Roadworks are essential, but that doesn’t mean they should be in place any longer than is absolutely necessary. We are currently consulting on changes that will reduce the congestion caused by roadworks on local ‘A’ road from works left in place at the weekend but where no work is happening, and to remove temporary traffic lights as soon as the works are complete.</p><p> </p><p>We have asked Highways England to look closely at reducing the length of roadworks on the Strategic Road Network. This is being reflected in the next phase of smart motorway schemes, where Highways England are reducing both the length (distance) and duration (time they are in place) of roadworks.</p><p> </p><p>Highways England are also considering the use of higher speed limits through roadworks, where this can be done safely. 	answer	answer is ministerial correction date of answer 20/02/2017 answer text <p>The EU legislation <em>Regulation (EU) No 1007/2011 – on textile fibre names and related labelling and marking of the fibre composition of textile products</em>, ensures consumers are properly protected when purchasing textile products containing ‘non-textile parts of animal origin’, including fur.</p><p>This requires these products to have the phrase ‘contains non-textile parts of animal origin’ on the labelling or marking of the product. The regulation stipulates that the presence of non-textile parts of animal origin must be clearly labelled or marked in such a way that is not misleading and that the consumer can easily understand. This enables consumers to make an informed choice between textile products that contain non-textile parts of animal origin and those that don’t.</p><p>The Regulation does not require a detailed description of particular materials or parts, but businesses are free to disclose more details about the materials used (e.g. cowhide, lambskin etc.) as long as this information is not false and misleading and consumers can make enquiries with the retailer as to what the non-textile parts of animal origin are.</p><p>This year, the UK Government is undertaking a review of the Textile Products (Labelling and Fibre Composition) Regulation 2012/1102, which sets out the enforcement provisions that apply to Regulation 1007/2011. The UK is obliged to review the enforcement provisions by May 2017. A report will be laid before Parliament. In the meantime, we will continue close collaboration with local government in taking this work forward, including through the Business Rates Retention Steering Group, which is jointly chaired by the Local Government Association and the Department for Communities and Local Government.</p><p>The Steering Group was established to consider the mechanisms needed to set up and run the new business rates system, as well as the timetable and implementation of the reforms. In addition, Inspectors require a justification for the use of non-human primates, setting out what results they contribute to the project that no other animal could provide.</p><p>Applications which involve head and/or body restraint and/or fluid and/or food restriction also require particular explanation and justification as to why those techniques are needed and how they can be refined to reduce suffering. The Home Office regulator considers every application, including the associated severity assessment, for a project licence on a case by case basis.</p><p>Home Office Inspectors, all with veterinary or medical qualifications, conduct a harm-benefit analysis to ensure that any harm that may be caused to animals is justified by the potential benefits.
