special measures available for disabled people. Guidance on fair treatment and equality issues, including general information on disability issues, is available to the judiciary in the Equal Treatment Bench Book and it is for the judge to consider the individual elements of each case. Additionally, the Judicial College regularly reviews its training materials to ensure that awareness of diversity and equality is given appropriate priority.</p><p> </p><p>Finally, the Ministry of Justice are signatories to the recent refresh of the Adult Autism Strategy “Think Autism – Fulfilling and Rewarding Lives, the strategy for adults with autism in England: an update” published April 2014.</p><p> </p>

unstar this property answer text <p>The Home Office provides support to local authority for Prevent activity based on an assessment of risk, to ensure that they understand the threat of extremism and are equipped to deal with it effectively. We currently fund 30 priority areas, plus an additional 14 areas which receive Home Office support for Prevent initiatives, but do not have a funded Prevent co-ordinator as in priority areas. Crawley is one of the additional areas. <br><br>Since June 2011 the Home Office has funded over 180 Prevent local authority projects. These include activity on education, internet safety, and families – all projects now address the risk of travel to Syria and Iraq in different ways. £40 million has been allocated for Prevent spending in 2014/15.</p><p> </p> more like this

unstar this property answer text <p>The Government does not hold the information you have requested. The Home Office has published advisory notes on recording and reporting actual severity. From data collected, the Home Office will provide clarity on the burden of harm and, over time, should give an indication of the effectiveness of refinement methods, particularly for the most severe procedures.</p><p>It is important to note that procedures classified as severe represent only a small percentage of the total.</p><p>The National Centre for the Replacement, Refinement and Reduction of Animals in Research (NC3Rs) was established by the Government in May 2004 to advance and promote the Replacement, Refinement and Reduction of animals used in research and testing (the 3Rs). The NC3Rs primarily receives Government funding through BIS from the science and research ring-fenced budget via the Medical Research Council (MRC) and Biotechnology and Biological Sciences Research Council (BBSRC). The projected budget for the NC3Rs is £7.88m in 2014/15 and £7.84m in 2015/16.</p><p>BBSRC also provides further funding for the 3Rs under its responsive mode schemes, and the MRC and Engineering and Physical Sciences Research Council support research projects which contribute to the development of new knowledge and new methods that help replace or refine animal use. unstar this property answer text <p>Since work on the study began in January 2014, FCO Ministers and Parliamentarians, most notably the Chagos All Party Parliamentary Group (APPG) as well as the hon. Gentleman, have continued to discuss its progress and timescales for the subsequent policy review by Ministers. We are aware of specific representations from my hon friend the Member for Islington North (Jeremy Corbyn), Chair of the Chagos APPG, who has written four times to FCO Ministers, including the Foreign Secretary, about the policy review of resettlement of the British Indian Ocean Territory (BIOT) and right of return of the former islanders (Chagossians). In addition, my honourable friend himself has tabled three Parliamentary Questions (PQs), and my hon friend the Member for Romford (Andrew Rosindell MP) has tabled one PQ on the resettlement feasibility study. The study is nearing completion and its draft final report will be circulated very shortly to allow for further consultation before it is finalised and published in the New Year.</p>

unstar this property answer text <p>Most new medicines for rare conditions are licensed by the European Commission.</p><p> </p><p>The European Union offers a range of incentives to encourage the development of these medicines in order to address unmet clinical need. These incentives include a period of 10 years market exclusivity, the provision of Protocol Assistance (scientific advice specifically tailored for orphan medicinal products) and fee reductions and waivers for regulatory procedures.</p><p> </p><p> </p><p> </p><p>Through the Medicines and Healthcare products Regulatory Agency (MHRA), the United Kingdom takes an active role in the decision making process at the European Medicines Agency’s Committee on Orphan Medicinal Products, ensuring applications for Orphan Drug designation of potential drug candidates for rare diseases are appropriately recognised, encouraging companies to develop their products further and recommending use of existing flexibilities such as conditional authorisation, authorisation under exceptional circumstances and accelerated assessment. The UK is actively involved in the European Medicines Agency’s adaptive licensing pilot that is exploring further use of these flexibilities. The MHRA has an Innovation Office that can offer advice and assistance to developers of drugs for rare diseases, including on the use of flexibilities.</p><p> </p><p><strong> </strong></p><p> </p><p>In addition, in the UK, the Early Access to Medicines Scheme aims to give patients with life threatening or seriously debilitating conditions access to medicines that do not yet have a marketing authorisation when there is a clear unmet medical need.</p><p> </p><p> </p><p> </p><p>We are also commissioning an external review of the pathways for the development, assessment, and adoption of innovative medicines and medical technology. This review will consider how to speed up access for NHS patients to cost-effective new diagnostics, medicines and devices.</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

unstar this property answer text <p>In my answer in the House on 17 June I spoke about the key factors that the Government will consider in coming to a policy decision on resettlement of the Territory – value for the UK taxpayer, long-term contingent liabilities, and defence requirements of Diego Garcia to the UK and our allies. This consideration will clearly be driven by the report on the feasibility of resettlement by the independent consultants, which will provide us with a factual analysis of the practicalities that any resettlement might involve, including the economic sustainability of a resettled population, and its environmental impact, and of course the views of Chagossians themselves about what they want to see from our policy.
