US presence on the island of Diego Garcia is governed by a series of agreements, called Exchanges of Notes, of which the overarching agreement sets out that the whole Territory should be made available for UK and US defence purposes for an initial 50 year period of 1966 to 2016. If neither side object during a two year window of December 2014 to December 2016, the agreement will continue as it stands until end December 2036. Network Rail completed work in January 2014 on the scheme, which was designed to improve reliability and punctuality of journeys and increase capacity with a new seventh platform. The project was jointly funded by Network Rail as part of their Railway Control Period 4 plans, and Gatwick Airport Limited.</p><p> </p><p> </p><p> </p><p>In addition, the Access for All small schemes programme provided funding of £116,000 for three new height adjustable ticket office windows 2012/13 and £47,400 for a number of accessibility improvements in 2013/14.</p><p> </p><p> </p><p> </p><p>The Stations Commercial Projects Facility provided £559,023 towards a Southern Railway and Network Rail project to enhance the retail environment at Three Bridges station. We undertook just such an assessment when considering options for the most appropriate approach to providing passenger rail services during the delivery of the Thameslink Programme infrastructure and the introduction of new rolling stock. This included balancing the size of the franchise against the need to ensure effective coordination of all the services on the lines affected by Thameslink during the construction period. We of course always take into account lessons learned from practice when looking at similar decisions in the future.</p><p> </p><p>Regarding the size of the Govia Thameslink Railway franchise, as I made clear at the Transport Select Committee, it is unlikely the Department will wish to let such a franchise in the future. The size of the franchise is a factor in this assessment. There were over 450 responses from local authorities, businesses interests and other organisations. My officials are currently considering these and we will publish a summary of the responses and our proposed way forward in due course. In the meantime, we will continue close collaboration with local government in taking this work forward, including through the Business Rates Retention Steering Group, which is jointly chaired by the Local Government Association and the Department for Communities and Local Government.</p><p>The Steering Group was established to consider the mechanisms needed to set up and run the new business rates system, as well as the timetable and implementation of the reforms. It oversees the work of a set of technical working groups, each looking at particular aspects of the reforms. The Group meets on a regular basis and has done so on 6 occasions since April 2016. We have emphasised to those UK users who acquire these primates that they are responsible for ensuring that the breeders and suppliers they deal with have proper controls and processes in place. In order to be assured that these animals are of appropriate quality for the work authorised on their project licences, they need to be confident of high standards of care and welfare. <br><br>We are aware that, in recent years, these UK users have routinely visited and inspected their overseas primate breeders, and that they do indeed demand these high standards. We are encouraging this to continue. <br><br>Home Office Inspectors assigned to establishments holding and using imported primates play a key role in monitoring the situation. Through inspection visits and other contact with animal care staff, inspectors maintain awareness of the importations of primates, both consignments already acquired and those due. This enables appropriately timed inspections to be carried out to monitor the quality of animals being acquired. <br><br>We also expect the local inspector to be notified promptly in the event of any significant health or welfare problems which may occur following arrival of an importation of primates. 	answer	answer is ministerial correction date of answer 27/06/2016 answer text <p>Under international rules set by the Convention on International Trade in Endangered Species (CITES), a hunting trophy from a species listed on Appendix I or Appendix II of the Convention can be exported only if the exporting country is satisfied that the hunt was both legal and sustainable.</p><p> </p><p>Importing controls are implemented at an EU-wide level and the UK works with other EU Member States to agree a collective approach. In light of growing concerns about the sustainability of the hunting of some species, stricter controls on the import of hunting trophies of six species, including lions and African elephants, have been introduced. As a result, the import of hunting trophies of certain species from certain countries is currently prohibited.</p><p> </p><p>The Government considers that properly managed, legal and sustainable trophy hunting can play a part in species conservation efforts, including by providing an important source of funding for conservation in some countries. In view of this, we have no plans to introduce legislation banning the import of all trophies of Appendix I and II species. We will however continue to monitor the impact of trophy hunting and will work to put in place greater protection, including prohibiting imports, if this is shown to be needed.</p><p> </p><p>For example, in recognition of the real concerns about the impact of trophy hunting on lion conservation, I announced in Parliament on 24 November 2015 that the Government will ban lion trophy imports by the end of 2017 unless there are improvements in the way hunting takes place in certain countries, judged against strict criteria. This will increase to over 660,000 by 2017-18. The Children and Families Act 2014 places a duty on local authorities to identify and assess the needs of all young carers, regardless of who they care for or what type of care they provide. These provisions work alongside those for assessing adults in the Care Act 2014 so that when a young carer is identified the needs of everyone in the family is considered, triggering action from both children’s and adults’ support services.</p><p> </p><p>We funded the Making a Step Change project, which sought to identify, champion and embed best practice around effective integrated whole family pathways between voluntary and statutory sector partners.</p><p> </p><p>In May 2014, NHS England published the ‘Commitment to Carers’ which set out commitments across a range of themes to improve recognition and support for carers, including young carers. As part of NHS England’s work to support young carers, the Young Carers Health Champion Programme was established in July 2016 to support improved health literacy, promote health and wellbeing and develop the capacity of young carers to participate in the planning and development of young carer-friendly services.</p><p> </p><p>There is a wealth of resources that enable local authorities, schools and voluntary sector partners to support young carers and their families, based on evidence of what works.
