The Government wants to move from a low wage, high tax, high welfare society to a higher wage, lower tax, lower welfare society. This Directive is yet to be finalised, but expert level discussions are ongoing and have reached the final stage of the negotiating process. The Government is engaged with other EU Member States, MEPs, the European Commission, business and civil society groups to secure an effective and proportionate outcome. The Directive duly reflects the global standards on anti-money laundering and counter-terrorism financing revised by the Financial Action Task Force in 2012. 	answer	answer is ministerial correction date of answer 27/11/2014 answer text <p>The FCA/FSA has not prosecuted a case solely involving allegations of money laundering; however money laundering offences have been included on indictments in prosecutions for insider dealing and prosecutions relating to fraudulent investment scheme, in a number of cases over the past 5 years.</p><p> </p><p> </p><p> </p><p>In addition to prosecuting offences of money laundering, the FCA also supervises how firms’ systems and controls meet their obligations under the Money Laundering Regulations and the FCA’s own handbook rules and can investigate and take enforcement action for breaches of these obligations. 	answer	answer is ministerial correction date of answer 25/11/2014 answer text <p>The Financial Conduct Authority (FCA) conducts anti-money laundering supervision on a risk-sensitive basis, meaning that it focuses on those firms, including banks, which present the highest level of money laundering risk. For example, firms in its highest risk band, which include major banks, are subject to an in-depth ‘systematic AML Programme’, which operates on a four-year rolling cycle and lasts several months, whereas firms that are in lower risk categories are subject to regular on-site inspections and/or visited on an events-driven basis or when they are part of a thematic review.</p><p> </p><p> </p><p>The FCA does not comment on its ongoing AML supervision of banks, but publishes the findings of its thematic reviews, the latest of which considered how small banks manage high ML risk situations and was published in November 2014. It found that most small banks are failing effectively to manage ML risk. These are the Terrorist Asset Freezing etc. Act (2010) (“TAFA”) regime which implements the terrorist asset freezing requirements of UN Security Council Resolution 1373, and EU Common Position 931; and the EU Al Qaida Sanctions Regime, given effect by Council Regulation 881/2002, which in turn implements the UN Security Council Resolution covering Al-Qaida-related terrorism, UNSRC 1267<strong>. </strong></p><p> </p><p> </p><p> </p><p>On the consolidated list there are 248 individuals and 71 entities under the Al Qaida regime which include ISIL-related listings. The narrative summaries of the reasons for listing for the ISIL-related individuals on the Al Qaida list are publically available from the UN website.</p><p> </p><p> </p><p> </p><p>The Terrorism and Terrorist Financing section of the Treasury’s Consolidated List lists individuals and entities designated under TAFA. It does not include the reasons that persons have been designated.</p><p> </p><p> </p><p> </p><p>There have recently been two UN Security Council Resolutions promulgated which both focus specifically on ISIL, Al-Nusra Front and similar groups active in Syria and Iraq.
