star this property answer text <p>NHS England is working with partners across the criminal justice and immigration removal system to improve services for offenders and detainees with mental health difficulties.</p><p> </p><p>National Health Service England specialised commissioners and NHS England health and justice (H&amp;J) Commissioners have also been working collaboratively alongside the mental health team in NHS England to develop work to improve mental health of prisoners and to develop and improve the system for transfers and remissions of adult prisoners to mental health hospitals</p><p> </p><p>Mental health summits are being delivered regionally to develop the whole offender mental health pathway, identifying local anomalies, and gaps as well as good practice, and producing locally owned action plans to improve services.</p><p> </p><p>In addition, new service specifications have been published for both low and medium secure hospitals as well as prison mental health services. The prison mental health specification embeds the ‘Standards for Prison Mental Health Services’, developed by the Royal College of Psychiatrists to ensure high quality care for all.</p>

star this property answer text <p>NHS England is the commissioning body responsible for ensuring high quality low, medium and high secure hospital accommodation.</p><p> </p><p>As part of this role, NHS England has developed a national approach to ensuring close partnership working with local NHS England health and justice teams to review patients’ needs and expedite access to secure mental health beds. This also includes a more detailed understanding of challenges in the system in relation to remissions from hospital to prison, so that access, progress and throughput is improved.</p><p> </p><p>NHS England commissioned a repeat of the 2017 National Health Service benchmarking audit on transfers and remissions in early 2019, and a full analysis of this data is currently taking place. This information will help to ensure that challenges and delays in the system are addressed to ensure timely and appropriate transfers of care.</p><p> </p><p>The current ‘Prison Transfer and Remission Best Practice Guidance’, published by the Department in 2011, is being reviewed and two separate documents are being developed to replace it: one for immigration removal centres and another for prisons.</p>

star this property answer text <p>The Government has welcomed and accepted the recommendations in the Chief Medical Officer for England Annual Report ‘Generation Genome’ published in July 2017. In her report, Dame Sally Davies recommended the recommissioning of genomics services nationally.</p><p> </p><p>NHS England launched a procurement for genomic laboratory services in December 2017, which is still live. The aim of the procurement is to put in place a world-class resource for the National Health Service delivering cutting-edge genomic technology to deliver equitable access for patient benefit. As part of the evaluation NHS England will assess, amongst other areas, the proposed organisational and governance structures of the genomic laboratories and their ability to deliver high quality genomic tests equitably to patients across England.</p> more like this

star this property answer text <p>The project is regularly reviewed by Infrastructure and Projects Authority which provides independent assurance to the most complex and strategically significant projects across Government.</p><p> </p><p>A number of pilot sites were in operation prior to the start of the 100,000 Genomes Project. Following the evaluation of these pilot projects, processes were put in place for how the 100,000 Genomes Project is delivered at scale across the country.</p><p> </p><p>Learning from the 100,000 Genomes Project has been key to the development of a new National Genomic Medicine Service and National Genomic Test Directory by the National Health Service in England both of which will become operational in autumn 2018.</p><p> </p><p>A study ‘Understanding Experiences of Recruiting for and Participating in Genomics Research’ is being undertaken at the Departmental–funded Policy Innovation Research Unit. The study will include people's experience of taking part in the 100,000 Genomes Project and is due to report in 2018.</p>
