	answer	answer is ministerial correction date of answer 20/02/2017 answer text <p>The EU legislation <em>Regulation (EU) No 1007/2011 – on textile fibre names and related labelling and marking of the fibre composition of textile products</em>, ensures consumers are properly protected when purchasing textile products containing ‘non-textile parts of animal origin’, including fur.</p><p>This requires these products to have the phrase ‘contains non-textile parts of animal origin’ on the labelling or marking of the product. The regulation stipulates that the presence of non-textile parts of animal origin must be clearly labelled or marked in such a way that is not misleading and that the consumer can easily understand. This enables consumers to make an informed choice between textile products that contain non-textile parts of animal origin and those that don’t.</p><p>The Regulation does not require a detailed description of particular materials or parts, but businesses are free to disclose more details about the materials used (e.g. cowhide, lambskin etc.) as long as this information is not false and misleading and consumers can make enquiries with the retailer as to what the non-textile parts of animal origin are.</p><p>This year, the UK Government is undertaking a review of the Textile Products (Labelling and Fibre Composition) Regulation 2012/1102, which sets out the enforcement provisions that apply to Regulation 1007/2011. The UK is obliged to review the enforcement provisions by May 2017. A report will be laid before Parliament. We are committed to delivering the vision set out in <em>Future in mind</em> through the launch of a major system-wide transformation programme working alongside our partners in Government and arm’s length bodies. This will improve access and make services more widely available across the country.</p><br /><p>To support this transformation, an additional£1.4 billion funding has been made available over the course of this Parliament for spending on children and young people’s mental health, of which we are spending £173 million this year, including £30 million on eating disorders. This will be used to improve community-based services so that young people are helped earlier and are less likely to need to go into hospital. It will also enable the expansion and extension of the Children and Young People’s Improving Access to Psychological Therapies programme so that a wider range of those who need it are able to access high quality and evidence-based interventions wherever they may live. In preparation for this year’s hurricane season, the Department for International Development (DFID), the Foreign and Commonwealth Office and Ministry of Defence have coordinated response plans to support British Overseas Territories and independent Commonwealth countries in the Caribbean. RFA Mounts Bay is in the region with helicopter airlift capacity and stocks of humanitarian relief items. UK supplies have also been pre-positioned on the island of Antigua. In addition the Secretary of State for International Development has instructed the department to ensure that any response to the impact of hurricanes in the British Overseas Territories and independent Commonwealth countries in the Caribbean will have a priority call on our reserves.</p><p> </p><p>DFID is providing expertise to the Caribbean Disaster and Emergency Management Agency (CDEMA) and national disaster offices in our partner countries. DFID also supported establishment of a multinational response coordination centre within CDEMA.
