We are tackling these barriers, including those faced by survivors of domestic abuse, homeless electors and young people, and have reported on our progress in our follow up report, Democratic Engagement: Respecting, Protecting and Promoting our Democracy.</p><p>Although it did not emerge as a factor in its own right, we are aware of the potential contribution that lack of literacy makes to the under registration of a number of groups, such as those with learning disabilities, homeless people and those with specific language barriers.</p><p>The voter registration website is reviewed regularly to ensure it meets the Government’s service design standards to make it as easy to use as possible and we have produced easy read guides to registering to vote in partnership with Mencap. EROs are therefore entitled to request datasets from organisations which would help them undertake their registration functions.</p><p>Online applications via the Register to Vote website are verified via the Individual Electoral Registration Digital Service (IER DS) using Department for Work and Pensions data. EROs also use local government data in carrying out their registration duties. Health and Wellbeing Boards are required to produce Joint Strategic Needs Assessment (JSNA) for their area. Based on the needs identified the Board produces a Joint Health and Wellbeing Strategy (JHWS). Both the JSNA and JHWS must be taken into account by local authorities, clinical commissioning groups and NHS England when preparing or revising commissioning.</p><p>We believe that local leaders are best placed to make decisions as to the need of the population they serve, including for children and young people’s wellbeing. In this capacity, the EC leads public awareness campaigns on voter registration, notably ahead of elections.</p><p>The Government does not have an allocated budget for advertising voter registration deadlines</p><p>The exception was a government funded campaign in 2015 targeted specifically at overseas electors. This provides the majority of the funding for electoral registration.</p><p>Since the transition to Individual Electoral Registration (IER) in 2014, central Government has provided annual direct funding to local authorities to cover the additional costs of IER compared to the previous household system.</p><p>Since 2015/16, five years of annual funding has been provided by Cabinet Office to cover these additional costs, totalling £96M to date. It is expected that planned reform of the annual canvass of electors will significantly reduce the overall cost of registration. The Government is not therefore minded to make an assessment of the potential merits of ring-fencing IER grant funding.</p><p>Electoral Registration Officers are responsible for delivering electoral registration services and securing funding from the local authorities that appoint them. This includes placing advertising on platforms like Snapchat and Instagram, and buying TV advertising space during times when people aged 16 to 34 make up a larger proportion of the audience.</p><p>The Commission also provides voter registration resources to a wide range of groups or individuals, to use in encouraging registration. These are freely available via the Commission’s website or its ‘Roll Call’ newsletter, to which anyone can subscribe. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Universal Credit (UC) new claim advances provide access to a payment for those in financial need, which can be accessed on the same day, until their first UC payment is due. Claimants can access up to 100% of the total expected monthly award, for which they can pay back over a period of up to 12 months.</p><p> </p><p>The Department has taken a number of steps to ensure that advances meet the needs of claimants and that recovery arrangements are personalised and reasonable. The maximum rate of deductions cannot normally exceed 40 per cent of the Universal Credit standard allowance and does not reduce other components of an award, such as money paid for children, housing or when someone is caring for a severely disabled person. From October 2019 this will be reduced to 30 per cent and from October 2021 we are increasing the maximum recovery period for advances from 12 to 16 months.</p><p> </p><p>However, the Government recognises the importance of safeguarding the welfare of claimants who have incurred debt, so last resort deductions can be applied to protect vulnerable claimants from eviction and/or having their fuel supply (gas/electricity) cut off, by providing a last resort repayment method for arrears of these essential services. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.
