answer text <p>The Government is increasing public R&amp;D spending by £7 billion by 2022, this is the largest increase on record.</p><p>The department regularly assesses comparative levels of R&amp;D expenditure in the UK and EU member states.</p><p>The latest ONS data estimates that overall gross R&amp;D expenditure in the UK was £33.1bn in 2016, which was 1.7% of GDP in that year. The latest OECD international comparison of R&amp;D expenditure ranked the UK 10<sup>th</sup> among EU member states, with overall gross R&amp;D expenditure in the EU28 estimated at 1.9% of GDP in 2016. answer text <p>At the October Spending Review, my Rt. Hon. Friend Mr Chancellor of the Exchequer extended the £1.95 billion funding commitment to the Aerospace Technology Institute (ATI) Programme from 2026 to 2031. To date, £1.6 billion has been awarded to over 340 collaborative R&amp;D projects spread across the UK. This activity will help to drive the development of new low and zero-carbon emission aircraft technology, which forms an important part of our Jet Zero ambition to decarbonise aviation.</p><p> </p><p>We will work through the annual profile of funding for the ATI programme, including when the programme will re-open to new R&amp;D grant applications, over the coming months. answer text <p>The Government actively supports and funds the development and dissemination of techniques that replace, reduce, and refine the use of animals in research (the 3Rs).  This is achieved primarily through funding from UK Research and Innovation (UKRI) for the National Centre for the 3Rs (NC3Rs), which works nationally and internationally to drive the uptake of 3Rs technologies and ensure that advances in the 3Rs are reflected in policy, practice, and regulations on animal research. Since the NC3Rs was launched in 2004, it has committed £100 million in research to develop 3Rs technologies and its scientific staff have led research projects, in collaboration with academic and industry partners, that have been used to inform changes in policy and regulations on the use of animals in research.</p> more like this

answer text <p>The Local Authority Discretionary Grants Fund is aimed at small businesses with ongoing fixed property-related costs that are not liable for business rates or rates reliefs.</p><p> </p><p>Local authorities are responsible for defining the precise eligibility for this Fund and may choose to make payments to other businesses based on local economic need, subject to those businesses meeting the specific eligibility criteria.</p><p> </p><p>We are asking local authorities to prioritise the following types of businesses for grants from within this funding pot:</p><ul><li>Small businesses in shared offices or other flexible workspaces. Examples could include units in industrial parks, science parks, and incubators which do not have their own business rates assessment.</li><li>Regular market traders with fixed building costs, such as rent, who do not have their own business rates assessment.</li><li>Bed &amp; breakfasts which pay Council Tax instead of business rates.</li><li>Charity properties in receipt of Charitable Rate Relief, which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief.</li></ul><p> </p><p>Businesses already in receipt of the Small Business grant or a Retail, Hospitality and Leisure grant are not eligible for this fund. Businesses who are eligible for or in receipt of the Self-Employment Income Support Scheme are now eligible to apply for this scheme.</p><p> </p><p>There is currently no plan to change eligibility criteria for this scheme. answer text <p>The Government recognises the critical role that post offices play in communities and for small businesses across the UK. This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. The distribution of branches is an operational matter of commercial judgement for Post Office management team. I have therefore asked Paula Vennells, the Group Chief Executive of Post Office Limited, to write to you on this matter. answer text <p>The EU legislation <em>Regulation (EU) No 1007/2011 – on textile fibre names and related labelling and marking of the fibre composition of textile products</em>, ensures consumers are properly protected when purchasing textile products containing ‘non-textile parts of animal origin’, including fur.</p><p>This requires these products to have the phrase ‘contains non-textile parts of animal origin’ on the labelling or marking of the product. The regulation stipulates that the presence of non-textile parts of animal origin must be clearly labelled or marked in such a way that is not misleading and that the consumer can easily understand. This enables consumers to make an informed choice between textile products that contain non-textile parts of animal origin and those that don’t.</p><p>The Regulation does not require a detailed description of particular materials or parts, but businesses are free to disclose more details about the materials used (e.g. cowhide, lambskin etc.) as long as this information is not false and misleading and consumers can make enquiries with the retailer as to what the non-textile parts of animal origin are.</p><p>This year, the UK Government is undertaking a review of the Textile Products (Labelling and Fibre Composition) Regulation 2012/1102, which sets out the enforcement provisions that apply to Regulation 1007/2011. The UK is obliged to review the enforcement provisions by May 2017. A report will be laid before Parliament.
