Implementation of the Public Order Act measures is staggered.</p><p>The Government respects the will of Parliament and is working to commence Safe Access Zones as soon as is practicably possible. This includes engagement with Afghan women's organisations, both in Afghanistan and in the UK and diaspora. For example, officials regularly engage with the All-Party Parliamentary Group (APPG) for Afghan Women and Girls led by Wendy Chamberlain MP and the Afghan Women Support Forum, established by Baroness Hodgson of Abinger. Pakistan has a long history of welcoming vulnerable refugees. We urge them to respect the human rights of all Afghans in Pakistan. We are working with the UN Refugee Agency (UNHCR) to ensure Pakistan adheres to its international human rights obligations. Since September, we have committed £16 million to the International Organisation for Migration in Afghanistan to support vulnerable undocumented people returning from Pakistan and Iran.</p><p>We are also committed to ensuring human rights are respected in Afghanistan. The former Foreign Secretary, James Cleverly, discussed this with Caretaker Prime Minister Kakar and Caretaker Foreign Minister Jilani and received assurances towards the safety of Afghans who are eligible for UK resettlement under the ARAP (Afghan Relocations and Assistance Policy) and ACRS (Afghan Citizens Resettlement Scheme) schemes. We encourage Pakistan to adhere to its international human rights obligations and provide opportunities for refugees to register for asylum. This includes pressing on human rights, including the rights of women and girls and minorities. We are clear that Afghanistan needs more inclusive governance that is representative of its citizens. We have therefore encouraged the Taliban to engage with a diverse range of Afghans, particularly women and civil society representatives, and listen to their views. On 7 February 2019, the Government published its response to the consultation on the Regulation of Medical Associate Professions in the United Kingdom, confirming its decision to introduce statutory regulation for PAs and AAs. Most respondents to the consultation were in favour of the General Medical Council (GMC) taking on regulation.</p><p>Following further work by the Department, on 18 July 2019, the Government announced that it would be asking the GMC to regulate both roles. No further assessments have been made of the potential merits of the Health and Care Professions Council (HCPC) regulating PAs and AAs and there have been no recent discussions with the HCPC on this matter.</p><p>Regulation by the GMC will mean that the organisation will have responsibility and oversight of all three professions allowing them to take a holistic approach to the education, training, and standards of the roles.
