star this property answer text <p>The government is committed to introducing national funding formulae for early years, schools and high needs, so that funding is better matched to need.</p><p>We will introduce a national funding formula for early years from financial year 2017-18. A consultation on the early years formula closed on 22 September, and we will set out our response later in the autumn.</p><p>We will introduce national funding formulae for schools and high needs from financial year 2018-19. We are considering the options carefully, taking into account the need to give schools and local authorities stability. We will put forward our detailed proposals later in the autumn, including our proposals for the transition to the formulae. Following a full consultation, we will make final decisions and confirm arrangements in the new year.</p> more like this

star this property answer text <p>The Children and Social Work Act (2017) places a duty on the Secretary of State to make relationships education mandatory in all primary schools, and relationships and sex education mandatory in all secondary schools, in England.</p><p> </p><p>The Government also made a commitment to ensuring that the updated guidance and regulations for these subjects would be age appropriate and support the knowledge children and young people need to stay safe and to develop positive relationships.</p><p> </p><p>The Department intends to conduct a thorough and wide ranging engagement process on relationships education and relationships and sex education. This will determine the content of the regulations and statutory guidance, covering subject content, school practice and quality of delivery. We will ensure the subjects are carefully designed to safeguard and support pupils whilst being deliverable for schools.</p><p>Relationships education and relationships and sex education will be age appropriate, building knowledge over time in a way that prepares pupils for issues they will soon face.</p><p> </p><p>We will set out shortly more details about the engagement process and the work to consider age appropriate subject content. This will result in draft regulations and guidance on which we will consult. Following consultation, regulations will be laid in the House allowing for a full and considered debate.</p>

star this property answer text <p>Apprenticeships offer a route into skilled employment for people of all ages and backgrounds. This could include a young person starting out in their first job, an existing employee up-skilling, or a more experienced worker re-training or re-entering the workforce.</p><p>We are implementing apprenticeship reforms to continue to improve the quality of apprenticeships for all, providing the skills that employers need to reach our commitment of 3 million starts in England by 2020.</p><p>We regularly communicate the benefits of apprenticeships and prospective apprentices can use Find an Apprenticeship to search and apply for apprenticeship vacancies in England. star this property answer text <p>The Apprenticeships Levy comes into effect from April 2017, as part of a wider suite of reforms to improve the quality and sustainability of the apprenticeship system in England.</p><p> </p><p>Future availability and location of apprenticeships is dependent on employers recruiting apprentices and offering opportunities. We want to encourage more employers to offer more apprenticeships and our reforms provide them with the opportunity to do so. The apprenticeship service helps employers to select the appropriate apprenticeship for their needs; choose the training they want to purchase; choose an assessment organisation and advertise and recruit to their vacancies.</p><p> </p><p>As part of the reforms, employers across the country are designing new apprenticeships that meet their business and skills needs; the quality of apprenticeships is increasing through more rigorous end-point assessment and grading; and new funding policy will make it easier for employers so they can invest in apprentices and offer more opportunities.</p>

star this property answer text <p>The apprenticeship levy, being introduced on 6 April 2017 will fund a step change in apprenticeship numbers and quality. It will apply across the UK and will be collected from employers on a UK wide basis.</p><p> </p><p>In England, levy paying employers will be able to access their funds through the apprenticeship service to pay for apprenticeship training and assessment. Employers will benefit from a 10% top up to monthly funds entering an account.</p><p> </p><p>As of the close of play 20 March 2017, there have been 3,290 accounts registered on the apprenticeship service.</p><p>It is not possible to produce a representation of the proportion of apprenticeship starts by levy paying employers on a regional basis in England. star this property answer text <p>Following the announcement on 1 March, we plan to undertake a comprehensive programme of engagement with stakeholders to set out suitable, age-appropriate content on relationships and sex education (RSE) which focuses on mental wellbeing, consent, resilience, age-appropriate relationships and sex education, and keeping safe online. Schools already have a duty to comply with the requirements of the Equalities Act to ensure we remove any barriers to equality and help to build a fairer society.</p><p> </p><p>Our key aim for the proposed relationships education and RSE, working in conjunction with PSHE, is to equip pupils with the knowledge and life skills they will need to stay safe and develop healthy and supportive relationships, particularly dealing with the challenges of growing up in an online world. The focus in primary school will be on building healthy relationships and staying safe. As children get older, it is important that they start to develop their understanding of healthy adult relationships in more depth, with sex education delivered in that context.</p><p> </p><p>The regulations and guidance will be subject to full public consultation later this year, and we expect to see children and young people being taught this new curriculum in schools as soon as September 2019.</p>

star this property answer text <p>The write-off of pupil number adjustment recoveries for free schools is rare and only authorised in exceptional circumstances, as it would be for any other type of school.</p><p>The write-offs I referred to in my response to Question 56161 concerned two schools – Al Madinah School and Stockport Technical School.</p><p>The Department agreed to write-off a recovery of £609k for Al Madinah School relating to academic year 2013/14, and £140k for Stockport Technical School relating to academic year 2014/15. Al Madinah School was ending its secondary provision and Stockport Technical School was closing completely.</p><p>This is short of the £800k quoted in my previous response, which was rounded to hundreds of thousands. The write-off for Al Madinah School was incorrectly rounded up rather than down to the nearest hundred thousand. These are the only two write-offs in respect of free school pupil number adjustment recoveries, totalling £749k.</p><p>Calculating and applying pupil number adjustments to bring estimate-based funding allocations back into line with actual numbers is a normal, intrinsic, planned part of the funding cycle. The Education Funding Agency does not account separately for the resource spent on this, as it is just a small element of the work to allocate and pay funding to academies and free schools.</p>

star this property answer text <p>The Careers &amp; Enterprise Company is continuing to make excellent progress towards transforming the provision of careers, enterprise and employer engagement experiences for young people.</p><p>Based on the most recent data (December 2016), the Company’s Enterprise Adviser Network is now active in 37 out of the 38 Local Enterprise Partnership areas, and 1,302 secondary schools and colleges across the country have signed up to the network. This represents 38% of all mainstream state-funded secondary schools/colleges in the country. Of these, 1,014 (78%) have been matched to an Enterprise Adviser and 11 schools have been matched in Hull.</p><p>The Company does not yet have fully reported data, by region, for its Enterprise Adviser Network. For all schools funded on estimates the Education Funding Agency (EFA) carries out an annual pupil number adjustment to bring allocations back into line with the actual numbers reported through the schools census. Some free schools will receive either increases or reductions as a result of those pupil number adjustments. The Department works closely with schools each year to review estimates and to help minimise the likelihood of significant adjustments.</p><p>For the current academic year, 2016 to 2017, the EFA is in the process of calculating pupil number adjustments based on the October 2016 schools census. All schools will be notified of any increases or reductions to their allocations by Spring 2017. The EFA plans to make recoveries in respect of any and all negative adjustments, which will mostly take place over the course of the following academic year, 2017 to 2018. star this property answer text <p>Every child deserves the best possible start in life and high-quality early education is key to future outcomes, particularly for disadvantaged children. That is why we are working hard to ensure parents and children - wherever they live in England - have access to high quality early years education places through the funded 15 hour entitlement for disadvantaged two-year-olds and for all three- and four-year-olds. The Early Years Pupil Premium provides over £300 per eligible child to improve outcomes for disadvantaged children and, from September 2017, working parents who meet the eligibility criteria will also have access to an additional 15 hours of funded early education.</p><p> </p><p>Our early years funding formula, which commences in April 2017, includes an additional needs factor – to better target funding towards local authorities with a higher relative proportion of children with additional needs – and an area cost adjustment to reflect the different costs of providing childcare in different areas of the country. This will help to ensure that all children can access quality early education in their area.</p><p> </p><p>In May 2016, the department commissioned a feasibility study to investigate the regional gap in early years attainment at age 5. The study recommended undertaking longitudinal analysis of the Millennium Cohort Study (MSC) to assess variation in attainment and evaluate the potential drivers of a regional gap. The department has commissioned a study to build on the recommendations of the feasibility report, which will bring greater insight into the potential drivers on the regional attainment gap.</p><p> </p><p>As indicated in the Northern Powerhouse Strategy published in November 2016, this department will be working with northern city regions and other areas in the North of England facing the greatest challenges, to explore options for improving the delivery of early years outcomes:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/571562/NPH_strategy_web.pdf?platform=hootsuite" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/571562/NPH_strategy_web.pdf?platform=hootsuite</a>.</p>

star this property answer text <p>The free school programme is responsive to local needs and free schools are initially funded on pupil estimates. For all schools funded on estimates the Education Funding Agency (EFA) carries out an annual pupil number adjustment to bring allocations back into line with the actual numbers reported through the schools census. Some free schools will receive either increases or reductions as a result of those pupil number adjustments. The Department works closely with schools each year to review estimates and to help minimise the likelihood of significant adjustments.</p><p>For the current academic year, 2016 to 2017, the EFA is in the process of calculating pupil number adjustments based on the October 2016 schools census. All schools will be notified of any increases or reductions to their allocations by Spring 2017. star this property answer text <p>The original London Challenge included a number of funding streams in addition to “in kind” contributions.
