In any event, the decision as to whether to use portable traffic signals or some other form of traffic management at a particular street or road works site should be determined by reference to the guidance in our statutory code of practice <em>Safety at Street Works and Road Works</em> and a site-specific risk assessment. It would not be appropriate to charge operators for using portable traffic signals if they considered them to be necessary for safety.</p><p> </p><p>To comply with the statutory code of practice <em>Safety at Street Works and Road Works</em>, operators that propose using portable traffic signals also have to obtain permission from the relevant highway authority before they are installed. The highway authority can reject such proposals if they do not consider them to be appropriate. We are engaging with the Sovereign Council and newly appointed Prime Minister to support reform and change in Sudan. On 11 September, our Ambassador in Khartoum met with Prime Minister Hamdok to discuss how the UK can provide practical support to the Prime Minister's priorities of establishing peace across Sudan and reforming the economy. We look forward to working with the Cabinet, including the new Foreign Minister Asma Mohamed Abdalla. Our Ambassador in Khartoum has also met with a number of civilian members of Sudan's Sovereign Council, including Mohamed Hasan al Ta'yushi on 2 September and Aisha Musa on 22 September, to discuss a range of issues such as the importance of civilian roles in democracy. As part of the agreed process of transition to civilian rule set out in the Constitutional Declaration the Sovereign Council acts in lieu of a head of state during the 39 month transition period. One was two thirds snake length and related to the minimum length of the enclosure in order to comply with the 2018 Regulations; and the other was 1x snake length which was the minimum length needed to attain the optional higher welfare standard.</p><p> </p><p>During consultation on the draft guidance a group of specialist exotic animal veterinary and keeping professionals advised that there was no welfare basis for the higher welfare standard. We therefore withdrew the higher minimum welfare standard for snake accommodation sizes from the final published guidance. However, the minimum welfare size needed to comply with the 2018 Regulations remains at two thirds snake length.
