star this property answer text <p>The Kent &amp; Medway Resilience Forum (KMRF) is responsible for operational decision making on traffic management measures in response to disruption at Eurotunnel and/or the Port of Dover. The KMRF have well-practised tactical plans in place, including Operation Brock.</p><p> </p><p>The traffic management at Brenley Corner at the M2/A2 interchange is a key measure in order to help stop freight using undesignated routes to Dover when they should be using the M20 and into the M20 Brock contraflow. This has played a crucial role throughout this summer where we saw many HGV drivers trying to bypass the measures on the M20.</p><p> </p><p>While these measures help to mitigate against the worst of any disruption, the Department still recognises the impact disruption has on local residents, businesses, hauliers, and passengers. Therefore, the Department is working with the KMRF and other local stakeholders to continually improve how traffic management plans operate.</p><p> </p> more like this

star this property answer text <p>Rail infrastructure is managed by Network Rail (NR). The Department for Transport (DfT) provides grant funding to NR for operations, maintenance, and renewals via five-year regulated ‘Control Periods’. Funding for each Control Period is established through a statutory process of Periodic Reviews, the timelines for which have not aligned with Spending Review periods.</p><p> </p><p>At Spending Review 2021, DfT’s budgets were set for a period (2021/22-2024/25) which extended beyond the end of the previous Control Period (Control Period 6, 2019/20-2023/24). The periodic review to determine Control Period 7 (2024/25-2028/29) concluded in October 2023, confirming the funding requirements for 2024/25. Therefore, the assumption for maintenance costs in 2024/25 had to be revised following the periodic review in 2023 as these costs were higher than budgeted at SR21.</p><p> </p> more like this

CAZ have been implemented by local authorities where modelling has shown them to achieve NO2 compliance in the shortest possible time. star this property answer text <p>In the British Energy Security Strategy, the Secretary of State for Energy committed to consult on community benefit options for the network infrastructure we need to meet net zero targets. This will ensure that communities that host network infrastructure are recognised for their vital role in ensuring a cheaper, cleaner and self-sufficient energy supply in Britain. Any new community benefit options will not replace community engagement with developments through the existing planning and consultation processes. <br> <br> Local communities will continue to be able to have their say on Nationally Significant Infrastructure Projects (NSIPs) and the benefits they can deliver for their local area, including: environmental enhancements; job schemes; energy discounts; and investment in local infrastructure, such as faster broadband, electric vehicle charging points or energy efficiency measures. Applicants are required to set out in their Statement of Community Consultation how they propose to consult those living in the vicinity of the land. When deciding whether to accept an application for a Development Consent Order, the Planning Inspectorate (on behalf of the relevant Sectary of State) must have regard to this consultation report. Where applications are accepted for examination, members of local communities can also make written representations on the proposed infrastructure, often also providing oral evidence at hearings.</p>

star this property answer text <p>The provision of the right infrastructure at the right time is very important to new and existing communities, including those in rural locations. Where infrastructure is required as a result of new development, local planning authorities can require contributions from developers towards that infrastructure. Contributions can be sought through Section 106 agreements and the Community Infrastructure Levy.</p><p>To create a more efficient, effective and transparent system, the Levelling Up and Regeneration Bill proposes a new Infrastructure Levy. This will be a mandatory, non-negotiable charge, set and collected locally, to largely replace the complex and discretionary Section 106 regime and CIL charge.</p><p>The Bill will require local authorities to prepare infrastructure delivery strategies. These will set out a strategy for delivering local infrastructure through spending Levy proceeds. They will create a more transparent process for local people on how funds will be spent and what infrastructure will be delivered to support development. It will be for local councils to decide which infrastructure projects they spend the proceeds on.</p><p>The Levy will be brought forward through regulations that will set out the detail of how it will operate. We intend to consult on this detail, prior to any publication of regulations.</p>

star this property answer text <p>This Government strongly encourages the efficient and effective use of land. Our National Planning Policy Framework (NPPF) already sets out that planning policies and decisions should promote an effective use of land and make as much use as possible of previously-developed land in meeting the need for homes and other uses, while safeguarding and improving the environment, and ensuring safe and healthy living conditions.</p><p>The NPPF sets out that local plans should establish density standards for city and town centres which seek a significant uplift in density in those areas. Furthermore the NPPF is clear that where there is a shortage of land for meeting housing needs, it is especially important that planning policies and decisions avoid homes being built at low densities and that developments make optimal use of the potential of each site.</p><p>We have introduced a number of measures to support increased density including new permitted development rights to allow more buildings to be extended upwards to create new homes, and to make it easier for existing buildings to be converted to residential use. This will further support residential densification while avoiding the need to build on other types of land.</p><p>We are also bringing forward further reforms to support density through the Levelling Up and Regeneration Bill, including a duty for local authorities to produce design codes to help shape the design of their area, giving greater certainty to communities and developers. In addition ‘Street Votes’ will incentivise communities to consider the potential for development and support a gentle increase in densities through well-designed and locally supported proposals.</p>

star this property answer text <p>In 2019, a review of mandatory dental services in Kent identified Faversham as an area of significant need. Following this review, National Health Service dental contracts were agreed with five new dental practices with an overall increase of 19 whole-time equivalent dentists.</p><p>NHS England is currently preparing to procure further mandatory dental services in Kent, based on the current areas of greatest need. This will be aligned to the review being undertaken by NHS England and the South East Region Consultant in Dental Public Health.</p><p>Since July 2022, NHS England has asked practices to deliver 100% of contracted units of dental activity to safely improve access for patients, including in Faversham and Mid Kent.</p><p>The Department and NHS England have recently announced improvements to the NHS dental system to increase access, target patients with higher oral health needs and make NHS dentistry a more attractive place to work for dentists and their teams, including in Kent.</p>

star this property answer text <p>The Government is committed to improving the response to victims of domestic abuse through the provisions set out in our draft Domestic Abuse Bill and consultation response.</p><p>We are carefully considering the recommendations from the Joint Committee on the draft Domestic Abuse Bill about improving access to public services for victims of domestic abuse and their children and will be responding to the Committee’s report in due course.</p><p>We want to improve the provision of mental health services to ensure that they are available to anyone in need of such services, including domestic abuse victims. We have therefore committed to investing at least an additional £2.3bn per year in mental health services by 2023/24</p><p>On 17 June the Prime Minister announced a wide-ranging package of measures to strengthen the response to mental health, including training for all new teachers on how to spot the signs of mental health issues, additional funding to support local authorities to deliver local suicide prevention plans and updated professional standards for social workers across England to increase their knowledge and skills when helping those with mental health issues.</p>

star this property answer text <p>The security situation in Yemen is of great concern. Working with partners and agencies, we are monitoring developments and doing all we can to end the conflict. The UK has played a leading role in diplomatic efforts and will continue to do so. My Right Honourable Friend the Foreign Secretary visited Yemen in March. He also hosted a ministerial Quad meeting last month to discuss implementation of the Hodeidah agreement and next steps in the political process. I welcome reports over the weekend that the Houthis have begun their withdrawal from Hodeidah.I look forward to receiving independent verification from the UN and hearing the assessment of the UN Special Envoy during his briefing to the Security Council.</p><p> </p> more like this

Local authorities shall receive over £3.1 billion in 2019/20, ring-fenced exclusively for use on public health. As part of the Public Health Grant conditions, services must have due regard for the uptake, investment and improvement of their local services. star this property answer text <p>10.4 million workers have been automatically enrolled into workplace pension by more than 1.4 million employers. By 2019/20 an estimated extra £18.6 billion a year is estimated to go into workplace pensions as a result of Automatic Enrolment. Automatic Enrolment has reversed the decline in workplace pension saving.</p><p> </p><p>Automatic Enrolment was designed specifically to help groups who historically were poorly served or excluded from workplace pension saving, such as women and lower earners. It is equalising workplace pension participation among eligible men and women. In 2017, 81 per cent of eligible men and 80 per cent of eligible women in the private sector were saving into a workplace pension. The number of patients registered in each GP practice in England is published monthly in NHS Digital’s ‘Patients Registered at a GP Practice’ publication. Practices are grouped according to their clinical commissioning group not parliamentary constituency.</p><p> </p><p>Each general practice is required to provide services to meet the reasonable needs of their registered population. There is no recommendation for how many patients a GP should have, as the demand each patient places on their GP is different and can be affected by various factors, including rurality and patient demographics. The workforce required for each practice to meet patient needs also includes a range of health professionals in addition to GPs themselves, and the best skill mix is for practices to determine.</p><p> </p><p>The average number of patients seen at each GP practice in the Faversham and Mid Kent constituency per day is not held centrally. The average number of appointments per day is only available nationally or for individual clinical commissioning groups.</p><p> </p><p>General practices are independent contractors to the National Health Service and their contracts require them to provide essential and additional services at such times within core hours, as are appropriate to meet the reasonable needs of patients. Core hours for GP practices contracted under General Medical Services (GMS) contracts are defined as 8:00 – 18:30, Monday – Friday, excluding weekends and bank holidays. Core hours for locally negotiated Personal Medical Services and Alternative Provider Medical Services are set out in their contract but largely mirror GMS opening hours or longer.</p><p> </p><p>It is for each practice to determine any appointments system which they feel best meets the needs of their patients. Also, it is for GP practices to organise the delivery of their services to meet the terms of their contracts and to meet quality and safety standards set by the Care Quality Commission. Contractually, GP practices should report any disruption in the delivery of their services which could compromise their ability to meet the needs of their patients. GP practices may seek support from their local commissioner, including agreement to close the practice list to new patients or temporary suspension of patient registrations.</p>

star this property answer text <p>The noise levels on this section of the M20 have been assessed as part of DEFRA’s Noise Action Plan. This identified 10 areas between M20 Junction 8-9 which required investigation because of the level of noise.</p><p>Action has been taken to mitigate noise at five out of the 10 areas with the installation of noise insulation. Highways England are working to address the remaining five areas, including trials to test options to reduce the noise generated by concrete road surfaces.</p><p><strong> </strong></p> more like this

star this property answer text <p>Health Education England (HEE) published the suicide and self-harm prevention competency frameworks for children and young people, adults, and public health in October 2018. HEE is reviewing existing suicide training provision in relation to the competency frameworks, to inform the development of a compendium of training resource for the workforce and potential commissioning of future training.</p><p> </p><p>HEE is hosting a roundtable event in 2019, which I will be attending, with a wide range of services including health, public health and other emergency services to map out their training needs in relation to the competency frameworks, and is working with MindEd to produce a children and young persons’ module that will build on and reference the competency framework in relation to suicide prevention.</p><p> </p><p>HEE has also worked with the National Suicide Prevention Alliance to ensure that the competency framework is referenced on their website.</p><p> </p><p>In addition, throughout 2019, members of the National Suicide Prevention Strategy Delivery Group will explore how the Competency Frameworks can be used and promoted within their networks.</p>

star this property answer text <p>In March 2017, the National Quality Board published ‘National Guidance on Learning from Deaths’. The guidance sets out how National Health Service acute, mental health and community trusts should review, investigate and learn from the deaths of patients in their care, and gives particular emphasis to the deaths of individuals who had a learning disability or mental illness.</p><p> </p><p>To supplement the national guidance, on 22 November 2018 the Royal College of Psychiatrists published guidance specifically for mental health trusts to ensure that opportunities are not missed when reviewing the deaths of patients who had a severe mental illness. The guidance, including a mortality review tool, was commissioned by NHS England and is a key output of the Government’s national Learning from Deaths programme. The 5 A Day message is embedded in the Eatwell Guide and communicated alongside other healthy eating advice including the Start4Life, Change4Life and One You campaigns, the NHS Choices website as well as Public Health England’s catering guidance.</p><p> </p><p>The School Fruit and Vegetables Scheme provides 2.3 million children in Key Stage 1 with a portion of fresh fruit or vegetables each day at school; over 16,000 institutions are signed up to this scheme. Approximately 445 million pieces of fruit and vegetables are distributed to children annually. Schools are encouraged to use it as an opportunity to educate children about fruit and vegetables and to assist a healthy, balanced diet.</p>

star this property answer text <p>The Adult Psychiatric Morbidity Survey (APMS) 2007 dataset is available for secondary research under End User Licence (EUL) in the UK Data Service (UKDS) archive.</p><p> </p><p>The UKDS EUL terms and conditions require that:</p><p>- Data can be downloaded from the UK Data Service into the researcher’s local environment;</p><p>- Researchers can only use data for statistical research under a set of conditions that limit and control purpose and behaviour. Conditions of use are set out within the current End User and Special User Licences; and</p><p>- Disclosure risk is managed by both the licence agreement with the researcher and the disclosure control applied within the design of the dataset.</p><p> </p><p>To further protect respondent confidentiality in line with current NHS Digital policy, the APMS 2014 is available for secondary research applications through the UKDS portal via the NHS Digital Data Access Request Service (DARS) and is subject to further assessment criteria:</p><p>- The legal basis must be correct and appropriate; evidence of legal basis must cover all intended data flows and processing;</p><p>- The Common Law Duty of Confidentiality must be met;</p><p>- Adequate security controls must be in place for each controller(s) and processor(s), covering all processing and storage locations;</p><p>- The application must provide a clear explanation of all intended purposes, and all processing activities;</p><p>- The data requested must be justified by the purpose, and align with the application;</p><p>- The application must evidence in plain English, the benefit to the health and social care system;</p><p>- Information Commissioner's Office registration for all controller(s)/processor(s) must cover the proposed data processing;</p><p>- The territory of use must be stated;</p><p>- Onward sharing of data must be limited to anonymous data, or sub-licenced to allow this;</p><p>- Data controller(s) must have an active data sharing framework contract in place;</p><p>- European Union or commercially funded applications must ensure adequate controls are in place; and</p><p>- Applications must demonstrate compliance with the Data Protection Act, Health and Social Care Act, Care Act, and the European Union General Data Protection Regulations.</p><p> </p><p>NHS Digital is currently looking at technical and governance options for creating a completely anonymised APMS 2014 dataset by the end of the year, which would be subject to the UKDS EUL terms and conditions only.</p><p> </p><p>Other survey datasets uploaded since November 2017 are available in two versions. The standard version can be accessed via the UKDS EUL terms and conditions, in the same way as APMS 2007.</p><p> </p><p>There is also an enhanced version subject to the same process and terms and therefore criteria as the APMS 2014.</p><p> </p><p>Applications for survey datasets uploaded before November 2017 are subject to the UKDS EUL terms and conditions only.</p><p> </p><p>Eleven applications to use the APMS 2014 dataset have been made but one was subsequently withdrawn by the applicant. Four have been granted access. The remaining six are currently being processed within standard Service Level timescales. Applications to previous datasets were made direct to the UKDS archive.</p>
