star this property answer text <p>The Department does not issue guidance to clinical commissioning groups on the commissioning arrangements or provision of speech and language therapy.</p><p> </p><p> </p><p> </p><p>NHS England has responsibility for issuing guidance to clinical commissioning groups, though it has not issued any guidance on speech and language therapy.</p><p> </p><p> </p><p> </p><p>Clinical commissioning groups are required to take into account guidance produced by the National Institute for Health and Care Excellence (NICE), which contains systematically-developed recommendations based on the best available evidence, to guide decisions for a particular area of health. For example, the NICE Stroke rehabilitation guidelines recommend several services for people with stroke to be provided by speech and language therapists, such as providing direct impairment-based therapy to improve communication.</p><p> </p> more like this

star this property answer text <p>In March 2013, the Department published statutory guidance to support health and wellbeing boards in undertaking Joint Strategic Needs Assessments (JSNA) and Joint Health and Wellbeing Strategies (JHWS).</p><p> </p><p> </p><p> </p><p>The guidance focuses on the methodology for producing comprehensive and high quality assessments and strategies, and emphasises the importance of understanding and addressing the needs of the whole local population at all stages in the lifecourse, with a particular focus on vulnerable sub-groups and those likely to experience health inequalities.</p><p> </p><p> </p><p> </p><p>The guidance does not specifically discuss the inclusion of speech, language and communication needs of the local population in the JSNA. It would not be appropriate for the Department to highlight any particular care group or area of need over another as this would risk undermining the purpose of JSNAs and JHWSs being objective, comprehensive and locally-owned.</p><p> </p><p> </p><p> </p><p>A copy of the guidance is attached.</p><p> </p>

star this property answer text <p>​We regularly discuss concerns about the human rights situation in Iran, including the persecution of followers of the Baha'i faith, with our EU and other international partners in both Tehran and in Brussels. In the UN we continue to lead efforts to encourage Iran to improve its human rights record. For example, in March 2017 at the UN Human Rights Council, we highlighted persecution of Baha'is during the dialogue with the UN Special Rapporteur on human rights in Iran.</p> more like this

star this property answer text <p>The UK Government is clear that Freedom of Religion or Belief needs to be protected and the ability to worship in peace is a vital component of a democratic society. We deplore all discrimination against religious minorities and constraints on their freedom to practise their faith. We recognise the challenges faced by the Baha'i community in Egypt.</p><p>The Government of Egypt has stated its commitment to protecting the rights of minorities and the need for freedom of worship, and the Egyptian constitution contains protection for Freedom of Religion or Belief. Senior Foreign and Commonwealth officials regularly raise Freedom of Religion or Belief with the Government of Egypt. We continue to call on governments across the region, including Egypt, to ensure that Freedom of Religion or Belief is respected for all, including members of the Baha'i faith.</p> more like this

The Foreign Secretary specifically raised our concerns about the harassment of BBC Persian staff and their families in Iran with his Iranian counterpart during his visit to Tehran on 9-10 December. This issue is intimately bound up with wider questions of the protection of civil and political rights in Iran; the Foreign Secretary also raised our broader concerns on Iran’s human rights record during his visit.</p> more like this
