We are committed to delivering the vision set out in <em>Future in mind</em> through the launch of a major system-wide transformation programme working alongside our partners in Government and arm’s length bodies. This will improve access and make services more widely available across the country.</p><br /><p>To support this transformation, an additional£1.4 billion funding has been made available over the course of this Parliament for spending on children and young people’s mental health, of which we are spending £173 million this year, including £30 million on eating disorders. This will be used to improve community-based services so that young people are helped earlier and are less likely to need to go into hospital. It will also enable the expansion and extension of the Children and Young People’s Improving Access to Psychological Therapies programme so that a wider range of those who need it are able to access high quality and evidence-based interventions wherever they may live. In preparation for this year’s hurricane season, the Department for International Development (DFID), the Foreign and Commonwealth Office and Ministry of Defence have coordinated response plans to support British Overseas Territories and independent Commonwealth countries in the Caribbean. RFA Mounts Bay is in the region with helicopter airlift capacity and stocks of humanitarian relief items. UK supplies have also been pre-positioned on the island of Antigua. In addition the Secretary of State for International Development has instructed the department to ensure that any response to the impact of hurricanes in the British Overseas Territories and independent Commonwealth countries in the Caribbean will have a priority call on our reserves.</p><p> </p><p>DFID is providing expertise to the Caribbean Disaster and Emergency Management Agency (CDEMA) and national disaster offices in our partner countries. DFID also supported establishment of a multinational response coordination centre within CDEMA. In the Spending Review 2015, the Government announced that we are allocating a total of £6.1 billion funding for local highways maintenance between now and 2021. This funding includes an additional £250 million between 2016 and 2021 for a potholes action fund to improve local roads, to promote innovation within the sector and to ensure that taxpayers get greater value for money.</p><p> </p><p>For West Sussex we are providing £13.7 million this financial year (2015/16). Roadworks are essential, but that doesn’t mean they should be in place any longer than is absolutely necessary. We are currently consulting on changes that will reduce the congestion caused by roadworks on local ‘A’ road from works left in place at the weekend but where no work is happening, and to remove temporary traffic lights as soon as the works are complete.</p><p> </p><p>We have asked Highways England to look closely at reducing the length of roadworks on the Strategic Road Network. This is being reflected in the next phase of smart motorway schemes, where Highways England are reducing both the length (distance) and duration (time they are in place) of roadworks.</p><p> </p><p>Highways England are also considering the use of higher speed limits through roadworks, where this can be done safely. NICE is appraising Brentuximab for this indication and recently consulted stakeholders on its draft recommendations. Since 1 January 2013 when the Animals (Scientific Procedures) Act 1986 was amended to transpose European Directive 2010/63/EU on the protection of animals used for scientific <br>purposes there has been no requirement for users of non-human primates acquired from overseas breeding centres to seek permission in advance from the Home Office for their acquisition for use in regulated procedures.<br><br>We have emphasised to those UK users who acquire non-human primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. 	answer	answer is ministerial correction date of answer 12/02/2015 answer text <p>We have taken a number of steps to gain assurances about the quality of non-human primates being imported for research within the legal constraints available to us. We have emphasised to those UK users who acquire these primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. In order to be assured that these animals are of appropriate quality for the work authorised on their project licences, they need to be confident of high standards of care and welfare. <br><br>We are aware that, in recent years, these UK users have routinely visited and inspected their overseas primate breeders, and that they do indeed demand these high standards. We are encouraging this to continue. <br><br>Home Office Inspectors assigned to establishments holding and using imported primates play a key role in monitoring the situation. Through inspection visits and other contact with animal care staff, inspectors maintain awareness of the importations of primates, both consignments already acquired and those due. This enables appropriately timed inspections to be carried out to monitor the quality of animals being acquired. <br><br>We also expect the local inspector to be notified promptly in the event of any significant health or welfare problems which may occur following arrival of an importation of primates. In a deal scenario, flights will continue as now during the time-limited Implementation Period. In a no deal scenario, the EU have adopted a regulation which gives UK airlines the right to fly to and from the EU for 12 months, and the UK will reciprocate these rights for EU airlines. The latest OECD international comparison of R&amp;D expenditure ranked the UK 10th among EU nations in 2016.
