star this property answer text <p /> <p /> <p>I have been asked to respond as Minister with responsibilty for the Health and Safety Executive (HSE).</p><p> </p><p>Reviews of health and safety regulation carried out for the Government by Lord Young and by Professor Ragnar Löfstedt, and endorsed in HSE's recent triennial review, found a near universal agreement that the UK legal framework is fit for purpose. However, there does exist some misunderstanding about what H&amp;S legislation actually requires.</p><p> </p><p>Partly in response to this, the Health and Safety Executive's Myth Busters Challenge Panel allows the public to challenge decisions and policies ascribed to health and safety if they believe them to be incorrect.</p><p>To date the Panel has considered over 270 cases. star this property answer text <p>DWP has well published processes for customers to request access to the information that the Department holds about them; on its web pages, in its Privacy Statement that is available on-line and in hard copy, and in its published reports. Requests may be handled as business as usual or as a Subject Access Request in accordance with the Data Protection Act 1998. Regardless of the manner of the request and response the customer will receive the full record of their personal information relating to their request.</p><p> </p><p> </p><p> </p><p>DWP has a duty to ensure that its customer records are fully maintained, up to date and accurate, and will routinely amend records from information that it has received in the normal course of its customer engagement or following a specific request.</p><p> </p> more like this

star this property answer text <p /> <p>No estimate has been made of savings arising from the introduction of the Q&amp;A system. The introduction of the Q&amp;A system has had no impact on existing or planned ICT systems.</p><p> </p><p>One of the benefits of the new system is the possibility for the reporting of the timeliness of answers to Parliamentary Questions to be delivered with greater consistency and accuracy across all answering bodies. It will be for the Procedure Committee to evaluate the effectiveness of the new system in improving performance when it assesses the evidence following the end of the session.</p> more like this

star this property answer text <p>Companies are not required by law to publish data on their health and safety performance, and consequently the Health and Safety Executive does not offer generic guidance on this.</p><p> </p><p> </p><p> </p><p>However, for high hazard businesses operating under the Control of Major Accident Hazards Regulations 1999, the competent authority, comprising HSE and the relevant environmental regulators, has recently (October 2014) published a Performance and Recognition Framework which describes how it takes account of business performance in planning its interventions. The Framework encourages the adoption by major hazard operators of industry-wide Process Safety Leadership Principles, which advocate the use of performance indicators, publication of performance information and sharing of good practice across sectors.</p><p> </p> more like this

star this property answer text <p /> <p>The Health and Safety Executive (HSE) collects information on health and safety practices of companies through a range of statutory notification schemes, licencing and permissioning regimes and the information recorded by HSE Inspectors during their interventions to enable it to fulfil its role as a regulator. These include:</p><p>· Notifications of reportable incidents and offshore releases of hydrocarbons under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR)</p><p>· Notifications of planned construction projects and work with Ionising Radiation</p><p>· Applications for asbestos licences and consents under the Control of Major Accident Hazards Regulations 1999 (COMAH)</p><p>· Information on the management of workplace health and safety risks from the inspection of sites and investigation of incidents</p><p> </p><p>Formal enforcement action, including improvement and prohibition notices and prosecutions, taken as a result of HSE regulatory activities is set out in public registers published on HSE’s website at <a href="http://www.hse.gov.uk/notices/" target="_blank">http://www.hse.gov.uk/notices/</a> and <a href="http://www.hse.gov.uk/prosecutions/" target="_blank">http://www.hse.gov.uk/prosecutions/</a></p><p> </p><p>Various statistical analyses on health and safety performance of industries across Great Britain are also published on the HSE website at <a href="http://www.hse.gov.uk/statistics/" target="_blank">http://www.hse.gov.uk/statistics/</a>.</p>

star this property answer text <p /> <p><strong> </strong></p><p>There is no specified number of days an individual should have for training as it would depend on an individual’s job role, the length of time they have been in post, any changes to their job role and their personal capability level and developmental needs.</p><p> </p><p>Training can be undertaken as attendance at formal classroom based events recorded as training days but developmental needs can also be met through less formal activities – job shadowing, mentoring, on the job learning, downloading resources from Civil Service Learning and so on.</p><p> </p><p>In line with the Departmental People Performance Policy, development needs are set and reviewed as part of regular discussion between an individual and their line manager looking at continuous development to maintain and potentially enhance performance. From these discussions the amount of developmental activity necessary (including formal training days) will emerge for each person.</p><p> </p><p>In addition the Civil Service Reform Plan outlines a Civil Service wide commitment to each individual having at least 5 days a year of developmental activity but this will not be just training – many other activities would contribute to an individual’s 5 days a year.</p>

The establishment of a common curriculum of products for learning provision across the Civil Service through CSL reduced duplication and overlap between courses and a more blended approach led to more learning activity taking place through E learning and other interventions rather than a classroom based solution.</p>
