Our protection of the core schools budget in real terms means that schools are well-placed to cope with changes in their costs in 2015-16. 	answer	answer is ministerial correction date of answer 22/07/2014 answer text <p>The vast majority of children and young people have their cases heard by specially trained magistrates in the Youth Court.</p><p> </p><p>A child or young person may only be tried in the adult magistrates’ courts where they are a co-defendant with an adult and the court has decided that it is in the interests of justice to keep the defendants together. Children alleged to have committed serious offences, for example homicide or offences that for an adult would result in 14 years or more in prison, are tried in the Crown Court and may also be tried there if it is in the interest of justice to keep them together with an adult co-defendant.</p><p> </p><p>Overall crime is down and fewer young people are offending. Proven offending by under-18s has reduced by 44 percent since 2010/11, while the number of first time entrants to the system has fallen by 39 percent over the same period. However, it is important to note that these data have been extracted from large administrative data systems generated by the courts and police forces which, as with any large scale recording system, are subject to possible errors with data entry and processing and can be subject to change over time. 	answer	answer is ministerial correction date of answer 24/09/2014 answer text <p /> <p /> <p>Prior to 1 June 2014 when the National Probation Service (NPS) was set up along with 21 community rehabilitation companies (CRCs), 35 independent Probation Trusts were responsible for commissioning specialist training such as domestic violence for probation staff.</p><p> </p><p>Since June 2014, a new National Probation Training team has been set up for NPS.</p><p> </p><p>Currently, the National Offender Management Service is commissioning a new domestic abuse package to reflect recent changes in practice and ensure a consistent national standard of training. In the interim, the seven NPS divisions are continuing to deliver their own local domestic violence training packages.</p><p> </p><p>Training is also available for probation officers to use a specific tool for assessing the risk of domestic abuse and to case manage offenders subject to domestic violence programmes.</p><p> </p><p>Before June 2014 there were 35 Probation Trusts, which have now been replaced by the NPS and the CRCs. We are working closely with other Government Departments to provide young people with the opportunities they need, including through the Youth Engagement Fund which will help to close the attainment gap for disadvantaged 14-17 year olds, including those that have come into contact with the youth justice system.</p><br />(1) Information is extracted from YOTs’ electronic case management system and is taken from the last week of the custodial licence period. By moving away from the traditional environment of bars on windows and giving these young people skills, qualifications and self-discipline we can help them turn their back on crime and become productive members of society.</p><p>The consultation on plans for Secure College Rules opened on 16 October 2014 and will run for six weeks, closing on 27 November 2014. We will review responses to the consultation and respond in due course.</p><p>The proposals set out in the consultation provide the framework for Secure Colleges to operate safely and meet the educational and rehabilitative needs of those in their care.
