	answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>I have asked IPSA to reply.</p><p>The original April 2016 business case for IPSA’s new IT system, IPSA Online, estimated a cost of £4.641 million. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>We are committed to increasing the supply of social housing and have invested over £9 billion into our Affordable Homes Programme to deliver 250,000 affordable homes by 2022, including at least 12,500 for social rent. In September we announced an additional £2 billion of long-term funding certainty for housing associations. This extra funding will deliver more affordable homes and stimulate the sector’s wider building ambitions, through strategic partnerships. £1 billion of this funding is open for bidding with existing Homes England Strategic Partnerships.</p><p>We have increased the size of the Affordable Homes Programme, re-introduced social rent, removed the Housing Revenue Account borrowing cap for local authorities, and have set out a long-term rent deal for councils and housing associations in England from 2020. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Government’s aim is to increase local government’s retention of business rates from 50 per cent to 75 per cent. To ensure the increase in business rates retention is fiscally neutral, some existing grants (including the Rural Services Delivery Grant) will be devolved to local authorities so that these responsibilities are funded through retained business rates. We recognise that some redistribution of business rates between authorities will continue to be necessary to ensure that no council loses out if it is unable to collect enough business rates locally to meet its needs. We are therefore undertaking a review of local authorities’ relative needs and resources to determine the basis on which redistribution will take place in the new system.</p><p>The review of relative needs and resources will set fresh baseline funding levels for councils in England, and we are working closely with local government representatives and others to examine all of the available evidence for the costs faced by authorities, including how geographical features such as rurality and density affect the cost of delivering services across the country, and how to account for these in a robust manner. In December 2018 we published a consultation paper that set out a proposed ‘Area Cost Adjustment’ methodology to account for these factors. This included consideration of how levels of 'accessibility' and 'remoteness' - the impact of journey times on labour and procurement costs - might account for the additional costs associated with sparsity, isolation or market size. For example, local authorities with longer journey times from service points to households may have to pay their staff (e.g. on domiciliary care visits) for more hours in order to deliver an equivalent level of service.</p><p>In developing this innovative new approach, we have worked closely with both local government and other government departments, including the Department for Transport and DEFRA as champions for rural proofing.
