	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>We have not made an assessment of this nature, we do not hold the data requested for council tax arrears and any change in rent arrears is not solely attributed to Universal Credit.</p><p>The initial analytical work we have carried out with a single housing provider suggests that many tenants are arriving on Universal Credit with pre-existing rent arrears, supporting research carried out by the National Federation of ALMOs which shows over three quarters of their tenants come onto Universal Credit with pre-existing rent arrears. It also shows that arrears tend to increase prior to making a claim for Universal Credit, and that Universal Credit actually appears to be helping to clear arrears over time. We are currently extending this analysis to include a number of housing providers. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The Secretary of State for Work and Pensions has regular contact with a range of partner organisations concerning Universal Credit including representatives from local government.</p><p>The reforms to the Social Fund in 2013 allowed local authorities in England and the devolved administrations in Scotland and Wales to deliver their own local provision for people who are in need of urgent help. Local authorities are best placed to decide how to target flexible help to support local welfare needs.</p><p>We passed funding over to local authorities and devolved administrations from April 2013. This gave them maximum flexibility to deliver services as they see fit according to local needs.</p><p>New Burdens funding has been provided to councils to cover additional costs associated with Universal Credit. In 2017/18 the Department paid £13m in New Burdens funding and paid £14m in New Burdens for 2018/19. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Universal Credit new claim advances provide access to a payment for those in financial need, which can be accessed urgently, until their first UC payment is due. Claimants can access up to 100% of the total expected monthly award, for which they can pay back over a period of up to 12 months.</p><p> </p><p>The Department has taken a number of steps to ensure that advances meet the needs of claimants and that recovery arrangements are personalised and reasonable. The maximum rate of deductions cannot normally exceed 40 per cent of the Universal Credit standard allowance and does not reduce other components of an award, such as money paid for children, housing or when someone is caring for a severely disabled person. From October 2019 this will be reduced to 30 per cent and from October 2021 we are increasing the maximum recovery period for advances from 12 to 16 months.</p><p> </p><p>The Department more broadly wants to ensure that vulnerable claimants receive the financial support they need, which is why we announced the addition of SDP payments. 	answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>NHS England does not commission separate services for sickle cell patients with stroke, chronic kidney disease, end-stage renal disease or pulmonary hypertension and so cannot provide annual per capita costs. These services are commissioned on behalf of all patients that require them, which would include people living with sickle cell disease.</p><p>NHS England has recently undertaken a review of haemoglobinopathy services to ensure that patients living with conditions such as sickle cell disease are able to access the high-quality services they need for their condition across the country. NHS England is now commissioning a networked-based model of care for specialised haemoglobinopathy services which will included specialist haemoglobinopathy teams across the country, regional haemoglobinopathy coordination centres and a National Haemoglobinopathy Panel. The new model will enable advice to be provided to local clinicians on the management of patients with sickle cell disease 24 hours a day, seven days a week. Friend, the Chancellor of the Exchequer announced in his Spring Statement on 13 March 2019 that the Department for Education will lead a scheme to provide access to free sanitary products in all secondary schools and colleges across England. On 16 April 2019, I announced that funding would be extended to cover need in primary schools and that national roll-out would take place in early 2020.</p><p>The department published an Invitation to Tender for the Period Products scheme on 15 June 2019, and we intend to award this contract in Autumn 2019. The recent consultation on this proposed a specific formula for adult social care that includes cost drivers for both older people and working age adults.</p><p>We need a sustainable social care system to ensure services continue to deliver for our ageing population and the increasing number of people of working age who require care services.</p><p>This Government is committed to ensuring that the social care system is sustainable in the longer term, which is why we will be publishing a Green Paper at the earliest opportunity, setting out our proposals for reform. We raise our concerns regularly and freely, using a range of Ministerial and diplomatic channels, including our Ambassador and Embassy team in Riyadh. The Foreign Secretary raised the detention of women’s rights defenders during his visit to Saudi Arabia in March. The UK was signatory to the joint statement on 7 March at the United Nations Human Rights Council which raised significant concerns about reports of continuing arrests and arbitrary detentions of human rights defenders in Saudi Arabia, including women's rights activists. Overall, this showed that the combined all-species index has changed little compared with around 45 years ago.
