These benefit rates will therefore remain the same.</p><p> </p><p>These reforms to working-age benefits are part of the Government’s commitment to incentivise work for those who can in a high-wage, low-tax economy. This includes increasing the National Living Wage to £9 an hour by 2020, cutting income tax for over 30 million people and the roll-out of UC. These reforms are working, with employment at historic high levels.</p><p> </p><p>We are also committed to supporting those who cannot work, and those with additional needs. Our triple lock guarantee has meant that the basic State Pension is now over £1,100 a year higher than in 2010. We use all of the powers available to us where it is appropriate to do so, and we are seeking to extend these where appropriate, for instance by deducting money from bank accounts held jointly by the paying parent.</p><p>We take into consideration a number of factors when deciding if and what type of enforcement action to take, including the welfare of any relevant children involved and the likelihood of collecting monies owed. For example, Public Health England will run a trial of the Individual Placement and Support approach, starting in spring 2018. And our vital work on reducing parental conflict is boosted by the Chancellor’s budget announcement to increase available funds up to £39m until 2021.</p><p> </p><p>As part of this work, we also published two delivery tools – a local data report and a Family Evidence Resource – to enable local commissioners and practitioners working with families and children to understand and act on the factors of disadvantage in their local area. 	answer	answer is ministerial correction date of answer 07/11/2017 answer text <p>There are no plans to lift the four year Local Housing Allowance (LHA) freeze before April 2020.</p><p> </p><p>The Government recognises however that the impact of this measure varies across the country, especially in areas of high rental growth and in view of this 30 per cent of the savings from the LHA Freeze are being recycled to create Targeted Affordability Funding. This funding is used to increase LHA rates in areas where local rents have diverged the most. For example in 2017/18, 48 LHA rates have been increased by 3 per cent. Our response to the consultation was published in November 2013.</p><p> </p><p>We have monitored the effects of case closure and the new statutory child maintenance scheme and published a research report on case closure in December 2016. This is faster and more accurate than relying on the Child Support Agency (CSA) assessment method of self reported income. Variation is available where parents believe there are additional factors that should be taken in to account. Around 12,000 households that received a payment of Universal Credit in June 2017 were entitled to this additional support – 3% of all households in payment.
