The KMRF have well-practised tactical plans in place, including Operation Brock.</p><p> </p><p>The traffic management at Brenley Corner at the M2/A2 interchange is a key measure in order to help stop freight using undesignated routes to Dover when they should be using the M20 and into the M20 Brock contraflow. This has played a crucial role throughout this summer where we saw many HGV drivers trying to bypass the measures on the M20.</p><p> </p><p>While these measures help to mitigate against the worst of any disruption, the Department still recognises the impact disruption has on local residents, businesses, hauliers, and passengers. The Department for Transport (DfT) provides grant funding to NR for operations, maintenance, and renewals via five-year regulated ‘Control Periods’. Funding for each Control Period is established through a statutory process of Periodic Reviews, the timelines for which have not aligned with Spending Review periods.</p><p> </p><p>At Spending Review 2021, DfT’s budgets were set for a period (2021/22-2024/25) which extended beyond the end of the previous Control Period (Control Period 6, 2019/20-2023/24). The periodic review to determine Control Period 7 (2024/25-2028/29) concluded in October 2023, confirming the funding requirements for 2024/25. Where infrastructure is required as a result of new development, local planning authorities can require contributions from developers towards that infrastructure. Contributions can be sought through Section 106 agreements and the Community Infrastructure Levy.</p><p>To create a more efficient, effective and transparent system, the Levelling Up and Regeneration Bill proposes a new Infrastructure Levy. This will be a mandatory, non-negotiable charge, set and collected locally, to largely replace the complex and discretionary Section 106 regime and CIL charge.</p><p>The Bill will require local authorities to prepare infrastructure delivery strategies. These will set out a strategy for delivering local infrastructure through spending Levy proceeds. They will create a more transparent process for local people on how funds will be spent and what infrastructure will be delivered to support development. It will be for local councils to decide which infrastructure projects they spend the proceeds on.</p><p>The Levy will be brought forward through regulations that will set out the detail of how it will operate. Our National Planning Policy Framework (NPPF) already sets out that planning policies and decisions should promote an effective use of land and make as much use as possible of previously-developed land in meeting the need for homes and other uses, while safeguarding and improving the environment, and ensuring safe and healthy living conditions.</p><p>The NPPF sets out that local plans should establish density standards for city and town centres which seek a significant uplift in density in those areas. Furthermore the NPPF is clear that where there is a shortage of land for meeting housing needs, it is especially important that planning policies and decisions avoid homes being built at low densities and that developments make optimal use of the potential of each site.</p><p>We have introduced a number of measures to support increased density including new permitted development rights to allow more buildings to be extended upwards to create new homes, and to make it easier for existing buildings to be converted to residential use. This will further support residential densification while avoiding the need to build on other types of land.</p><p>We are also bringing forward further reforms to support density through the Levelling Up and Regeneration Bill, including a duty for local authorities to produce design codes to help shape the design of their area, giving greater certainty to communities and developers. Following this review, National Health Service dental contracts were agreed with five new dental practices with an overall increase of 19 whole-time equivalent dentists.</p><p>NHS England is currently preparing to procure further mandatory dental services in Kent, based on the current areas of greatest need. By 2019/20 an estimated extra £18.6 billion a year is estimated to go into workplace pensions as a result of Automatic Enrolment. Automatic Enrolment has reversed the decline in workplace pension saving.</p><p> </p><p>Automatic Enrolment was designed specifically to help groups who historically were poorly served or excluded from workplace pension saving, such as women and lower earners. It is equalising workplace pension participation among eligible men and women. In 2017, 81 per cent of eligible men and 80 per cent of eligible women in the private sector were saving into a workplace pension. The number of patients registered in each GP practice in England is published monthly in NHS Digital’s ‘Patients Registered at a GP Practice’ publication. Practices are grouped according to their clinical commissioning group not parliamentary constituency.</p><p> </p><p>Each general practice is required to provide services to meet the reasonable needs of their registered population. There is no recommendation for how many patients a GP should have, as the demand each patient places on their GP is different and can be affected by various factors, including rurality and patient demographics. The workforce required for each practice to meet patient needs also includes a range of health professionals in addition to GPs themselves, and the best skill mix is for practices to determine.</p><p> </p><p>The average number of patients seen at each GP practice in the Faversham and Mid Kent constituency per day is not held centrally. The average number of appointments per day is only available nationally or for individual clinical commissioning groups.</p><p> </p><p>General practices are independent contractors to the National Health Service and their contracts require them to provide essential and additional services at such times within core hours, as are appropriate to meet the reasonable needs of patients. Core hours for GP practices contracted under General Medical Services (GMS) contracts are defined as 8:00 – 18:30, Monday – Friday, excluding weekends and bank holidays. The guidance sets out how National Health Service acute, mental health and community trusts should review, investigate and learn from the deaths of patients in their care, and gives particular emphasis to the deaths of individuals who had a learning disability or mental illness.</p><p> </p><p>To supplement the national guidance, on 22 November 2018 the Royal College of Psychiatrists published guidance specifically for mental health trusts to ensure that opportunities are not missed when reviewing the deaths of patients who had a severe mental illness. The guidance, including a mortality review tool, was commissioned by NHS England and is a key output of the Government’s national Learning from Deaths programme. Approximately 445 million pieces of fruit and vegetables are distributed to children annually. 	answer	answer is ministerial correction date of answer 24/04/2018 answer text <p>The Adult Psychiatric Morbidity Survey (APMS) 2007 dataset is available for secondary research under End User Licence (EUL) in the UK Data Service (UKDS) archive.</p><p> </p><p>The UKDS EUL terms and conditions require that:</p><p>- Data can be downloaded from the UK Data Service into the researcher’s local environment;</p><p>- Researchers can only use data for statistical research under a set of conditions that limit and control purpose and behaviour. Conditions of use are set out within the current End User and Special User Licences; and</p><p>- Disclosure risk is managed by both the licence agreement with the researcher and the disclosure control applied within the design of the dataset.</p><p> </p><p>To further protect respondent confidentiality in line with current NHS Digital policy, the APMS 2014 is available for secondary research applications through the UKDS portal via the NHS Digital Data Access Request Service (DARS) and is subject to further assessment criteria:</p><p>- The legal basis must be correct and appropriate; evidence of legal basis must cover all intended data flows and processing;</p><p>- The Common Law Duty of Confidentiality must be met;</p><p>- Adequate security controls must be in place for each controller(s) and processor(s), covering all processing and storage locations;</p><p>- The application must provide a clear explanation of all intended purposes, and all processing activities;</p><p>- The data requested must be justified by the purpose, and align with the application;</p><p>- The application must evidence in plain English, the benefit to the health and social care system;</p><p>- Information Commissioner's Office registration for all controller(s)/processor(s) must cover the proposed data processing;</p><p>- The territory of use must be stated;</p><p>- Onward sharing of data must be limited to anonymous data, or sub-licenced to allow this;</p><p>- Data controller(s) must have an active data sharing framework contract in place;</p><p>- European Union or commercially funded applications must ensure adequate controls are in place; and</p><p>- Applications must demonstrate compliance with the Data Protection Act, Health and Social Care Act, Care Act, and the European Union General Data Protection Regulations.</p><p> </p><p>NHS Digital is currently looking at technical and governance options for creating a completely anonymised APMS 2014 dataset by the end of the year, which would be subject to the UKDS EUL terms and conditions only.</p><p> </p><p>Other survey datasets uploaded since November 2017 are available in two versions. The standard version can be accessed via the UKDS EUL terms and conditions, in the same way as APMS 2007.</p><p> </p><p>There is also an enhanced version subject to the same process and terms and therefore criteria as the APMS 2014.</p><p> </p><p>Applications for survey datasets uploaded before November 2017 are subject to the UKDS EUL terms and conditions only.</p><p> </p><p>Eleven applications to use the APMS 2014 dataset have been made but one was subsequently withdrawn by the applicant. Four have been granted access. The remaining six are currently being processed within standard Service Level timescales.
