The DVLA also engaged with trade organisations, vehicle hire companies and wrote directly to 640,000 professional bus and lorry drivers. Information has been sent to around a million drivers each month since February with driving licence renewal reminders. Awareness of the change amongst the public is now over 84%.</p><p> </p><p> </p><p> </p><p>The DVLA has a dedicated local rate telephone service in place for drivers who do not have access to the online service. This service is available Monday to Friday from 8am to 7pm and Saturday from 8am to 2pm. Since the paper counterpart was abolished in June 2015, more than 154,000 drivers have used the telephone service. The scheme already permits badges to be issued on a case by case basis to people with <em>any permanent disability</em> that affects their walking to the necessary degree. 	answer	answer is ministerial correction date of answer 23/11/2015 answer text <p>Along with Gatwick and Stansted, the Government sets night flight restrictions at Heathrow, using its powers under s.78 of the Civil Aviation Act 1982.</p><br /><p>These restrictions limit the number of flights between the hours of 23.30 and 06.00 that can take place during a particular season - there are two seasons per annum, winter and summer, which coincide with the use of Greenwich Mean Time and British Summer Time. Heathrow is limited to 5,800 flights a year during these hours, which translates in to an average of 16 flights per night. Due to a voluntary agreement which prevents scheduled movements before 04.30, most of these flights are from aircraft arriving between the hours of 04.30 and 06.00. It should be noted that these restrictions do not preclude additional aircraft from operating at Heathrow during the night period in the case of emergencies or severe disruption.</p><br /><p>As well as limiting the number of movements allowed within an airline season, these restrictions place requirements on the aircraft that can operate during the night period, and place seasonal limits on the amount of noise energy that can be emitted at Heathrow. Aircraft are certified by the International Civil Aviation Organisation (ICAO) according to the noise they produce and the higher the band an aircraft is certified as the higher quota amount it uses with each movement. The Government has also prohibited the noisiest types of aircraft from using the airport during the night. This includes delivering the £114m Cycle City Ambition programme in full, which includes improved cycling infrastructure on roads, and a new ‘Access’ fund for sustainable travel building on the legacy of the Local Sustainable Transport Fund. In addition, the Road Investment Strategy for 2015-20 includes plans to improve 200 sections of the roads network for cyclists. All other funding streams will be considered as part of the process for developing the Cycling and Walking Investment Strategy.</p><br /><p>It is also worth noting that from within the record £6 billion to be allocated to local highways authorities between 2015 and 2021 for road maintenance, from 2018/19 the plan is to change the formula used to allocate local highways maintenance capital funding so that it also takes into account footways and cycleways as well as the roads, bridges and street lighting, which it is currently based on. 	answer	answer is ministerial correction date of answer 02/02/2016 answer text <p>This Government has taken a number of steps to bolster the security of the border across different modes of transport, including ferry travel.</p><p>Border Force carries out 100 percent checks of all passengers and drivers arriving at all ferry ports against police, security and immigration watchlists. It works closely with the police and other law enforcement organisations to deliver effective and intelligence-led responses to a range of security threats. Officers use hi-tech equipment and an array of search techniques to combat immigration crime and detect banned and restricted goods - including drugs, firearms and tobacco – that smugglers attempt to bring into the country. Border Force has started to roll out its Advanced Freight Targeting Capability to ferry traffic. This will equip Border Force’s intelligence to target suspicious freight consignments arriving into the UK via ferries in a more effective and efficient fashion.</p><p>In 2015, Border Force connected to the European watch list system, SIS II. 	answer	answer is ministerial correction date of answer 10/02/2016 answer text <p>The reporting, analysis and follow-up of occurrences in civil aviation is governed by Regulation (EU) No 376/2014 which was adopted on 3 April 2014 and became applicable on 15 November 2015.</p><p> </p><p>The open reporting of safety occurrences is vital to help ensure that significant issues can be identified and addressed before they lead to an accident. To foster open reporting the Regulation aims to create a just culture in which occurrences can be reported without fear of any detriment. To support the just culture the Regulation requires that reports be given an appropriate level of confidentiality and that information derived from occurrence reports shall be used only for safety related purposes. However, the Regulation does permit information to be released on request to interested parties that have a genuine safety related need for the information.</p><p> </p><p>The Regulation also recognises the need to keep the public informed on aviation safety matters. It requires Member States to publish, at least annually, a safety review setting out the type of occurrences and safety-related information that has been reported, any trends that have been identified and any corrective action taken. These are set out in Noise Abatement Requirements Notice(s) made under section 78 of the Civil Aviation Act 1982.</p><p> </p><p>At other airports these are agreed locally often through local planning agreements. Where the Government sets the procedures these are monitored by the airports’ noise and track keeping systems which receives data from National Air Traffic Services (NATS) radars and permanent noise monitors located around the airport.</p><p> </p><p>Adherence to the noise abatement procedures are reported via the airports flight performance report which will be available on the airports website.
