star this property answer text <p> </p><p><em>Role of the Department</em></p><p>Reflecting our responsibilities for local government, housing, planning and communities across England, the work of the Department involves staff travelling to different parts of the country.</p><p>Improved procurement has reduced our average domestic hotel rate in the UK by 8% between 2009-10 and 2012-13. Moreover, domestic flights for longer journeys can avoid the need for paying for staff to stay in a hotel overnight.</p><p>Since 2011-12, the Department accepted responsibility for some new functions outside of London, including residual functions following the closure of the Government Offices for the Regions and then oversight of the European Regional Development Fund following the abolition of the Regional Development Agencies. As these business functions relate to work in areas outside of London and to the European Commission, this has therefore increased our travel spend compared to the base of 2010-11. However, this is far more than offset by the very significant savings to taxpayers of the abolition of these regional bodies.</p><p>Based on current estimates (which reflect accounting consequences from machinery of government changes) the DCLG Group is reducing its annual running costs by around 40% in real terms between 2010-11 and 2014-15. This equates to net savings of at least £532 million over this spending review period and includes savings of around £420 million from the closure of the Government Offices for the Regions.</p><p>In addition to this, I note that the Regional Development Agencies were spending in the region of £246 million a year on administration (as cited in 11 March 2009, <em>Official Report</em>, Column 592W).</p><p><em>Spending data</em></p><p>The tables below list spending on travel by financial year. star this property answer text <p>Protecting low income and vulnerable consumers when it comes to their energy costs is a priority for this Government. This is why the Energy Company Obligation, our main domestic energy efficiency scheme, will now be solely focused on upgrading the homes of those on low incomes to help tackle the root cause of fuel poverty.</p><p> </p><p>The Government has also recently extended the Warm Home Discount scheme, which supports over 2 million low income and vulnerable households by cutting £140 off their winter energy bills.</p><p> </p><p>The Government is also introducing the energy price cap to protect over 11 million households on poor value standard variable tariff deals this winter.</p> more like this

star this property answer text <p>Government is addressing fuel poverty by improving home energy efficiency and making energy more affordable for vulnerable households. Parliament has passed legislation to introduce an energy price cap, protecting households on standard variable and default tariffs in addition to the protection provided by the pre-payment and vulnerable customer safeguard tariffs. Over 2 million low income and vulnerable households will also benefit this winter from the Warm Home Discount, a £140 rebate on their energy bill which we have committed to through to 2021 and all pensioner households receive between £100 and £300 over the winter months through the Winter Fuel Payment.</p><p> </p><p>We have also announced that we will focus all of the £640 million per year Energy Company Obligation on low income and vulnerable households from 2018 to 2022. This new scheme will also include support for innovation, aimed at improving quality and reducing the cost of technologies that will be required to meet the fuel poverty target. Beyond those dates, we committed through the Clean Growth Strategy to extending support for energy efficiency at least at the current level of ECO through to 2028, meaning over £6 billion of investment will be made into home energy efficiency over the next ten years. In addition, we introduced legislation in April this year requiring private landlords to improve the energy efficiency of F and G rated properties, so that all tenants can heat their home at a reasonable cost.</p>

star this property answer text <p>The Government has initiated a supply chain plan policy in the renewable electricity sector. To be able to take part in the allocation process for a Contract for Difference, developers of projects above 300MW must submit a supply chain plan providing evidence that the project will make a material contribution to the economic growth and viability of the industrial supply chain. Any plans assessed by Government to be unsatisfactory would not be allowed to enter the Contract for Difference round. In addition the Offshore Wind Industry Council – a partnership between industry and Government - is taking forward actions from the offshore wind supply chain review conducted by Matthew Chinn that was published last month.</p><p> </p><p>Through the industrial strategy programme, we are working in partnership with industry to develop strong supply chains in the UK. We have set out a range of measures in our sector strategies published last year, which we are continuing to deliver.</p><p> </p> more like this

star this property answer text <p>Since August 2012 the Department for Business, Innovation and Skills has benefitted from having central records of contracts let by the Department. However, the operational management of each contract continues to rest with the respective project SRO (Senior Responsible Owner) or team, and there may often be valid reasons for any subsequent contract changes. The Department is reviewing its Commercial Strategy and expects to increase management information in this area soon but presently lacks the capacity to marry contracts let with actual payments made, and to do so would involve disproportionate cost.</p> more like this

star this property answer text <p>The most recently published UK Construction Purchasing Manager’s Index, for October 2014, indicated a strong overall increase in UK construction output albeit with slightly weaker growth than in previous months. The index remains much higher than the long-run average and the industry is optimistic about the future.</p><p> </p><p>The Department for Business, Innovation and Skills continues to support the industry by working with the industry to remove barriers to growth by improving the planning system, access to finance, and easing the burden of regulation.</p><p> </p><p>On the demand side, we are stimulating the house building industry - in Autumn Statement 2013 my Rt. Hon. Friend the Chancellor of the Exchequer announced a £1bn extension of the Local Infrastructure Fund for large scale housing sites, to unlock around 250,000 homes over 6 years. We are also stimulating infrastructure development. The National Infrastructure Plan (NIP) sets a strategic vision for forthcoming infrastructure needs. It has identified a pipeline of over 500 projects costing around £250bn to 2015 and beyond.</p><p> </p><p>On the supply side, we are working closely with the Construction Leadership Council to ensure that the industry is well placed to respond to growing markets, tackling issues such as skills, innovation, sustainability, productivity, efficiency and export performance.</p><p> </p>

star this property answer text <p>UK Trade and Investment (UKTI) is in discussion with a number of potential sponsors, and will announce sponsorships as they are contractually confirmed.</p><p> </p><p> </p><p> </p><p>UK companies will be offered a range of opportunities to promote their products, services and expertise; at the UK Pavilion; in the centre of Milan as part of a global business programme; and as part of the wider campaign ‘Grown In Britain’ which will be delivered internationally through UKTI/Foreign &amp; Commonwealth Office global networks.</p><p> </p><p> </p><p>Construction is proceeding according to timetable. The Expo organisers handed over the UK lot on 28 October 2014. The foundations of our Pavilion are complete. The manufacture of prefabricated elements of the Pavilion has begun in York. star this property answer text <p>The European Union's Fourth Anti Money Laundering Directive (4MLD) was implemented into UK legislation by 'The Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017', which came in to force on 26 June 2017. Digital currency exchanges are not regulated for the purposes of 4MLD, so there is no requirement to undertake Customer Due Diligence for trade and investment in digital currencies at present.</p><p> </p><p>The government has however committed to bringing digital currencies into the scope of anti-money laundering and counter terrorist financing (AML/CTF) regulation. Provisional political agreement has recently been reached at EU-level to amend 4MLD to bring digital currency exchange platforms and custodian wallet providers into the AML/CTF regime.</p><p> </p><p>These amendments will require Member States to oblige these entities to conduct customer due diligence when establishing a business relationship, when carrying out occasional transactions of €15,000 or more, when carrying out a transfer of funds exceeding €1,000, where there is a suspicion of money laundering or terrorist financing, and when there are doubts about the veracity or adequacy of previously obtained customer identification data.</p>
