answer text <p>It is the responsibility of the individual National Health Service trust or NHS foundation trusts to ensure that patients are treated by suitably qualified staff.</p><p> </p><p>The Department encourages patients to make an informed decision before having medical operations. As part of this, patients can ask to have information on the clinical staff that will be conducting any medical operation and the Department would expect that the trust should provide this information to them.</p><p> </p><p>The NHS Constitution sets out patients' rights when using NHS services, these include:</p><p> </p><p>- The right to be treated with a professional standard of care, by appropriately qualified and experienced staff, in a properly approved or registered organisation that meets required levels of safety and quality; and</p><p>- The right to be involved in discussions and decisions about your health and care, including your end of life care, and to be given information to enable you to do this. Where appropriate this right includes your family and carers.</p><p> </p><p>One of the Care Quality Commission's (CQC) core 16 quality and safety standards, is that providers must ensure that those carrying on a regulated activity, such as medical operations, must have the qualifications, skills and experience necessary for the work to be performed. The CQC can take action against healthcare providers if they are concerned about them employing inappropriately qualified staff.</p><p> </p><p>In addition, the General Medical Council (GMC) holds the central registers of doctors' qualifications. The medical register shows who is properly qualified to practice medicine, whilst the specialist register shows doctors who have completed specialist training, including surgical training. Patients may visit the GMC website to search the Medical Register online.</p><p> </p><p>On patient consent, the GMC's guidance, <em>Consent: patients and doctors making decisions together</em> states patients must be provided with the information they have requested on:</p><p> </p><p>“the people who will be mainly responsible for and involved in their care, what their roles are, and to what extent students may be involved.”</p><p> </p><p>This means that as part of the consent process, doctors are expected to give honest answers to any questions from patients, including questions about their qualifications to carry out the particular procedure in question. This is specifically expressed in the GMC's document, <em>Good Medical Practice, </em>paragraph 66, where it says“You must always be honest about your experience, qualifications and current role.”</p><p> </p>

answer text <p> </p><p>In the new planning guidance, launched on 6 March, we have made it crystal clear that councils need to consider the strict tests set out in national policy and, where these are not met new development should not be allowed. These tests, set out in the National Planning Policy Framework, include ensuring new development does not increase flood risk elsewhere. The tests are designed to protect people and property from flooding and give councils the robust ability to reject unacceptable planning applications.</p><p>We also expect Strategic Flood Risk Assessments, prepared by local councils to inform Local Plans, to consider flood risks to and from surrounding areas in the same flood catchment.</p><p> </p><p><strong> </strong></p><p> </p> more like this

answer text <p> </p><p>Decisions on rateable values are made independently of Ministers by the Valuation Office Agency. All rateable values are based on the rental value of the property and for public houses rates are based on actual rents paid by tenants. Ratepayers should contact the Valuation Office Agency if they are concerned about their rateable value and may appeal to the independent Valuation Tribunal if their dispute cannot be resolved.</p><p>As part of our review of business rates administration, the Government will consider options for arriving at a rental based assessment for non-domestic properties including public houses and the discussion paper, published last month, invites views on this issue.</p><p> </p><p> </p><p> </p> more like this

answer text <p>There is currently already provision in the Medical Act 1983 (s.49) which makes it an offence for a person to pretend to be or use the title “surgeon” which implies registration with the General Medical Council.</p><p> </p><p>However, as part of a longer title, the title “surgeon” has not been restricted and is widely used for other specialist employment roles e.g. tree surgeon, veterinary surgeon etc.</p><p> </p><p>The Law Commission has recommended in its report on the regulation of health care professionals and social care professionals in England, published April 2014, that the Government should consider undertaking a full review of existing protected titles and functions, and related offences. We will consider the Law Commission's proposals and produce a formal response in due course.</p><p><strong> </strong></p><p> </p> more like this

In this Parliament we have committed £278m of funding directly for cycling in England; this includes junction safety schemes and traffic free and traffic calmed routes.</p><p> </p><p>We have also made it easier for local authorities to implement 20 mph zones and other highway measures to support cycle safety, and we encourage them to consider these measures on their highway network.</p> more like this

We have confidence that local authorities will show the leadership necessary to work together in order to produce Local Plans that are effective and deliverable on important cross-boundary matters. My Department has also published an on-line set of planning guidance, which includes new advice to local authorities on the Duty to Co-operate across local authority boundaries. answer text <p>The Health and Social Care Information Centre (HSCIC) register as published on 3 April 2014 only covers data releases approved and data released by the HSCIC within the period 1 April 2013 to 31 December 2013.</p><p> </p><p>The applications the hon. Member refers to have been approved by the Data Access Advisory Group's (DAAG) but are not included on the HSCIC Register of Approved data releases as they are not within the scope outlined for the following reasons:</p><p> </p><p>(a) Department of Health Dental and Eye Care Analytical Team DAAG application reference 240413-a, this request was for additional access for an individual field by Department of Health through the Business Objects on-line system, access to which was approved prior to 1 April 2014. This means of access has subsequently been replaced, and the Department's access to the new system is covered by row id 373 in the approved release register;</p><p> </p><p>(b) HCV Research UK DAAG application reference MR1316 – the release of data to this customer has not yet been approved by the HSCIC;</p><p> </p><p>(c) Hull and East Yorkshire Hospitals NHS Trust section 251 notification DAAG application reference MR1320 – the applicant has received no data from the HSCIC within the time period; and</p><p> </p><p>(d) UK Biobank DAAG application reference MR1109 – this was approved prior to 1 April 2013.</p>
