star this property answer text <p>Our reforms create an expectation that schools will provide transparent information about what they are doing to support pupils with special educational needs and disabilities (SEND) and engage with parents to shape the support their child receives.</p><p> </p><p> </p><p> </p><p>All schools are required to publish an SEN Information Report. This should explain the implementation of their SEN policy. It should be easily accessible by young people and parents and should use clear, straightforward language. This information must be linked to the Local Offer published by local authorities.</p><p> </p><p> </p><p> </p><p>Schools must have regard to the SEND Code of Practice and must use their best endeavours to identify and address the needs of all pupils with SEND. Ofsted have a central role in holding schools to account for the support that is provided. The school inspection framework places an emphasis on how schools meet the needs of pupils with SEND, the quality of teaching and the progress made by those pupils.</p><p> </p><p> </p><p> </p><p>We are funding voluntary and community sector organisations to support schools to implement the Code of Practice. This includes the development of the SEND Gateway, a “one stop shop” for all schools to access high quality information, resources and training funded by Government and developed by voluntary and community organisations. This can be accessed online at: <a href="http://www.sendgateway.org.uk/" target="_blank">www.sendgateway.org.uk</a>. In addition, we are funding the Achievement for All programme to provide leadership support to schools to embed the reforms.</p><p> </p><p>Ensuring parents have information about the new system and access to advice and support is a priority for the Government. All local authorities, by law, must provide children and young people with SEN or disabilities, and their parents, with information and advice.</p><p> </p>

star this property answer text <p>In the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Green Paper, the department announced it would establish a single, national SEND and AP system. This will set clear standards for provision, processes and systems, clear roles and responsibilities, and set strengthened accountabilities at every level to drive up outcomes and improve consistency for children and young people with SEND.</p><p>The proposals aim to drive national consistency in how needs are assessed, identified, and met across education, health, and care through the introduction of national standards. These are intended to provide clarity and consistency in the types of support that should be available for children and young people with SEND or those who require AP, including access to specialist professionals.</p><p>The department knows the value that mainstream schools place on high-quality, accessible specialist advice. This includes advice from educational psychologists and qualified teachers of visually impaired children and young people. The SEND and AP Green Paper sets out the department’s vision for an inclusive education system to ensure that all children and young people, including those with sight loss, have timely access to specialist services and support.</p>

star this property answer text <p>The Department uses internationally comparable data from the Organisation for Economic Co-operation and Development (OECD) to assess how our funding compares internationally.</p><p> </p><p>This data shows that the UK is among the higher spenders on education at primary and secondary level. The UK government spends 3.8% of GDP on primary and secondary educational institutions, compared to an EU22 average of 3.0%. Within the EU, only Belgium (4.1%) and Finland (4.0%) spend a higher proportion of GDP on primary and secondary educational institutions than the UK. star this property answer text <p>The Department welcomes the National Literacy Trust’s research on reading in both print and digital forms.</p><p> </p><p>The Department encourages children to develop the habit of reading widely and often, for both pleasure and information, whatever the format. Research suggests that reading for pleasure is more important for children’s educational development than their parents’ level of education.</p><p> </p><p>There is sound evidence that systematic synthetic phonics is a highly effective method of teaching reading to children. Phonics performance is improving: in 2018, there were 163,000 more 6 year olds on track to become fluent readers compared to 2012. This represented 82% of pupils meeting the expected standard in the phonics screening check, compared to just 58% when the check was introduced in 2012.</p><p> </p><p>Building on the success of our phonics partnerships and phonics roadshows programmes, in 2018 we launched a £26.3 million English Hubs Programme. Hub schools are taking a leading role in improving the teaching of early reading through systematic synthetic phonics, early language development, and reading for pleasure. We have appointed 34 primary schools across England as English Hubs.</p>
