	answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>There is a marked and significant difference in the alcohol-related mortality rates between the most and least deprived local authorities in England. This inequality gap has persisted over the previous seven years.</p><p>As an example of this inequality, Public Health England observed a mortality rate of 84.6 (per 100,000) in Blackpool (the most deprived local authority in England) in 2017, compared to a mortality rate of 37.6 (per 100,000) in Hart (the least deprived local authority in England) for the same period.</p><p>For the local authorities in both groups, there has been no statistically significant change over the previous seven years, maintaining the inequality gap. 	answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>Public Health England’s evidence review ‘The Public Health Burden of Alcohol and the Effectiveness and Cost-Effectiveness of Alcohol Control Policies’ highlighted that in the English population, rates of alcohol-specific and related mortality increase as levels of deprivation increase and alcohol-related liver disease is strongly related to the socioeconomic gradient.</p><p> </p><p>The NHS Long Term Plan signalled our support for improving treatment for patients in deprived areas with expert Alcohol Care Teams working in the 25% worst affected parts of the country supporting patients and their families who have issues with alcohol misuse. It is estimated that these new measures could prevent 50,000 admissions and almost 250,000 bed days over the next five years. 	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>Lower socioeconomic status is associated with higher mortality for alcohol-attributable causes, despite lower socioeconomic groups often reporting lower levels of consumption. The Government is committed to tackling harms from alcohol. As part of the NHS Long Term Plan, we are establishing specialist Alcohol Care Teams in hospitals with the highest rates of alcohol harm. It is estimated that this will prevent 50,000 admissions over five years. Local authorities will also receive over £3 billion in 2019/20 to be used exclusively on public health including alcohol treatment services. Officials have engaged with the RBL on the recommendations of this report which is assisting us shape our work on the Strategy for our Veterans and the development of a new transition policy to better prepare our Service leavers for life after leaving the Armed Forces. This includes work on developing resilience for the future and identifying those who may need additional help.</p><p>The MOD continues to engage with the Service Families Federations and is actively engaged with the welfare and issues of families in isolated locations. A question on loneliness has been introduced into the annual Families Continuous Attitude Survey. This will give the Department a better understanding of the prevalence of loneliness, and whether there are any factors associated with the risk of loneliness. However, in 2017, the Financial Conduct Authority published the results of the Financial Lives Survey which found that 1.3 million UK adults were unbanked, i.e. have no current account or alternative e-money account.</p><p> </p><p>The Financial Lives Survey report contains further information on the characteristics of the unbanked. The report analyses survey results across the four nations of the UK, the nine regions of England, and by rural and urban areas. The FCA intend to repeat the Financial Lives Survey on a regular basis in future. The report can be found here:</p><p> </p><p><a href="https://www.fca.org.uk/publication/research/financial-lives-consumers-across-uk.pdf" target="_blank">https://www.fca.org.uk/publication/research/financial-lives-consumers-across-uk.pdf</a></p><p> </p><p>This government is committed to building an economy where everyone, regardless of their background or income, can access the financial services and products they need, including a bank account. Under the Payment Account Regulations 2015 (PARs) the nine largest personal current account providers in the UK are legally required to offer fee-free basic bank accounts to customers who do not have a bank account or who are ineligible for a bank’s standard current account. Accounts have all the standard payment features such as direct debits and standing orders, though no overdraft or cheque book facilities. The Treasury’s December 2018 publication shows that in total there are nearly 7.5 million basic bank accounts open in the UK.</p><p> </p><p>More generally, in November 2017, the Government announced the creation of the Financial Inclusion Policy Forum. The Forum has now met three times and has successfully brought together key leaders from industry, charities and consumer groups, as well as Government ministers and the regulators, to provide leadership in tackling financial exclusion. The Forum has delivered important work already, and made tangible progress. A sub-group of the Forum set up last summer, examined the issue of access to affordable credit, and made a number of recommendations, many of which formed part of a package on affordable credit presented at Budget 2018.
