The Church also partners and engages with development and mission agencies working to support Christian communities overseas. Regular pilgrimage visits are made by parishes and dioceses of the Church of England, mainly to those holy sites that are not in conflict zones and which often involve meetings with local Christians</p><p><br>Westminster Abbey will be holding a special service on the 4th December at which His Royal Highness the Prince of Wales will attend to offer encouragement to Christians throughout the region and to celebrate the contributions they make to their communities</p><p><br>The Archbishop of Canterbury made an official visit to Israel, Jordan and the Palestinian Territories in 2017, the primary purpose of which was to affirm the Christian community in the Holy Land, to identify and explore challenges relating to religious freedom and to give encouragement to St. George’s Cathedral in Jerusalem. The Archbishop also met with Israeli, Palestinian and Jordanian politicians during his visit</p><p><br>During the November parliamentary recess I joined a small group of MPs on a regional visit to see for myself the challenges faced by the Christian community in Israel and the Palestinian Territories. We visited a number of projects that are funded or supported by the Anglican Church, including hospitals and schools. 	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>A randomised controlled trial funded by Cancer Research UK, the Medical Research Council and National Health Service Research and Development took place in 14 United Kingdom and six Italian centres, and evaluated screening for bowel cancer using a single Bowel Scope Screening (flexible sigmoidoscopy) between 55 and 64 years of age, removing small polyps by Bowel Scope Screening and providing full colonoscopy for &quot;high risk&quot; polyps. The study concluded that Bowel Scope Screening is a safe and practical test and, when offered only once between ages 55 and 64 years, confers a substantial and long lasting benefit. The UK National Screening Committee reviewed the evidence, and in April 2011 concluded that screening for bowel cancer using Bowel Scope Screening meets the United Kingdom National Screening Committee criteria for a screening test. In England its implementation will be managed by National Health Service Cancer Screening Programmes.</p><p> </p><p> </p><p> </p><p>As at 31 March 2014, 36.6% of Bowel Scope Screening centres in England were operational, exceeding the commitment of 30%<sup>1</sup>. As set out in the third annual report of <em>Improving Outcomes: A Strategy for Cancer</em> (December 2013), NHS England will work with Public Health England to help deliver the involvement of screening centres sufficient to meet the 60% commitment by March 2015 and to support preparatory steps in other screening centres to implement by the end of 2016.</p><p> </p><p> </p><p> </p><p>As at the end of October 2014, 20,603 examinations had taken place. 919 people had gone on to have a colonoscopy with 20 cancers being detected. 	answer	answer is ministerial correction date of answer 24/11/2014 answer text <p>Most new medicines for rare conditions are licensed by the European Commission.</p><p> </p><p>The European Union offers a range of incentives to encourage the development of these medicines in order to address unmet clinical need. These incentives include a period of 10 years market exclusivity, the provision of Protocol Assistance (scientific advice specifically tailored for orphan medicinal products) and fee reductions and waivers for regulatory procedures.</p><p> </p><p> </p><p> </p><p>Through the Medicines and Healthcare products Regulatory Agency (MHRA), the United Kingdom takes an active role in the decision making process at the European Medicines Agency’s Committee on Orphan Medicinal Products, ensuring applications for Orphan Drug designation of potential drug candidates for rare diseases are appropriately recognised, encouraging companies to develop their products further and recommending use of existing flexibilities such as conditional authorisation, authorisation under exceptional circumstances and accelerated assessment. The UK is actively involved in the European Medicines Agency’s adaptive licensing pilot that is exploring further use of these flexibilities. The MHRA has an Innovation Office that can offer advice and assistance to developers of drugs for rare diseases, including on the use of flexibilities.</p><p> </p><p><strong> </strong></p><p> </p><p>In addition, in the UK, the Early Access to Medicines Scheme aims to give patients with life threatening or seriously debilitating conditions access to medicines that do not yet have a marketing authorisation when there is a clear unmet medical need.</p><p> </p><p> </p><p> </p><p>We are also commissioning an external review of the pathways for the development, assessment, and adoption of innovative medicines and medical technology. Drugs can also be prescribed ‘off-label’ outside of their licensed indication(s) to individual patients where doctors consider it is clinically appropriate to do so. We currently fund 30 priority areas, plus an additional 14 areas which receive Home Office support for Prevent initiatives, but do not have a funded Prevent co-ordinator as in priority areas. Crawley is one of the additional areas. <br><br>Since June 2011 the Home Office has funded over 180 Prevent local authority projects. In England, this means an estimated 385,000 properties will pay no rates at all, while a further 190,000 properties will benefit from tapered relief.</li></ul><p> </p><p> </p><p> </p><ul><li>a 2% cap on the increase of the small business rates multiplier. This is a continuation of the 2% cap introduced in 2014-15 as part of Autumn Statement 2013 measures;</li></ul><p> </p><p> </p><p> </p><ul><li>increasing the temporary £1,000 discount for shops, pubs and restaurants with rateable values below £50,000 to £1,500 for 2015-16, benefitting an estimated 300,000 properties in England;</li></ul><p> </p><p> </p><p> </p><ul><li>extending the existing transitional relief scheme for two years for properties with a rateable value up to and including £50,000.</li></ul><p> </p><p> </p><p> </p><p>These policies are in addition to previous Autumn Statement measures that continue into 2015-16, including:</p><p> </p><p> </p><p> </p><ul><li>a 50 per cent discount for 18 months to new occupants of vacant shops;</li></ul><p> </p><p> </p><p> </p><ul><li>allowing businesses to keep their small business rate relief for a year where they take on an additional property; and</li></ul><p> </p><p> </p><p> </p><ul><li>business rates relief for empty new builds.</li></ul><p> </p><p> </p><p> </p><p>Central Government also now funds 50% of any local discount granted.</p><p> </p><p> </p><p> </p><p>Local authority level data is not yet available for the number of properties that will benefit from Autumn Statement 2014 measures in 2015-16. Network Rail completed work in January 2014 on the scheme, which was designed to improve reliability and punctuality of journeys and increase capacity with a new seventh platform. The project was jointly funded by Network Rail as part of their Railway Control Period 4 plans, and Gatwick Airport Limited.</p><p> </p><p> </p><p> </p><p>In addition, the Access for All small schemes programme provided funding of £116,000 for three new height adjustable ticket office windows 2012/13 and £47,400 for a number of accessibility improvements in 2013/14.</p><p> </p><p> </p><p> </p><p>The Stations Commercial Projects Facility provided £559,023 towards a Southern Railway and Network Rail project to enhance the retail environment at Three Bridges station. We have emphasised to those UK users who acquire these primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. In order to be assured that these animals are of appropriate quality for the work authorised on their project licences, they need to be confident of high standards of care and welfare. <br><br>We are aware that, in recent years, these UK users have routinely visited and inspected their overseas primate breeders, and that they do indeed demand these high standards. We are encouraging this to continue. <br><br>Home Office Inspectors assigned to establishments holding and using imported primates play a key role in monitoring the situation. Through inspection visits and other contact with animal care staff, inspectors maintain awareness of the importations of primates, both consignments already acquired and those due. This enables appropriately timed inspections to be carried out to monitor the quality of animals being acquired. <br><br>We also expect the local inspector to be notified promptly in the event of any significant health or welfare problems which may occur following arrival of an importation of primates. These dogs are bred for fighting and Parliament has agreed that there should be restrictions and conditions on their ownership in order to protect public safety. The court plays an important role in determining whether a prohibited dog is a danger to public safety and must take into account whether the person intending to be in charge of the dog is a fit and proper person. The expectation of Parliament is that the person approved by the court will have day-to-day responsibility for the dog. There is a limit on how long a prohibited dog can be kept away from its home under the supervision of the person approved by the court. This ensures that the dog is kept in suitable accommodation at premises known to the police and is under the supervision of the court-approved person at all times.</p><p> </p><p> </p><p> </p><p>A public consultation exercise on a package of measures aimed at promoting more responsible dog ownership ran from 23 April to 15 June 2012. This included aspects of the 2015 Order including provisions to enable seized suspected prohibited dogs not considered by the police to be a danger to public safety to be returned to their owner, subject to conditions, pending a court judgment on the fate of the dog. These provisions were widely supported. The intention is to remedy the situation created by the High Court decision in R (Sandhu) v Isleworth Crown Court [2012]. The 2015 Order returns the position on ownership of four types of prohibited dogs broadly to where it was before that judgment. The four types of dog are prohibited because they are of a type bred for fighting. The 2015 Order requires a court, when considering whether to exempt a prohibited dog, to take into account whether the intended keeper is a “fit and proper person” and other matters such as suitability of accommodation.</p><p> </p><p> </p><p> </p><p>The Dangerous Dogs Act 1991 states that no person shall give away, sell, or exchange a prohibited dog. The Sandhu judgment was seen as allowing keepership of exempted prohibited dogs to be transferred to anyone else by the owner with no supervision by the courts or by the Index of Exempted Dogs (which maintains a register of exempted prohibited dogs and liaises with the police.) Ofsted have a central role in holding schools to account for the support that is provided. The school inspection framework places an emphasis on how schools meet the needs of pupils with SEND, the quality of teaching and the progress made by those pupils.</p><p> </p><p> </p><p> </p><p>We are funding voluntary and community sector organisations to support schools to implement the Code of Practice. This includes the development of the SEND Gateway, a “one stop shop” for all schools to access high quality information, resources and training funded by Government and developed by voluntary and community organisations. This can be accessed online at: <a href="http://www.sendgateway.org.uk/" target="_blank">www.sendgateway.org.uk</a>. It is for schools to ensure they have an appropriately trained workforce to meet the needs of children with special educational needs (SEN) or disabilities.</p><p> </p><p> </p><p> </p><p>The Department is enabling teachers to develop their ability to support children with SEN and disabilities through its National Scholarship Fund. This provides funding for staff to undertake postgraduate-level qualifications in specific impairments, including Masters-level training in Dyslexia. Since 2011, over 1,800 members of staff in schools have received support through the National Scholarship Fund.</p><p> </p><p>The Department is also funding a range of voluntary and community organisations to support school teachers and local authorities to improve the support available to dyslexic pupils. This includes the Primary Literacy Project, aimed at improving the literacy levels of pupils most at risk of literacy difficulties and dyslexia. 736 teachers and teaching assistants have attended school training sessions over the two years of the project. 	answer	answer is ministerial correction date of answer 16/03/2015 answer text <p>The 0-25 Special Educational Needs Code of Practice makes clear that schools must use their best endeavours to identify and address the needs of all pupils with special educational needs (SEN) and disabilities, including those with dyslexia. All maintained schools and Academies must designate a qualified teacher to be responsible for co-ordinating SEN provision (SENCO).</p><p> </p><p> </p><p> </p><p>Schools are provided with resources to support those with additional needs including those with SEN and disabilities. Funding for schools is largely determined by local authorities, through the local funding formula, and for pupils who need high levels of SEN support, through top-up funding for those pupils. Schools have an amount identified within their overall budget, called the notional SEN budget, but it is up to schools to determine how much they spend from their whole budget to provide high quality and appropriate support for all pupils who need extra help.</p><p> </p><p> </p><p> </p><p>In addition, the Department for Education has provided £1.5 million to the Dyslexia SpLD Trust (<a href="http://www.thedyslexia-spldtrust.org.uk/" target="_blank">www.thedyslexia-spldtrust.org.uk</a>) to support schools, professionals and local authorities to improve the support available for pupils with dyslexia, drawing on the evidence of effective programmes, and to build their skills.</p><p> </p><p> </p><p> </p><p>The Department is also funding the British Dyslexia Association to pilot the provision of targeted literacy support, volunteer mentors and teacher training in more than 25 schools. This aims to improve the literacy levels of 800 pupils at high risk of experiencing literacy difficulties and dyslexia.</p><p> </p><p> </p><p>We have enabled teachers to develop their practice in supporting children with SEN and disabilities through our National Scholarship Fund, which allows teachers to apply for funding to undertake postgraduate level qualifications in specific impairments. The Strategy also seeks to raise awareness of what pollinators need to thrive through a call to action message which sets out five simple actions that everyone can take to support pollinators (<a href="http://www.wildlifetrusts.org/Bees-needs" target="_blank">www.wildlifetrusts.org/Bees-needs</a>).</p><p>The Strategy is an important starting point and must be flexible, adapting to new data and understanding as this emerges. We will keep the Strategy under review, refreshing the aims by 2019 and identifying any necessary targets and additional policies to strengthen our response based on an improved understanding of the baselines, the impact of pressures and the role of pollinators. The review will also consider lessons learned from the initial policy actions and partnership working. 	answer	answer is ministerial correction date of answer 30/06/2015 answer text <p>I have regular discussions with the Director of Public Prosecutions (DPP) on a wide range of criminal matters, including child sexual abuse (CSA) cases. The prosecution of CSA cases were specifically discussed at a meeting in February this year and the DPP outlined to me how the Crown Prosecution Service (CPS) is coordinating its response with the police to the Home Office CSA Inquiry.</p><p> </p><p> </p><p> </p><p>In October 2013 the CPS issued guidelines setting out a new approach to CSA cases. Steps to be taken include the use of specialist prosecutors, the provision of dedicated CPS units to manage such cases, and the application of a new approach to considering evidence in such cases. In 2014-15, the number of child abuse prosecutions rose by 2,047 to 10,045, the highest volume of cases ever.
