unstar this property answer text <p><strong></strong>As my Rt. hon. Friend the Secretary of State for Health said in a Written Ministerial Statement on 12 October 2017, <em>Official Report</em>, column 28WS, the Department is planning, subject to examination of relevant issues, the development of a state-backed indemnity scheme for general practice in England.​</p><p> </p><p>Any new scheme should meet the needs of current and future general practitioners (GPs), be in the interest of patients, and represent value for money for taxpayers. Transfer of historic liabilities from Medical Defence Organisations (MDOs) to a new scheme would be dependent on satisfactory negotiation with the MDOs.</p><p> </p><p>The Department will set up a stakeholder group and arrange a first roundtable next month with the Royal College of General Practitioners, the British Medical Association and other GP representatives to gather views from general practice and agree how best to engage with the sector going forward.</p> more like this

unstar this property answer text <p>Decisions on the introduction of vaccinations into the United Kingdom immunisation programme are based on the advice of the Joint Committee on Vaccination and Immunisation (JCVI), an expert panel that advises the Government on all immunisation matters.</p><p> </p><p>Meningitis can be caused by a range of viruses and bacteria, and can be prevented by a number of vaccinations that are part of the UK programme, including three meningococcal vaccination programmes:</p><p> </p><p>- meningococcal group B offered to babies;</p><p>- meningococcal group C offered to babies as part of a combination vaccination that also protects against Haemophilus influenza type b (Hib); and</p><p>- meningococcal groups A, C, W and Y offered to adolescents in school and some school leavers/university entrants.</p><p> </p><p>Other vaccination programmes that have reduced common causes of meningitis include those using:</p><p> </p><p>- the measles, mumps and rubella vaccine;</p><p>- the Hib vaccine; and</p><p>- the pneumococcal conjugate vaccine.</p><p> </p><p>The JCVI keeps all vaccination programmes under review and considers new evidence when it becomes available.</p>

unstar this property answer text <p>Health Education England (HEE) has implemented a range of improvements to increase the number of general practitioner (GP) training places to 3,250 each year. In 2017 3,157 new starters were recruited to training posts – this is the highest number of GP trainees ever.</p><p>NHS England, HEE, the British Medical Association and the Royal College of General Practitioners have been working together to increase the number of medical students choosing to enter specialty GP training.</p><p>NHS England is funding a £20,000 salary supplement (Targeted Enhanced Recruitment Scheme) to attract GP trainees to work in areas of the country where GP training places have been unfilled for a number of years. In 2018 up to 200 places will be offered.</p><p>The scheme is open to GP trainees committed to working for three years in areas identified by the GP National Recruitment Office as having the hardest to recruit to training places in England. GP training directors identified those areas which had the lowest fill rates consistently over the last four years.</p><p><strong> </strong></p>

unstar this property answer text <p>Health visitors and school nurses lead and co-ordinate delivery of the Healthy Child Programme (0-19). Health visitors and school nurses or Specialist Community Public Health Nurses are qualified nurses or midwives with an additional specialist graduate level education in community health and health needs. Local authorities (LAs) took over responsibility for commissioning public health services for children aged zero to five from NHS England from 1 October 2015. LAs are mandated to provide or secure the five universal health visitor reviews.</p><p> </p><p>The responsibility for standards for health visitors rests with the Nursing and Midwifery Council (NMC), through their code of practice and entry to part 3 of NMC register. The responsibility for service standards for health visiting services rests with the LA as the commissioner and Care Quality Commission as the regulator.</p><p> </p><p>The Department and Public Health England (PHE) have produced guidance to support both commissioners and local providers including Guidance to support the commissioning of the Healthy Child Programme 0-19: Health Visiting and School Nursing services, available to view here:</p><p><a href="https://www.gov.uk/government/publications/healthy-child-programme-0-to-19-health-visitor-and-school-nurse-commissioning" target="_blank">https://www.gov.uk/government/publications/healthy-child-programme-0-to-19-health-visitor-and-school-nurse-commissioning</a></p><p>PHE and the Department continue to work with the Local Government Association, professional bodies, and locally through PHE Centres to share evidence and guidance that allows LAs to make the best decisions to meet local needs.</p>

Any decision about use of the private sector is for local commissioners. We are clear that patients should be able to access the best possible treatments based on quality of care rather than the type of provider.</p> more like this

unstar this property answer text <p>Investment in mental health is increasing, and being spent and this Government has prioritised mental health for children and young people. We are making an additional £1.4 billion available over 2015/16 – 2019/20 which is being used to expand and improve mental health services for children and young people.</p><p> </p><p>The recently published Transforming Children and Young People’s Mental Health Provision: a Green Paper on 4 December 2017 contains proposals to further increase early intervention and support for children and young people experiencing or at risk of mental health problems. The proposals as set out in the Green Paper on children and young people’s mental health would cost £215 million over the next three years towards the creation of Mental Health Support Teams, piloting a four week waiting time standard and rolling out mental health first aid training to primary schools.</p><p> </p><p>We will make funding available to fund the full cost of the final proposals. We will also provide up to £15-20 million each year from 2019 to cover costs of training Designated Senior Leads in schools and colleges, until all schools and colleges have had the chance to train a lead (we expect total funding to be up to £95 million).</p>
