star this property answer text <p>The government is committed to delivering a sustainable long-term solution to poverty in all its forms and in all parts of the UK by building a strong economy and ensuring that the benefit system works with the tax system and the labour market to support employment and higher pay.</p><p>The evidence shows that full time work substantially reduces the risk of being in poverty. Universal Credit is designed to help people move into work faster, stay in work longer and spend more time looking to increase their earnings, provides more financial help with childcare costs and removes the 16-hour ‘cliff edge<strong>’</strong> for those who are working. To help families keep more of what they earn we have delivered another rise in the National Living Wage, increasing a full-time worker’s annual pay by over £2,750 since its introduction, and by nearly £3,700 with the recently announced rise from this April, with our tax changes making basic rate tax payers over £1,200 better off from April 2019, compared with 2010.</p><p>In order to develop a better understanding of the drivers of food insecurity and identify which groups are most at risk we have introduced a new set of food security questions in the Family Resources Survey questionnaire from April 2019 onwards. This will enable us in the future to monitor the prevalence and severity of household food insecurity across the UK and for specific groups.</p>

star this property answer text <p>The use of patient information must comply with data protection legislation and the common law duty of confidence, where appropriate. Personal health data can only be used for purposes beyond individual care and treatment in specific circumstances and there must be a legal basis for any disclosure.</p><p>Confidential patient information can only be shared for non-health purposes where an individual has provided consent, where there is an over-riding public interest, where the information is required by law, or where there is a legal gateway which sets aside the common law duty of confidence. Any disclosure of patient data held within NHS Digital must comply with section 261 of the Health and Social Care Act 2012. Applications for access to patient data held by NHS Digital is made to its Data Access Request Service.</p><p>The National Data Opt-Out introduced in 2018 allows patients, in specified circumstances, to opt-out of their information being used for research or planning purposes and has been mandatory since 31 July 2022.</p>

star this property answer text <p>Health and care organisations must ensure there is a lawful basis for sharing confidential patient information from a person's medical records for purposes beyond their individual care and treatment. This will generally mean that the person has provided their consent; there is a statutory or other legal requirement to disclose information; or there is an overriding public interest justification.</p><p>When using personal data, health and care organisations must comply with UK General Data Protection Regulation (UKGDPR) requirements and are guided by the eight Caldicott principles which state that confidential patient information should only be used when it is lawful, necessary and there is a clear purpose for doing so.</p><p>There are a limited number of legal gateways that set aside the common law duty of confidentiality, such as the powers of NHS Digital under the Health and Social Care Act 2012 to require or request data- for example for purposes directed by the Secretary of State for Health and Social Care. In addition, where it can be demonstrated that it is impracticable to obtain patient consent or work with anonymised data, the Health Service (Control of Patient Information) Regulations 2002 permit personal information to be used for cancer registries, communicable diseases and other threats to public health and enable the approval of the use of confidential patient information for other ‘medical purpose’s such as research, clinical audit and service planning by the Health Research Authority (HRA), for research, or the Secretary of State, for other medical purposes. Before approving such applications, the HRA and Secretary of State must be advised by the Confidentiality Advisory Group, an independent body which considers all applications, balancing patient and public interest with appropriate use of confidential patient information without consent.</p><p>Both the UKGDPR and Caldicott principles include specific principles related to transparency and it is the responsibility of each health and care organisation to make a range of information materials readily available to patients and members of the public about what, why, how, when and where confidential patient information might be shared.</p>

star this property answer text <p>Contract spend for the provision of Foundry core platform services to National Health Service organisations was £23.5 million from 12 December 2020 to 11 December 2022, and £11.5 million from December 2022 to June 2023.</p><p>NHS England is in the process of re-procuring the COVID-19 Data Platform, which is hosted on Foundry, and has recently launched an open tender for a Federated Data Platform and Associated Services. It is anticipated that a contract will be awarded to the successful supplier in Autumn 2023.</p><p>NHS England is undertaking a fair, open and transparent procurement process to re-procure this service. It is inevitable that some form of transition will be required regardless of the successful supplier and as such, it is likely that NHS England will be required to continue to contract with the incumbent supplier to manage this transition.</p> more like this

star this property answer text <p>Procurement within the National Health Service is conducted within the rules of the Government’s Public Contracts Regulations 2015, which stipulates that all suppliers are treated fairly and equally in the procurement process.</p><p> </p><p>Procurement Policy Notes (PPNs) also provide provisions to allow contracting authorities not to unfairly exclude small and medium-sized enterprises (SMEs). In November 2020, PPN 11/20 published Reserving Below Threshold Procurements, allowing contracting authorities to restrict certain threshold procurements for SMEs, which is available at the following link:</p><p> </p><p><a href="https://www.gov.uk/government/publications/procurement-policy-note-1120-reserving-below-threshold-procurements" target="_blank">https://www.gov.uk/government/publications/procurement-policy-note-1120-reserving-below-threshold-procurements</a></p><p> </p><p>PPN 01/23 Requirements to Publish on Contracts Finder, published in January 2023, reminded contracting authorities to publish all contract opportunities on Contract Finder. For NHS trusts and Foundation trusts this is set at £30,000.</p><p> </p><p>SMEs are critical to the NHS Supply Chain, and the NHS is fully committed to supporting SMEs so they can supply to the NHS. NHS England is establishing a strategic supplier relationship programme to help build and enhance our relationship with NHS suppliers, including SMEs.</p>

star this property answer text <p>The implementation of Foundry products in Newcastle Hospitals NHS Foundation Trust is centred around two key solutions using the platform.</p><p>The first of these is the Improving Elective Care Coordination for Patients Programme (IECCP), which provides solutions designed to: validate waiting lists to ensure accuracy; enable clinicians to tell patients where they are on the waiting list and easily reprioritise them where required; and calculate the number of un-booked minutes in a theatre session and ‘suggest’ patients to fill gaps based on their priority, making theatre scheduling significantly more efficient. The rollout of IECCP at Newcastle Hospitals NHS Foundation Trust has been live since March 2023.</p><p>The second of these is the OPTICA solution deployed as part of the Dynamic Discharges programme of work, which is designed to: provide a blueprint to help the National Health Service manage the way patients are discharged, freeing up beds for those in most need; increase the timeliness of discharge for patients; and improve bed utilisation. Rollout of the OPTICA solution at Newcastle Hospitals NHS Foundation Trust is dependent on the implementation of the IECCP modules (which were completed in March 2023) and updates to the Trust’s Electronic Patient Record to enable electronic collection of discharge information.</p><p>Due to operational pressures, the Trust temporarily paused engagement of OPTICA. However, it is now in a position to recommence activity.</p><p> </p><p> </p><p>No costs have been incurred as a result of the pause in delivery because the OPTICA implementation resources originally allocated to the Trust were diverted to implement the solution in other trusts. However, the OPTICA Team is now scheduled to begin discussions with the Newcastle Hospitals NHS Foundation Trust to implement OPTICA as quickly as the Trust can accommodate.</p>
