This makes it clear that T levels will be offered at Level 3, will have the prestige of A levels and will form part of a clear and high quality technical option which supports progression to employment and higher levels of study. In line with Lord Sainsbury’s recommendations, T levels and apprenticeships will together form this new technical education offer, and will act as two different routes to skilled employment.</p><p> </p><p>We have been speaking to all types of providers on the implementation of T levels, including the impact on level 2 provision – to gain their views on how we can best support them to successfully deliver the reforms. From April next year, £74million in additional funding will be available to help providers to start building effective relationships with employers to deliver placements from September 2018. We will also be asking employers what additional support they will need to deliver work placements through the public consultation on T levels being launched later this year. Earlier this month we launched a work placement pilot scheme to test different models and approaches to delivering T level placements. We expect that its responsibility for T level implementation under the Technical &amp; Further Education Act will be commenced in a phased approach. In particular, 83% of providers either reported an increase in the numbers of disadvantaged learners, or had not noticed any fall in the numbers, as a consequence of those reforms to Further Education.</p><p> </p><p>The department will continue to ensure that there are clear communications about the benefits of study supported by Advanced Learner Loans, so that those from all backgrounds can access such loans to enhance their career prospects.</p><p> </p><p>The Advanced Learner Loans Bursary Fund provides additional support to loan-funded learners that require assistance in meeting costs associated with their study, such as childcare, travel, books and equipment, plus any learning support needs.</p><p> </p><p>The latest evaluation of Advanced Learner Loans, commencing in November, will look at the impact of the extension to those aged 19-23 and to Level 5 and Level 6. This engagement helped to shape the funding policy proposals for England from May 2017, published on 12 August.</p><p> </p><p>A survey seeking detailed views from employers and providers closed on 5 September, and the feedback will inform the final policy, which we aim to publish in October.</p><p> </p><p>We expect that the introduction of the levy will mean that many more employers will offer many more apprenticeships opportunities to people of all ages and backgrounds than they would have otherwise done. Employers will have an incentive to employ apprentices to maximise the use of their levy funds and they will have control over funding for apprenticeships training.
