star this property answer text <p>The taper is the rate at which Universal Credit is reduced to take account of earnings. It is specifically for in work claimants and linked to earnings to incentivise work, and those in work to earn more. Universal Credit has a single taper of 63 per cent so payments reduce in a transparent and predictable way as earnings increase. Universal Credit is a means tested benefit, and income other than earnings, such as pensions, is taken fully into account in the assessment of Universal Credit. This is consistent with how legacy means tested benefits such as Employment and Support Allowance, Jobseeker’s Allowance and Income Support treat pension income. Therefore it would not be consistent to extend the earnings taper to pensions income and doing so would also undermine the incentives to work for people of working age.</p> more like this

star this property answer text <p /> <p>Access to Work provides practical and financial support with the additional costs faced by individuals whose health or disability affects the way they do their job.</p><p> </p><p>In response to the Sayce review, the government committed to spending an extra £15m on Access to Work by the end of this Spending Review period. Access to Work has been extended to support some pre-employment activity such as Supported Internships, Traineeships and certain work experience. We no longer apply mandatory cost share for small employers and we have removed the list of standard equipment Access to Work will not fund; instead Access to Work advisers are working constructively with employers and employees to identify where Access to Work can assist.</p><p> </p><p>We have also introduced the Access to Work Mental Health Support Service. This can offer support to individuals with a mental health condition who are absent from work or finding work difficult. The service supports those experiencing depression, anxiety, stress or other mental health issues that are affecting their work.</p><p> </p><p>Additionally, Fit for Work will be launched in late 2014 with a phased roll-out coming to a close by the end of May 2015. Fit for Work will deliver both a supportive occupational health assessment and general health and work advice to employees, employers and GPs, to help individuals stay in or return to work.</p><p> </p><p>Finally, Work Choice provides disabled people with complex barriers to employment with a seamless service covering all stages of the journey into work. Short to longer-term in-work support is provided and progression into open unsupported employment is encouraged, where it is appropriate for the individual.</p><p> </p><p>Work Choice can provide an indefinite period of support once the customer is in work in recognition of the fact that some Work Choice participants may need ongoing support to overcome barriers in work that cannot be met through normal workplace adjustments.</p>

star this property answer text <p>The Office for National Statistics (ONS) use the Labour Force Survey (LFS) to provide estimates for the number of people employed on zero hours’ contracts.</p><p> </p><p>The ONS figures for people in employment on zero hours’ contracts broken down by age, do not go back to 2010 and are only currently available up to April-June 2018. Therefore no directly comparable figures to the youth unemployment statistics cited are available.</p><p> </p><p>The majority of young people are not employed on zero hours’ contracts. In 2018 (Apr-Jun) there were 261,000 16-24 year olds on a zero hours’ contracts – representing only 6.9% of employed 16-24 year olds.</p><p> </p><p>This is down from 299,000 young people (7.8% of employed young people) in 2017 (Apr-Jun), but a slight increase from the first comparable data available, which shows in 2014 (Apr-Jun) there were 235,000 young people on a zero hours’ contract (or 6.3% of employed young people).</p><p> </p><p>Many people in full-time education are employed on zero hours’ contracts, in part because of the flexibility they provide. 18.5% of all people in 2018 (Apr-Jun) on zero hours’ contracts were in full-time education – compared to 2.3% of people not on a zero hours’ contract.</p><p> </p><p>The ONS data shows that the majority of people on zero hours’ contracts are happy with the hours provided by their zero hours’ contract.</p>

star this property answer text <p>Claimants with earnings from self-employment are required to report them to DWP on a monthly basis. These earnings are reported on a simplified 'cash accounting' basis, which asks for the total income from receipts into the business and details of payments out of the business under defined categories during the assessment period. We assess net earnings after deducting business expenses. The requirements were designed to be as simple as possible in order for self-employed claimants to easily report their earnings and monthly reporting allows Universal Credit to be adjusted on a monthly basis.</p><p> </p><p>Where claimants are in the 12-month grace period or are gainfully self-employed and earning above the Minimum Income Floor (MIF), the single taper rate acts to ensure that they are better off working and earning more under Universal Credit, removing the cliff edges from the old legacy benefits system.</p><p>We announced at Autumn Budget 2018 that all new gainfully self-employed claimants can, from September 2020, access a 12-month exemption period from the MIF. This change will assist all gainfully self-employed claimants to grow their earnings, prepare and adjust for the application of the MIF. In 2022/23 it will allow 130,000 self-employed people the space to grow a successful business when moving on to Universal Credit.</p>

star this property answer text <p>In relation to part (a), statistics on Personal Independence Payment (PIP) first assessment outcomes at disability level are not readily available and have not previously been published as Official Statistics. We are producing the statistics requested and issuing them in an Official Statistics release on 11<sup>th</sup> December 2018 in accordance with the Code of Practice for Official Statistics.</p><p> </p><p>In relation to part (b), since PIP was introduced, 40 people with a primary disabling condition of tachycardia who were disallowed PIP after their initial assessment went on to receive an award at tribunal. The figures in (b) have been rounded to the nearest 10.</p><p> </p><p>Overall, since PIP was introduced 3.5m decisions have been made up to June 2018, of these 9% have been appealed and 4% have been overturned.</p><p> </p><p>Appeals, data is based on primary disabling condition as recorded on the PIP computer systems. Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics. The lowest level of detail available in this data allows us to identify claimants with a primary disabling condition of tachycardia, but not Postural Tachycardia Syndrome.</p><p> </p><p>The appeals may include decisions which are changed at mandatory reconsideration, and where the claimant continues to appeal for a higher PIP award, are then changed again at tribunal appeal.</p>

star this property answer text <p>Under the Compliance and Arrears strategy we are writing to clients with CSA debt above certain thresholds to ask if they want us to try to collect their arrears. These thresholds provide a reasonable cut off point to ensure that we do not pursue cases at disproportionate cost to the taxpayer. They are: over £500 and the case is less than 10 years old, and over £1,000 and the case 10 years old or over.</p><p> </p><p>If correspondence is returned as the client is not known at the address held, the Service will attempt to trace a current address in order to reissue the letter.</p><p> </p><p>If a client confirms they want the Service to attempt collection, the case is checked to ensure the debt balance is accurate before arrears are transferred from the CSA IT system to the CMS one.</p> more like this

star this property answer text <p /> <p>Entitlement to Attendance Allowance is not based on the diagnosis of a specific health condition, but is awarded to people based on the care, or supervision, needs arising from their severe disability. Special rules arrangements apply to Attendance Allowance claimants who are not expected to live longer than another six months, and mean that payment is made immediately rather the claimant having to satisfy the usual six month qualifying period. There is no specification of which health conditions should be processed under the special rules arrangements, and those suffering from significant brain injuries and not expected to live longer than another six months would be included under them. Claims for Attendance Allowance under the special rules arrangements should be supported by a relevant healthcare professional, usually on form DS1500.</p> more like this

star this property answer text <p>This Government is tackling poverty through our new Life Chances agenda. This will drive real action which will make the biggest difference to the most disadvantaged children – now and in the future. This approach will ensure that Government action is focused on tackling the root causes of child poverty - worklessness, educational failure, family breakdown, problem debt and addiction.</p><p>This Government believes that work is the best route out of poverty and is therefore focused on getting people into employment. With more than two million more people in work than in 2010, and with the number of workless households at a record low, the progress made by this Government has been significant including in Barnsley Central constituency. In the constituency, over the past year, the number of people claiming Jobseeker’s Allowance, or not in work and claiming Universal Credit, fell by 13 per cent.</p><p>We do not have specific data on all former mining communities and this information could only be provided at disproportionate cost.</p>

star this property answer text <p>The Health and Safety Executive (HSE) has responsibility for the regulation of workplace health and safety in the UK, and it is the legal duty of those who create risks through work activities to understand those risks and ensure they are adequately controlled. This includes ensuring that duty holders/employers identify and obtain relevant information on the hazardous properties of the substances or materials they use or manufacture.</p><p>The Registration, Evaluation, Authorisation and restriction of Chemicals Regulation (REACH) requires those who place chemicals such as formaldehyde on the market to provide information on the hazards associated with the chemical both up and down the supply chain. This includes the provision of Safety Data Sheets which must accompany chemicals through the supply chain, providing the information users need to ensure that chemicals are safely used and managed.</p><p>The Control of Substances Hazardous to Health Regulations 2002 (COSHH) also applies in the workplace when hazardous substances, such as formaldehyde, are manufactured, used, or where processes are undertaken that generate hazardous substances. COSHH requires the employer to carry out a risk assessment to establish what, if any, risks to health are associated with the products/processes their employees are using/undertaking and then to put in place measures to eliminate or control exposure to those risks.</p>

Parliament gave the Pensions Regulator operational independence, which means that Ministers are not involved in decisions to exercise its powers or able to intervene in its casework. It would therefore not be appropriate for Ministers to comment on any individual pension scheme. Where it appears that scheme abandonment has taken place, it is a matter for the Regulator to establish whether the legal tests in relation to its ‘anti-avoidance' powers, including the power to issue contribution notices, are met.</p> more like this

star this property answer text <p> </p><p> </p><p>The Government are aware of the problems facing young jobseekers in the labour market and have put in place a substantial menu of provision to help them move into work.</p><p>The Youth Contract provides intensive support for all 18-24 year olds. Extra funding is being made available to support the most vulnerable 16 and 17 year olds not in education, employment or training into learning, an apprenticeship or job with training.</p><p> </p><p>This comprehensive package of support is enhanced by the Flexible Support Fund, which Jobcentre Plus District managers can use to address locally identified skills needs. Also, the Work Programme provides tailored support to those claimants furthest from the labour market.</p><p> </p><p>Additionally, on the 14<sup>th</sup> of November, the Deputy Prime Minister announced that funding of £50m Youth Contract under spend would be made available to cities.</p><p>For the Sheffield City Region they received £5m to offer intensive adviser and mentor-led support for young people alongside a specialist training programme aimed at equipping young people with the right skills to match local employer needs.</p>

star this property answer text <p>We have at our disposal a range of strong enforcement powers, intended to ensure all parents fulfil their financial responsibilities towards their children. We use all of the powers available to us where it is appropriate to do so, and we are seeking to extend these where appropriate, for instance by deducting money from bank accounts held jointly by the paying parent.</p><p>We take into consideration a number of factors when deciding if and what type of enforcement action to take, including the welfare of any relevant children involved and the likelihood of collecting monies owed. Taking enforcement action can be a costly process, particularly in cases where the paying parent is determined not to pay – we must therefore ensure we maximise the efficiency and effectiveness of our enforcement system, deciding what is appropriate on a case by case basis and using powers that have the greatest chance of ensuring people meet their obligations and securing money for children.</p> more like this

star this property answer text <p>This Government is committed to action that tackles the root causes of poverty and disadvantage, not just the symptoms. There is clear evidence that work is the best route out of poverty. Working age adults in non-working families are almost four times more likely than those in work to be living on a low income. And the Child Poverty Transitions Report (Jun 2015) found that 74% of poor children in workless families that moved into full employment exited poverty.</p><p>This is why we are reforming the welfare and tax system to support people into work, ensure that work always pays, and to allow people to keep more of what they earn. For the first time ever we are supporting claimants who are in low paid work to increase their earnings and progress in their careers.</p> more like this

star this property answer text <p>Universal Credit provides us, for the first time, with the opportunity to help people who are in low-paid work to progress. This is the first time that any country has made a significant commitment to supporting people through the welfare system to seek to increase their earnings in work. We are currently at the stage of testing a range of approaches to provide evidence for the development of our future in-work policy. This involves work with individuals – including a large-scale Randomised Control Trial delivered by Jobcentre Plus – and with employers, who play a central role.</p> more like this

star this property answer text <p>The Welfare Reform and Work Act 2016 has frozen the majority of working-age benefits for four tax years, from 2016-17 to 2019-20. These benefit rates will therefore remain the same.</p><p> </p><p>These reforms to working-age benefits are part of the Government’s commitment to incentivise work for those who can in a high-wage, low-tax economy. This includes increasing the National Living Wage to £9 an hour by 2020, cutting income tax for over 30 million people and the roll-out of UC. These reforms are working, with employment at historic high levels.</p><p> </p><p>We are also committed to supporting those who cannot work, and those with additional needs. Our triple lock guarantee has meant that the basic State Pension is now over £1,100 a year higher than in 2010. Benefits for the additional costs of disability, and for carers, are exempt from the benefit freeze and will continue to be up-rated in line with the rise in prices.</p> more like this

star this property answer text <p>Although the Department is not currently directly sponsoring any studies to develop the evidence base on the effectiveness of early years intervention, it contributes funding to the Early Intervention Foundation (EIF) What Works centre, which continues to develop this evidence base. In the financial year 2015-16 DWP funded the EIF to complete the evidence review ‘What works to enhance interparental relationships and improve children's outcomes’, which was published on 22 March 2016. This is informing the development of our new programme to tackle parental conflict.</p> more like this

star this property answer text <p>The Department provides funding to the Early Intervention Foundation (EIF) as one contributor to a joint contract and is not the contract holder. For the financial year 2016/17 the Department provided £300 000 of funding to support the EIF’s work to build on and disseminate the evidence base on the effectiveness of early years intervention. The Department contributed £1.5m to the contract covering the financial years 2013/14 to 2015/16. An additional £100 000 in 2015/16 covered the costs of the evidence review ‘What works to enhance interparental relationships and improve children's outcomes’ which was published in March 2016.</p> more like this
