Our protection of the core schools budget in real terms means that schools are well-placed to cope with changes in their costs in 2015-16. 	answer	answer is ministerial correction date of answer 24/09/2014 answer text <p /> <p /> <p>Prior to 1 June 2014 when the National Probation Service (NPS) was set up along with 21 community rehabilitation companies (CRCs), 35 independent Probation Trusts were responsible for commissioning specialist training such as domestic violence for probation staff.</p><p> </p><p>Since June 2014, a new National Probation Training team has been set up for NPS.</p><p> </p><p>Currently, the National Offender Management Service is commissioning a new domestic abuse package to reflect recent changes in practice and ensure a consistent national standard of training. In the interim, the seven NPS divisions are continuing to deliver their own local domestic violence training packages.</p><p> </p><p>Training is also available for probation officers to use a specific tool for assessing the risk of domestic abuse and to case manage offenders subject to domestic violence programmes.</p><p> </p><p>Before June 2014 there were 35 Probation Trusts, which have now been replaced by the NPS and the CRCs. We are working closely with other Government Departments to provide young people with the opportunities they need, including through the Youth Engagement Fund which will help to close the attainment gap for disadvantaged 14-17 year olds, including those that have come into contact with the youth justice system.</p><br />(1) Information is extracted from YOTs’ electronic case management system and is taken from the last week of the custodial licence period. By moving away from the traditional environment of bars on windows and giving these young people skills, qualifications and self-discipline we can help them turn their back on crime and become productive members of society.</p><p>The consultation on plans for Secure College Rules opened on 16 October 2014 and will run for six weeks, closing on 27 November 2014. We will review responses to the consultation and respond in due course.</p><p>The proposals set out in the consultation provide the framework for Secure Colleges to operate safely and meet the educational and rehabilitative needs of those in their care. A health assessment is undertaken for all prisoners on reception into custody to assess their risk of suicide or self-harm. The prisoner’s Person Escort Record form, which is available to staff on reception, may provide information about concerns of self-harm. When a prisoner is identified as being at-risk of self-harm, they are managed through the Assessment, Care in Custody and Teamwork (ACCT) process, which is a prisoner-centred, flexible care planning system.</p><p> </p><p>All relevant risk information is recorded on the Prison NOMIS case management system and on healthcare IT systems where appropriate. The Prime Minister hosted the UK’s first Girl Summit in July 2014, to build on current efforts and rally a global movement to end early and forced marriage, and FGM in a generation. The UK Government made commitments to act domestically and internationally, including promises to improve the police response, increase support available to those affected, and strengthen community-led prevention. Our work to repatriate victims is a key element of our work to end forced marriage. <br><br>Before paying for the repatriation of a victim of forced marriage back to the UK, the Foreign and Commonwealth Office takes every step to ensure there are no other means of obtaining funds from relatives or friends who may be willing to transfer money or purchase a ticket back to the UK. Only in exceptional circumstances and after other means of obtaining the funds have been exhausted will a discretionary loan be made available, which must be repaid at a later date. <br><br>Where it has been demonstrated that all possible avenues of funding have been exhausted and there is a clear inability to enter into a loan agreement (normally due to a victim being underage or not having sufficient mental capacity to sign an agreement), the FCO can provide limited financial support.
