star this property answer text <p>This Government promotes advances in biomedical science and technologies that include stem cell research, in vitro systems that mimic the function of human organs, imaging and new computer modelling techniques.</p><p>These advances are providing new opportunities to reduce reliance on the use of animals in research. Animals can only be used where there is no practicable alternatives and where the 3Rs (replacement, reduction and refinement) have been fully implemented. There are no plans to legislate for conducting human-relevant science.</p> more like this

star this property answer text <p>Schools should reflect society and the communities they serve, and it is important to attract and retain high-skilled, talented men into teaching.</p><p>The department does this through effective pay structures and by ensuring teaching remains a financially rewarding career. We remain committed to increasing teacher starting salaries to £30,000 to make teaching an attractive graduate option. While the pay restraint in academic year 2021/22 means we are now delivering this commitment to a revised timescale, the 5.5% uplift to starting pay in September 2020 has already made a substantial difference to the competitiveness of the early career pay offer.</p><p>The department’s ‘Teaching – Every Lesson Shapes A Life’ recruitment campaign is targeted at audiences of students, recent graduates and potential career changers regardless of gender, and we take every effort to ensure that our advertising is fully reflective of this across the full range of marketing materials we use.</p><p>In October, Apply for Teacher Training (Apply), our new application service for initial teacher training (ITT) in England, was rolled out nationally. Apply has been designed to be user-friendly and has been extensively tested with a diverse range of potential applicants, including men, to ensure it helps remove barriers to great teachers applying for ITT courses. Apply will also allow us to collect more data, giving us greater insight into candidate behaviour and the behaviour of providers of teacher training so that the department can identify barriers and work closely with ITT providers to explore, design and test new interventions to recruit more candidates from under-represented backgrounds into the sector.</p><p>Alongside a focus on recruitment, it is important we retain male teachers. This will be supported by our work to ensure that all new entrants to teacher training have the best possible start to the early stage of their career, regardless of gender.</p><p>World-class programmes developed by the Department for Education to support the school workforce, including our Early Career Framework (ECF) reforms for those at the beginning of careers and National Professional Qualifications (NPQs) to develop our best teaching and leadership talent, is the best training for everyone whatever their background. The ECF reforms provide a funded entitlement for all early career teachers in England to access high quality professional development at the start of their careers. NPQs are now freely available to all teachers in state-funded schools, as well as state-funded 16-19 organisations.</p>

star this property answer text <p>The department does not design education policy that exclusively targets certain groups of pupils with characteristics that are protected by the Equality Act 2010, including policy based on gender. We are committed to providing high quality education and training for everyone, whatever their background or personal characteristics.</p><p>Since 2010, the government has pursued a reform agenda to drive up academic standards for all and level up for the most disadvantaged pupils. When it comes to raising standards, evidence shows that teachers are the most important in-school factor affecting pupils’ education. In June 2021, the department announced an investment of over £250 million in the National Professional Qualifications and Early Career Framework programmes which are based on the best available evidence and have been developed in partnership with the Education Endowment Foundation. In addition, in October the department announced a Levelling Up Premium worth up to £3,000 tax-free for maths, physics, chemistry and computing teachers in years 1 to 5 of their careers. This will support recruitment and retention of specialist teachers in these subjects and in the schools and areas that need them most. Through this, the department is committed to helping tackle the education gap for all pupils.</p><p> </p>

star this property answer text <p>Thanks to our successful vaccine rollout, the government has made international travel easier and cheaper for fully vaccinated passengers from the UK and over 135 countries and territories covered by our inbound vaccination policy.</p><p> </p><p>Eligible fully vaccinated passengers and most under 18s arriving in the UK now only require a lateral flow test on arrival. From 1 November, we removed the last 7 countries from the red list.</p><p> </p><p>The government will continue to keep travel under review and ensure that health measures for international travel remain proportionate and necessary.</p><p> </p><p><strong> </strong></p> more like this

This was followed by a short, further technical consultation, which closed on April and received over 100 responses. We are carefully considering responses to both consultations, alongside the very latest technological developments and wider government policy, in the development of the final Jet Zero Strategy, which we are aiming to publish later this year. A summary of responses and the Government response to those consultations will be published alongside the Jet Zero Strategy.</p><p> </p><p>We also published the Sustainable Aviation Fuels (SAF) mandate consultation in July 2021, which set out our intention to mandate SAF supply in the UK from 2025. In March 2022, we published a summary of responses to the consultation and will be publishing the Government response shortly, which alongside the Jet Zero Strategy, will set out the Government’s position on the introduction of a SAF mandate.</p><p> </p>

star this property answer text <p>We are engaging with the aviation industry and are looking for ways to help the industry to recover quickly as we emerge from the COVID pandemic and travel restarts. Security continues to be paramount and we will not allow people to work airside when they have not been subject to the appropriate enquiries. The travelling public must have confidence that appropriate security measures are in place at airports. They would expect nothing less of government.</p><p>There are two categories of checks. The first are industry security checks. These include checks on an individual’s employment and education history over five years. These checks are the responsibility of the industry – they can take time and we continue to engage with them to understand any challenges. The second category are checks by Government. These are being processed in a timely manner. There are no delays, and the aviation industry is fully aware of the time these important checks take.</p> more like this

star this property answer text <p>Early diagnosis of blood cancers is difficult as symptoms, such as tiredness or back pain, are often misdiagnosed. For suspected blood cancers, the National Institute for Health and Care Excellence published a revised guideline in 2015 which clearly sets out that general practitioners should consider a very urgent full blood count within 48 hours to assess for leukaemia if adults present with suspicious symptoms.</p><p> </p><p>In December 2016 NHS England announced transformation funding of £200 million for Cancer Alliances to encourage new and innovative ways to diagnose cancer earlier, improve the care for those living with cancer and ensure that each cancer patient gets the right care for them.</p><p> </p><p>Additionally, the Accelerate, Coordinate and Evaluate Programme is a unique early diagnosis initiative, a programme of 60 projects exploring innovative concepts of diagnosing cancer earlier across England. The programme is testing a new multi-disciplinary diagnostic centre approach to diagnosing patients with vague or unclear but concerning symptoms, often characteristic of hard to diagnose cancers like blood cancers.</p>

star this property answer text <p>Erwinase is produced by Porton Biopharma Ltd (PBL) and is licensed and distributed by Jazz Pharmaceuticals under a global licencing agreement.</p><p> </p><p>Due to increased demand for Erwinase and because PBL are manufacturing at capacity, until increases in capacity are brought into beneficial use there will be occasional stock-outs.</p><p> </p><p>The product is currently in stock in the United Kingdom. The Department has been informed, it is likely there will be a short stock-out in early February 2019 and then a further batch is planned to be released to Jazz Pharmaceuticals, who are responsible for the packaging/distribution and allocation of worldwide product supply, anticipated to reach the UK market by mid-February 2019 which should last until the end of March 2019.</p><p> </p><p>The Department and Public Health England (PHE) are in close contact with, and have been kept informed by the PBL management of short periods of interrupted supply. PBL have and will be implementing a series of initiatives to increase capacity and better supply the market in both the short and long term. PBL are fully aware of the consequences that the unavailability of Erwinase has on patients and are absolutely committed to working with all involved to resolve any issues and be able to supply this critical medicine.</p><p> </p><p>The Department and PHE will continue to monitor the situation closely.</p>

star this property answer text <p>In April 2016, the General Practice Forward View set out a package of investment in general practice. This included a number of reforms which will increase capacity in general practice through recruitment and retention of general practitioners (GPs) and the wider workforce, and investment in extended access to GP services and the Time for Care programme.</p><p> </p><p>By 2020 the Government has committed to 5,000 additional GPs and 5,000 other staff in general practice; and by March 2019 everyone having access to GP services, including sufficient routine appointments at evenings and weekends to meet locally determined demand.</p><p> </p><p>The Time for Care programme will spread awareness of innovations that will help release capacity in general practice and facilitate local change programmes to implement them. Examples of these innovations include active signposting and developing the team. It is estimated that most practices can expect to release about 10% of GP time. The Time for Care programme provides support for groups of practices to implement their choice of the actions. To date, this has covered 115 clinical commissioning groups, available to 3,974 practices.</p><p> </p><p>In 2016/17 £2,000,000 of funding was awarded to NHS Crawley Clinical Commissioning Group to improve local GP practice resilience and sustainability and improve access to local GP services for patients.</p>

All new licensed cancer medicines are referred to the National Institute for Health and Care Excellence (NICE) for inclusion within the Technology Appraisal Programme. This referral is irrespective of the clinical indication concerned. Where cancer medicines are approved by NICE for use in England, NHS England makes these available immediately. NICE now also has the ability to refer licensed medicines demonstrating promising, but not yet certain, benefits for inclusion within the Cancer Drugs Fund.</p> more like this

star this property answer text <p>Most new drugs and significant licence indications are assessed by the National Institute for Health and Care Excellence (NICE) through its technology appraisal programme, through which NICE has been able to recommend a significant number of drugs for the treatment of rare cancers and other diseases for routine use on the National Health Service. NICE also operates a separate Highly Specialised Technology evaluation programme for the evaluation of a very small number of treatments for very rare diseases.</p><p>The methods and processes NICE uses in the development of its guidance are internationally respected, have been developed through extensive engagement with a full range of stakeholders, including the Department, and are regularly reviewed to ensure that they remain fit for purpose.</p> more like this

However there is robust evidence that by using the National Institute for Health and Care Excellence approved psychological therapies in addressing the mental health issues of those people with long term conditions earlier, talking therapies help to improve patients’ health outcomes so that they become less reliant on primary and emergency care and importantly, help patients to self-manage their long-term conditions more confidently.</p>

star this property answer text <p>NHS England is working with the manufacturers and National Health Service providers to prepare the NHS to begin delivering Chimeric Antigen Receptor T Cell (CAR-T) therapy - the first in a wave of treatments in a new era of personalised medicine and part of the NHS’s long-term plan to upgrade cancer service. The first treatment that will be available to patient is tisagenlecleucel (Kymriah) as an option for treating children and young people up to 25 years old with B cell acute lymphoblastic leukaemia that is refractory, in relapsed post-transplant or in second or later relapse.</p><p> </p><p>NHS England anticipates that the National Institute for Health and Care Excellence will recommend this treatment for entry into the Cancer Drugs Fund in mid-November. If so, funding will be made immediately available, following a successful commercial deal with the manufacturer Novartis. We anticipate the first patients will begin their treatment in late November 2018. The phased implementation required by the manufacturer and the NHS means that full capacity to treat eligible patients will take some months to achieve and a National CAR-T Clinical Panel will convene in mid-November to assure equity of access and prioritise eligible patients.</p>

Mental health therapists are not specifically trained on blood cancer as a condition, however cancer as a general condition forms part of the training which aims to enable experienced psychological well-being practitioners and high intensity therapists to deliver National Institute for Health and Care Excellence recommended treatments for people presenting to Improving Access to Psychological Therapies services with long-term physical conditions such as diabetes, cardiac disease, respiratory disease, and cancer with accompanying low mood and/or anxiety. The training focuses on high intensity and low intensity approaches to support people with mental health problems and physical long-term conditions or persistent and distressing medically unexplained symptoms.</p> more like this

star this property answer text <p>Porton Biopharma Ltd (PBL) are implementing a series of initiatives to increase capacity and supply in both the short and long term. These include the following:</p><p>- Extending operational activities to 24 hours a day, seven days a week to maximise fermentation of the product;</p><p>- Implementing an ongoing capital programme including construction of a new pharmaceutical fermentation facility. The facility was completed in April 2018 and is currently undergoing testing; it has an increased capacity fermentation suite which will enable PBL to manufacture at larger scale and is due to start producing product Q3 2019 for regulatory approval to market;</p><p>- A new filling and freeze-drying building was completed in February 2016. The installation of a new filling line which covers the entire process, including vial washing, filling, stoppering and freeze drying. The new line has been designed with systems which monitor all critical parameters throughout the process to accelerate batch release and will accommodate increased capacity. The beneficial use of this and the fermentation facility will coincide to maximise increased product output; and</p><p>- Sourcing replacement suppliers, including for new stoppers and new vials for the product, ensuring that maximum batch sizes can be achieved with minimal product rejects. This programme is complete.</p><p> </p><p>PBL has made significant investments into increasing product capacity and will continue to release future batches as soon as they become available to Jazz Pharmaceuticals (who are responsible for the packaging/distribution and allocation of worldwide product supply).</p>

star this property answer text <p>Psychological support for cancer is a specialised area and is often offered within cancer teams via health psychology teams. Adults experiencing all forms of cancer are able to access Improving Access to Psychological Therapies services which provide evidence-based psychological therapies for people with anxiety disorders and depression. Recovery Package interventions will help ensure patients have more personal care and support from the point they are diagnosed. Two of the key interventions within the Recovery Package, the Health Needs Assessment and Care Plans, will enable patients to be sign-posted or referred to psychological support, where necessary.</p><p> </p><p>Personalised follow up and support to help people live well with and beyond cancer is one of the key strategic priorities in the Cancer Strategy for England, which aims to create world class cancer services. NHS England will roll out Recovery Package interventions nationally by 2020 so they are available to all cancer patients across the country regardless of location. All Cancer Alliances are receiving funding in 2018/19 to support implementation of the Recovery Package.</p>

star this property answer text <p>Psychological support for cancer is a specialised area and is often offered within cancer teams via health psychology teams. Adults experiencing all forms of cancer are able to access Improving Access to Psychological Therapies services which provide evidence-based psychological therapies for people with anxiety disorders and depression. Recovery Package interventions will help ensure patients have more personal care and support from the point they are diagnosed. Two of the key interventions within the Recovery Package, the Health Needs Assessment and Care Plans, will enable patients to be sign-posted or referred to psychological support, where necessary.</p><p> </p><p>Personalised follow up and support to help people live well with and beyond cancer is one of the key strategic priorities in the Cancer Strategy for England, which aims to create world class cancer services. NHS England will roll out Recovery Package interventions nationally by 2020 so they are available to all cancer patients across the country regardless of location. All Cancer Alliances are receiving funding in 2018/19 to support implementation of the Recovery Package.</p>

This includes data on breast, colorectal, lung and prostate cancers. Further cancer sites (including blood cancer) were not included because of the risk of making patients identifiable when viewing data for individual hospitals or clinical commissioning groups.</p><p> </p><p>A second iteration of the dashboard is being developed by NHS Digital and NHS England with a wider ambition to include rarer cancers and cancers with a lower incidence, such a blood cancers, as the dashboard develops.</p> more like this

star this property answer text <p>Ten multi-disciplinary diagnostic centres are being piloted through the Accelerate, Co-ordinate, Evaluate (ACE) partnership between Cancer Research UK, Macmillan Cancer Support and NHS England. This pilot programme will end in March 2019. Early findings from those sites informed the plans for roll out of the Rapid Diagnostic Centres as part of the NHS Long Term Plan.</p><p> </p><p>During 2019/20, the ACE Programme will share further evaluation from the pilot centres. The findings will continue to inform plans for expansion of the Rapid Diagnostic Centres, alongside work being led by Cancer Alliances to improve early diagnosis.</p> more like this

star this property answer text <p>The Cancer Patient Experience Survey 2016 results show that 90% of respondents said that they were given the name of a clinical nurse specialist who would support them through their treatment. NHS England is working alongside Health Education England to expand the number of Clinical Nurse Specialists (CNS) and develop clear CNS competencies and routes into training. This will ensure every cancer patient has access to a CNS or other support worker by 2021.</p> more like this

star this property answer text <p>The National Institute for Health and Care Excellence (NICE) published guidance recommending ibrutinib for use in the treatment of previously treated chronic lymphocytic leukaemia and previously untreated chronic lymphocytic leukaemia with 17p deletion or TP53 mutation in January 2017. NHS England is legally required to fund drugs and treatments recommended in NICE technology appraisal guidance in line with NICE’s recommendations.</p><p> </p><p>NICE has not been able to make a recommendation on the use of ibrutinib for use in the treatment of other patients with chronic lymphocytic leukaemia because no evidence submission was received from the product’s manufacturer. Ibrutinib is not therefore routinely commissioned for National Health Service patients for these other indications. NICE will review this decision if the company decides to make an evidence submission.</p> more like this

star this property answer text <p>The Recovery Package is designed to help patients and clinicians assess a patient’s holistic needs and plan appropriately for their care and support. It includes a Holistic Needs Assessment (HNA) and Care Plan. This guides a conversation about the person’s holistic needs (physical, psychosocial, financial and social) in order to identify any concerns. An HNA should take place within 31 days of diagnosis and at the end of each acute phase of treatment and the Care Plan updated each time. The Recovery Package is being commissioned and delivered in full or in part by many clinical commissioning groups and providers across England. Our aim now is to accelerate the process, to ensure full implementation by 2020 - available to all cancer patients.</p> more like this
