star this property answer text <p>The Small Charities Challenge Fund was launched in 2017 to make DFID funding more accessible to small charities. We are constantly monitoring the effectiveness of the fund’s eligibility criteria and are pleased with progress to date. In the most recent round 88% of shortlisted applicants had not previously received DFID funding.</p><p> </p><p>DFID’s 2017 Supplier Review also introduced measures to make it easier for small businesses to secure funding from the department and we are continuously reviewing these to ensure they are advantageous for organisations bidding for contracts.</p> more like this

star this property answer text <p>The UK has a multi-year commitment to support the United Nations Relief and Works Agency (UNRWA) and we plan to continue to fund the Agency in line with that agreement. This will provide basic services such as health and education to Palestinian refugees in Gaza, the West Bank and the region. Both the UK and UNRWA recognise the need for UNRWA to reform to ensure its sustainability, and UNRWA has undertaken significant cost-cutting measures to respond to budget cuts and growing need. We welcome UNRWA’s efforts to broaden its donor base and are encouraging partners to step up with more funding and more predictable disbursements. A long term solution requires a just, fair, agreed and realistic settlement for Palestinian refugees. Until that happens the UK remains firmly committed to supporting UNRWA and Palestinian refugees.</p> more like this

However, the Assad regime is besieging the area, preventing the delivery of new supplies. This is leading to a deterioration in already dire humanitarian conditions, with reports of growing food shortages and cases of acute malnutrition. We are using our position on the UN Security Council, and in the International Syria Support Group, to press the regime and its backers to allow unfettered access so that aid can reach those in desperate need.</p> more like this

star this property answer text <p>The UK is working with the UN and other donors to translate the Grand Bargain commitments made at the World Humanitarian Summit into action, including through its response to the Syria crisis.</p><p> </p><p>The UK plays a leading role in providing education in crises. We helped launch UNICEF’s No Lost Generation Initiative, which provides education, protection, and mental health support for children affected by the Syria crisis. In 2016/2017 alone, DFID helped provide over 350,000 children in Syria with access to formal primary education and over 80,000 with access to non-formal education.</p> more like this

However, for the majority of internally displaced people in Syria to return home safely there must be an end to the conflict and a credible political settlement. We are leading the way by placing its key principles – such as greater transparency and more effective prioritisation of aid – at the heart of our own response, and encouraging others to do the same. At the 2016 London Syria conference, we pushed for a shift to more multi-year financing to enable better long-term planning, and helped secure pledges of $6.1 billion. At this year’s Brussels Syria conference, we joined our co-chairs and other participants in committing to further action to include Grand Bargain commitments in the Syria response to ensure that it is effective and efficient.</p> more like this

star this property answer text <p>The UK continuously appraises the effectiveness of its programmes via a number of mechanisms. This includes Annual Reviews which contain analysis of value for money and to what extent programmes’ anticipated results are being achieved. Annual Reviews of the Global Partnership for Education (GPE) are publically available on the Dev Tracker website. In addition the UK has been pushing a reform agenda of GPE’s operational processes, which has seen the Partnership make significant progress in areas such as results reporting and risk management. Alice Albright, CEO of GPE, acknowledged DFID’s pivotal role in improving GPE’s operations in evidence to the <a href="https://publications.parliament.uk/pa/cm201719/cmselect/cmintdev/367/36710.htm" target="_blank">IDC</a>.</p><p> </p><p>The UK is strongly committed to girls education, as one of our four pillars in the Strategic Vision for Women and Girls. We support gender equitable education through our bilateral and central education programmes; our education research; and our international relationships with partners such as UNICEF and UNGEI. For example, the Girls Education Challenge programme is supporting up to one million marginalised girls benefit from a quality education.</p>

star this property answer text <p>Under the current Organisation for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC) rules the three hurricane affected Overseas Territories, Anguilla, the Turks and Caicos Islands and the British Virgin Islands, are not eligible to receive Official Development Assistance (ODA) due to their Gross National Income (GNI) per capita being above the ODA eligibility cut off point. The United Kingdom (UK) Government has committed £142 million of non-ODA funding to the hurricane relief effort in the Overseas Territories. In addition up to £300 million of loan guarantees will be available to help the affected Overseas Territories access the funds needed to Build Back Better. ODA rules have not and will not stop Britain dedicating the money needed for the hurricane recovery and reconstruction the Overseas Territories.</p> more like this

star this property answer text <p>The UN’s September Integrated Food Security Phase Classification (IPC) report shows that South Sudanese people are experiencing food insecurity at unprecedented levels. A massive aid effort, which included £100 million provided by the Department for International Development, alleviated the famine declared in February this year. However, 6 million people, or 56% of the population, are now estimated to be severely food insecure, and 1.2 million are on the brink of famine.</p><p>The UK is at the forefront of the international response to the crisis. Through the Humanitarian and Resilience Building in South Sudan programme, the Department for International Development will provide £443 million in humanitarian aid between 2015 and 2020 to support the provision of food, emergency shelter, and nutrition and health services, including our response to famine and severe food insecurity.</p> more like this
