	answer	answer is ministerial correction date of answer 08/05/2014 answer text <p>Ofcom estimates that 98.5% of UK households have access to 17 channels including those from the public service broadcasters (PSBs) on the digital terrestrial TV (DTT, or Freeview) platform, and that approximately 90% of UK households are also able to receive additional commercial DTT channels. Around 1.5% of UK households cannot easily receive DTT services with less than 0.5% not able to receive DTT services at all. However, DTT, cable and satellite digital television services together cover practically 100% of UK households, so that in all but the most exceptional of cases, everyone should be able to get digital television by one means or another. 	answer	answer is ministerial correction date of answer 26/02/2015 answer text <p>Academies, including free schools, university technical colleges and studio schools, have the freedom to set their own pay and conditions policies, and so are free to offer their teachers access to car purchase salary sacrifice schemes. Currently 15% of all primary schools and 62% of all secondary schools are academies.</p><p> </p><p> </p><p> </p><p>In local authority maintained schools, changes to the statutory pay and conditions of teachers must first be referred to the independent School Teachers’ Review Body (STRB). Recent STRB referrals have focused on fundamental reforms to the overall pay and conditions framework for teachers. Following the STRB’s recommendations, these reforms have given schools much greater freedom to attract and retain the best teachers and to reward individuals in line with their contribution to improving their pupils’ achievements.</p><p> </p><p> </p><p> </p><p>The demands on the STRB’s time and resources in the reform process mean that the Government has had to make hard decisions on the issues it refers to STRB. In light of the focus of the important referrals above, we have not prioritised revisions to the existing salary sacrifice arrangements. These were initially introduced as reporting requirements from April 2014, with the intention of bringing in mandatory criteria from April 2015. No data has yebeen published.</p><p>In order to calculate the greenhouse gas saving of a fuel, suppliers are required to sum each of the emission components but are not required to report the component savings. It is the responsibility of generators to determine where in their supply chain the saving is made.</p><p>Power suppliers using bioliquids have had to comply with the Renewable Energy Directive’s sustainability criteria since 2011, which includes a 35% minimum greenhouse gas emissions saving. The RHI aims to compensate householders for the additional costs they face when installing a renewable heating system compared to an oil heating system. The domestic RHI is targeted at, but not limited to, homes off the gas grid. Incentivising oil and LPG boilers in this context would undermine the design of the RHI, and potentially cause confusion for consumers. For more vulnerable customers, support is available through the Energy Company Obligation, with proposals to strengthen this support for off-grid properties.
