The Department’s latest projection of capital expenditure for generic offshore wind projects is published in Arup (2016): Review of Renewable Electricity Generation Cost and Technical Assumptions, and can be found here: <a href="https://www.gov.uk/government/publications/arup-2016-review-of-renewable-electricity-generation-cost-and-technical-assumptions" target="_blank">https://www.gov.uk/government/publications/arup-2016-review-of-renewable-electricity-generation-cost-and-technical-assumptions</a>.</p><p>The Contracts for Difference (CfD) Second Allocation Round results, which were announced on 11 September 2017, showed one offshore wind project commissioning in 2021/22 cleared at a strike price of £74.75/MWh (2012 prices) and two offshore wind projects commissioning in year 2022/23 cleared at a strike price of £57.50/MWh (2012 prices). Both these prices represent a saving on the administrative strike price set using the data from Arup (2016), indicating that offshore wind costs are falling.</p>

unstar this property answer text <ul><li>The first Contract For Difference (CfD) allocation round results, published in 2015, saw over 1.2 gigawatts of offshore wind capacity secure contracts, estimated at the time of the auction to cost consumers just over £240 million per year (2012 prices).</li><li>The second round results, announced in September 2017, saw the clearing price half for offshore wind delivered in the auction; we secured an additional 3.2 gigawatts of new offshore wind capacity, estimated at the time of the auction to cost consumers just over £130 million per year (2012 prices).</li><li>There are many factors that affect payments under these contracts, which mean that actual costs may go up or down.</li><li>These results demonstrate that the UK is an attractive place to invest, with a record amount of renewable capacity secured to power our homes.</li><li>The price of offshore wind clearing through the auction has halved in two years, demonstrating that competitive auctions are working well to drive down costs and deliver savings for consumers, whilst delivering the government’s decarbonisation ambitions.</li></ul>

unstar this property answer text <p>The Government is committed to making sure consumers have secure, affordable and clean energy now and in the future, and the role of interconnection alongside other technologies in meeting this ambition in the short and long term was set out in our Clean Growth Strategy.</p><p> </p><p>Part of this strategy is ensuring that different technologies compete against each other. For example, the Capacity Market is delivering secure supplies of electricity to homes and businesses through technology neutral auctions that result in a mix of reliable capacity. As part of this, interconnectors help deliver energy security while reducing costs for consumers through increased competition. This year’s auction, in which around 2GW of new interconnector capacity cleared, saw the lowest price yet in the history of the capacity market. We assess the outcome of every Capacity Market auction to see what it means for Great Britain’s future energy security.</p> more like this

The Government pays compensation to the most electricity intensive industries which reduces the price impact for the average compensated energy intensive business in 2014 to £2 per MWh.</p><p>My Department keeps the risk of carbon leakage under regular review.</p> more like this

unstar this property answer text <p>Ofcom estimates that 98.5% of UK households have access to 17 channels including those from the public service broadcasters (PSBs) on the digital terrestrial TV (DTT, or Freeview) platform, and that approximately 90% of UK households are also able to receive additional commercial DTT channels. Around 1.5% of UK households cannot easily receive DTT services with less than 0.5% not able to receive DTT services at all. However, DTT, cable and satellite digital television services together cover practically 100% of UK households, so that in all but the most exceptional of cases, everyone should be able to get digital television by one means or another. As well as subscription services, digital satellite TV offers non-subscription reception options for a one-off equipment and installation cost, but with no on-going monthly payments.</p><p>We have had no discussions with Freeview or Digital UK, who manage the DTT platform, about extending services and there are no plans to require broadcasters to improve the DTT coverage levels agreed for digital television switchover in 2006.</p><p>Purely commercial DTT services are not subject to the ‘near-universal' coverage requirements which apply to PSB DTT services, and while the operators of the commercial DTT services were given the opportunity to extend their networks at the time of digital switchover, the operators determined that it was not commercially viable for them to build-out their services to additional transmitter sites.</p>

As well as subscription services, digital satellite TV offers non-subscription reception options for a one-off equipment and installation cost, but with no on-going monthly payments.</p><p>We have had no discussions with Freeview or Digital UK, who manage the DTT platform, about extending services and there are no plans to require broadcasters to improve the DTT coverage levels agreed for digital television switchover in 2006.</p><p>Purely commercial DTT services are not subject to the ‘near-universal' coverage requirements which apply to PSB DTT services, and while the operators of the commercial DTT services were given the opportunity to extend their networks at the time of digital switchover, the operators determined that it was not commercially viable for them to build-out their services to additional transmitter sites.</p>

This includes a duty on schools not to discriminate unlawfully due to the protected characteristics of sex and gender reassignment. As part of the Government’s LGBT Action Plan, the Department has committed to updating this guidance and this will be published in due course. The LGBT Action Plan contains a commitment that the Government Equalities Office will work with the Equality and Human Rights Commission to publish comprehensive guidance for schools on how to support transgender pupils. The Equality Act guidance is available here: <a href="https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools" target="_blank">https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools</a>.</p><p>The Department already publishes guidance for schools on setting school uniform policies. The guidance sets out that a school should ensure that their school uniform policy is fair and reasonable for all its students and that policies should be flexible enough to accommodate the different needs of pupils.</p><p>In making decisions about school uniform policy, and all other school policies, a school must have regard to its obligations under the Human Rights Act 1998, the Equality Act 2010 and the Public Sector Equality Duty. unstar this property answer text <p>Academies, including free schools, university technical colleges and studio schools, have the freedom to set their own pay and conditions policies, and so are free to offer their teachers access to car purchase salary sacrifice schemes. Currently 15% of all primary schools and 62% of all secondary schools are academies.</p><p> </p><p> </p><p> </p><p>In local authority maintained schools, changes to the statutory pay and conditions of teachers must first be referred to the independent School Teachers’ Review Body (STRB). Recent STRB referrals have focused on fundamental reforms to the overall pay and conditions framework for teachers. Following the STRB’s recommendations, these reforms have given schools much greater freedom to attract and retain the best teachers and to reward individuals in line with their contribution to improving their pupils’ achievements.</p><p> </p><p> </p><p> </p><p>The demands on the STRB’s time and resources in the reform process mean that the Government has had to make hard decisions on the issues it refers to STRB. In light of the focus of the important referrals above, we have not prioritised revisions to the existing salary sacrifice arrangements. However, the Government will consider whether the issue should be included in future referrals to the STRB.</p><p> </p>

These were initially introduced as reporting requirements from April 2014, with the intention of bringing in mandatory criteria from April 2015. No data has yebeen published.</p><p>In order to calculate the greenhouse gas saving of a fuel, suppliers are required to sum each of the emission components but are not required to report the component savings. It is the responsibility of generators to determine where in their supply chain the saving is made.</p><p>Power suppliers using bioliquids have had to comply with the Renewable Energy Directive’s sustainability criteria since 2011, which includes a 35% minimum greenhouse gas emissions saving. unstar this property answer text <p>Large capital investment is planned for the GB electricity sector not only in the context of ageing plants, but upgrading network infrastructure, meeting decarbonisation objectives and maintaining security of supply. Between 2010 and 2013, we estimate over £45 billion private sector investment in electricity generation and networks. We have estimated further capital investment requirements to be up to £100bn between 2014 and 2020. unstar this property answer text <p>My rt. hon. Friend the Secretary of State has not made an estimate of the impact of removing the Carbon Price Floor (CPF) on capacity payments. Removing the CPF would result in a change in the relative economics of coal and gas generation and so may affect the level at which individual plant bid under the Capacity Market. It is not clear whether the net effect of this would result in a reduction in the overall cost of the Capacity Market as the level of capacity payments depends on which plant sets the clearing price.</p> more like this

unstar this property answer text <p>The decision on whether to extend the life of a nuclear power station is for the owners in conjunction with the regulators. The Regulators do not set prescribed lifetimes for UK nuclear power stations.
