star this property answer text <p>Network Rail, Transport for London, the Department for Transport and Transport for the North carry out a range of different legislative and operational functions. The expenditure on advertising will reflect those functions.</p><p> </p><p>Network Rail and Transport for London have direct operational responsibility for transport networks and need to inform and advise users of those networks. The Department for Transport has national strategic, regulatory, operational and enforcement responsibilities. The role of Transport for the North is to provide a strategic transport vision for the North of England.</p><p> </p><p><strong>Network Rail</strong></p><p> </p><p>Network Rail’s expenditure on advertising focuses on public information campaigns including: level crossing safety campaigns; travel disruption information; and apprentice and graduate recruitment. Figures are in the table below. star this property answer text <p>The TransPennine Express Invitation to Tender, published on 27 February 2015, did not require bidders to procure electric rolling stock for the trans-Pennine route, on the basis that this would be delivered through changes to the Franchise Agreement that would be negotiated during the new franchise when the detailed plans for electrification were in place.</p><p> </p><p> </p><p> </p><p>The franchise specification requires bidders to deliver a substantial increase in capacity into the major cities in the north of England by December 2018.</p><p> </p> more like this

star this property answer text <p>Bids are currently being evaluated for the TransPennine Express (TPE) franchise and we expect to announce the winning bidder and its rolling stock plans by the end of the year. When the detailed plans for TransPennine electrification are confirmed, the Department will work with the TPE franchisee to ensure that the necessary rolling stock is put into place; this is expected to take place during the franchise term.</p><br /> more like this

star this property answer text <p>The Government recognises the value that passengers attach to direct services in preference to having to change trains.</p><br /><p>The specification for the new TransPennine Express franchise, which starts in April 2016, requires the future franchisee to continue to operate through services between Hull and Manchester. The Government’s response to the consultation on the new Northern and TransPennine Express franchises, published in February, made clear that decisions on the post-electrification service pattern for Hull would be taken during the life of the new franchises. In the meantime, the specifications for the new franchises will provide Hull passengers with an improved weekday evening service back from Manchester, a full hourly all-day service to/from York, and additional trains to/from Scarborough.</p><br /> more like this
