star this property answer text <p>The legal profession in England and Wales operates independently of government. The responsibility for regulating the sector sits with the approved regulators, overseen by the Legal Services Board (LSB). The Solicitors Regulation Authority (SRA) is responsible for regulating the professional conduct of solicitors, as well as most law firms in England and Wales. The SRA’s role involves protecting clients and the public. The different ways in which they can provide support to consumers of legal services can be found on their website: <a href="https://www.sra.org.uk/consumers/who-we-are/expect-from-us/" target="_blank">SRA | What you can expect from us | Solicitors Regulation Authority</a>.</p><p> </p><p>For clients based in Scotland, the Law Society of Scotland (TLSS) is the professional body responsible for regulating Scottish solicitors. They have confirmed that they are taking measures to meet their regulatory obligations and assist consumers impacted by the collapse of WW &amp; J McClures. Advice for those affected by the collapse of McClures can be accessed on TLSS’s website: <a href="https://www.lawscot.org.uk/news-and-events/law-society-news/mcclures-jones-whyte-faqs/" target="_blank">https://www.lawscot.org.uk/news-and-events/law-society-news/mcclures-jones-whyte-faqs/</a>.</p><p> </p><p>The Government is aware of the issues surrounding WW &amp; J McClures collapse, which involve multiple regulators responding to former clients across Scotland, England and Wales. Government officials have spoken to the SRA, which has confirmed that it is aware of the issues at hand and is continuing to investigate them at a senior level. There are several routes in place to ensure consumers have access to support in the event of the collapse of their solicitor’s law firm.</p><p> </p><p>The Legal Ombudsman (LeO) deals with service complaints against regulated legal services providers – including those who are no longer operational. Their website provides information with regards to the different routes available for consumers depending on their personal circumstances: <a href="https://www.legalombudsman.org.uk/for-consumers/factsheets/complaining-about-closed-service-providers/" target="_blank">Complaining about closed service providers | Legal Ombudsman</a>.</p><p> </p><p>With regards to the issue of raising awareness among clients of McClures, there are requirements with respect to the advertising and publication of an insolvency so that creditors and other interested parties are made aware. The administration of McClures was advertised as required in the <a href="https://www.thegazette.co.uk/notice/3796214" target="_blank">London Gazette</a>. Information for former clients of McClures in Scotland was also published by <a href="https://www.lawscot.org.uk/news-and-events/law-society-news/mcclures-jones-whyte-faqs/" target="_blank">Law Society of Scotland</a>. This figure was calculated by dividing the number of women at senior civil servant 2 grade on full time contracts by the total number of staff at senior civil servant 2 grade on full time contracts. This figure includes the Department, as well as its executive agencies – Education and Skills Funding Agency, Teaching Regulation Agency, Standard and Testing Agency.</p><p>The official public sector employment statistics published in June 2023 by the Office for National Statistics include data on the proportion of staff on temporary contracts who are women. This detailed our planned reforms to make Paternity Leave and Pay more flexible and easier to take, including increasing the period of time within which leave can be taken and allowing it to be taken in non-consecutive blocks. In line with other parental pay entitlements, Paternity Pay is paid at the statutory rate.</p><p>The standard rate of Statutory Paternity Pay and Statutory Maternity Pay is reviewed annually and from April 2023, it increased by September's CPI figure of 10.1 per cent to £172.48.</p> more like this

This detailed our planned reforms to make Paternity Leave and Pay more flexible and easier to take, including increasing the period of time within which leave can be taken and allowing it to be taken in non-consecutive blocks. In line with other parental pay entitlements, Paternity Pay is paid at the statutory rate.</p><p>The standard rate of Statutory Paternity Pay and Statutory Maternity Pay is reviewed annually and from April 2023, it increased by September's CPI figure of 10.1 per cent to £172.48.</p> more like this

star this property answer text <p><strong>Digital Skills</strong></p><p>The Government recognises that digital skills are becoming ever more important in the economy. Last year, we launched the UK <a href="https://www.gov.uk/government/publications/uks-digital-strategy/uk-digital-strategy#s3:~:text=3.%20Digital%20skills%20and%20talent" target="_blank">Digital Strategy</a>, which set out our commitment to develop digital skills across the whole of the UK.</p><p> </p><p>To grow the digital workforce in the UK, the government has introduced a range of interventions across the digital skills pipeline and at all levels. This includes ensuring there is a range of flexible courses available for people already in the workforce. As part of Skills for Life, the government launched Skills Bootcamps, which offer free, flexible courses lasting up to 16 weeks, with a guaranteed job interview at the end. The Department for Education is increasing investment to up to £150 million this year.</p><p> </p><p>To provide people with the opportunity to develop specialised AI and data skills, even for those who have no previous experience, the government has made a £30 million investment via two phases in AI and Data science conversion courses. The government is committed to ensuring the tech sector is diverse, which is why the government has funded scholarships for underrepresented groups to earn a masters degree on these courses, and has supported the Tech Talent Charter (TCC) since 2017.</p><p><strong>Digital Inclusion</strong></p><p><strong> </strong></p><p>The government is committed to closing the digital divide and meeting our commitment that nobody should be left behind in the digital age. This directly supports the UK’s <a href="https://www.gov.uk/government/publications/uks-digital-strategy/uk-digital-strategy#the-whole-uk-spreading-prosperity-and-levelling-up" target="_blank">Digital Strategy </a>and its “vision to enable everyone, from every industry and across the UK, to benefit from all that digital innovation can offer.”</p><p> </p><p>Supporting people to engage in an increasingly digitalised world involves overcoming the barriers to access, skills, motivation and trust identified in the government’s digital inclusion strategy. A range of departments support the government’s approach to removing these barriers.</p><p> </p><p>The Department for Science, Innovation and Technology is tackling these issues by continuing to invest in digital infrastructure to broaden gigabit-capable and mobile-network coverage. To support low income households stay connected, the Government continues to work with telecoms providers to ensure market provision of low-cost broadband and mobile tariffs.</p><p> </p><p>The Department for Education are providing access to essential digital skills courses through the Essential Digital Entitlement and the Adult Education budget. The Department for Culture, Media and Sport are leveraging our national network of libraries to serve as an alternative point of internet access with in-person support. Department for Work and Pensions are referring claimants to essential digital skills courses to improve their chances of securing employment and supporting eligible claimants with the provision of devices and connectivity connection. Cabinet Office is setting an example by monitoring the accessibility of all public sector websites to make sure that everyone, including people with disabilities and impairments, can access public services.</p><p> </p>

star this property answer text <p>The Driver and Vehicle Standards Agency (DVSA) is dedicated to ensuring all candidates have equal and fair access to the driving theory test.</p><p> </p><p>The DVSA has worked with the British Dyslexia Association to implement changes to the theory test to make it more accessible for learners allowing them to have their knowledge and understanding checked, without putting them at an undue disadvantage.</p><p> </p><p>These changes include:</p><ul><li>removing continuation questions</li><li>adding more pictures</li><li>replacing words like “increase” and “decrease” with words like “faster” and “slower”</li><li>increasing the font size</li><li>removing red font</li></ul><p> </p><p>Candidates who have reading difficulties can request an English or Welsh voiceover. star this property answer text <p>The Food Standards Agency (FSA) has policy responsibility for food safety, including food allergen labelling, in England, Wales and Northern Ireland, and Food Standards Scotland are responsible for food allergen labelling in Scotland. Food businesses have a duty to inform customers about 14 mandatory allergens which are recognised across Europe as the most common allergenic ingredients of public health concern. Pulses and legumes (with the exception of peanuts) are not included in the list of 14 mandated allergens. The prevalence of allergy to pulses and legumes in the United Kingdom is currently unknown, though any emerging evidence will continue to be assessed as it becomes available.</p><p>Food businesses who sell prepacked or prepacked for direct sale foods, such as food-to-go, are required to provide a full list of ingredients, and to highlight the 14 allergens on packaging. Those with an allergy or intolerance to foods outside of the 14 mandated allergens should be able to check the ingredients list and avoid the foods they need to.</p><p>For non-prepacked food, such as food served in a restaurant, the food business must provide information on the presence of any of the 14 allergens. They can do this in writing or verbally. People with food hypersensitivities should ask if the food they wish to avoid is used in any of the dishes. If in doubt, or the information cannot be reliably provided, the advice is to not eat at the premises.</p>

We will monitor a range of indicators and international comparisons across the innovation system</p><p><br>We are working across Government and sectors to ensure progress against this Framework. By the end of 2023, we will publish an update setting out the progress that we have made, and the further action that must be taken on our path to being a Science and Technology Superpower by 2030.</p>

star this property answer text <p>The UK remains a world leader in efforts to end the global AIDS epidemic and funds all key partners in the global AIDS response, including the Joint United Nations Programme on HIV/AIDS (UNAIDS), World Health Organization, Unitaid and the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as the Robert Carr Fund.</p><p>Our recent pledge of £1 billion to the Global Fund will help to save over 1 million lives, including by providing antiretroviral therapy for 1.8 million people and HIV counselling and testing for 48 million people. Our funding for the Robert Carr Fund and UNAIDS supports initiatives to empower local civil society and grassroots organisations, predominantly in the Global South, to increase access to HIV prevention, testing and care services.</p> more like this

This includes our £1 billion contribution to the seventh replenishment of the Global Fund to Fight AIDS, TB and Malaria; as well as £1.65 billion to Gavi (the Vaccine Alliance) to immunise 300 million children and save up to 8 million lives from vaccine preventable diseases by 2025. star this property answer text <p>By working with TLS, the commercial partner, we are continuing to provide access to Visa Application Centres (VAC) throughout Turkey. Adana VAC increased its opening days from 3 to 5 days a week to meet demand closest to the earthquake area. star this property answer text <p>Support for low-income homeowners is provided through the Support for Mortgage Interest (SMI) loans scheme. SMI is available for homeowners who qualify for an income-related benefit and are unable to meet their mortgage repayments. The primary purpose of SMI is to enable people to stay in their homes without fear of repossession. SMI makes a contribution towards the eligible mortgage interest and so provides robust protection against repossession.</p><p> </p><p>From 3rd April 2023, we will extend the support SMI provides by allowing those on Universal Credit (UC) to apply for a loan after three months, instead of nine. We will also abolish the zero earnings rule to extend support to in-work UC claimants and allow existing SMI claimants to move into work and better support themselves.</p><p> </p><p>The interest rate we pay is based on the Bank of England published average and is designed to reflect changes in interest rates by changing when the average varies 0.5 percentage points or more from the rate in payment. The lending industry continue to accept that the rate of SMI we pay may not always reflect the rate of interest charged on the claimant’s mortgage.</p><p> </p><p>In April, we are uprating benefit rates and State Pensions by 10.1%. In order to increase the number of households who can benefit from these uprating decisions, the benefit cap levels are also increasing by the same amount. To further support those who are in work, from 1 April 2023, the National Living Wage (NLW) will increase by 9.7% to £10.42 an hour for workers aged 23 and over - the largest ever cash increase for the NLW.</p>

We have carried out a significant review of our mental health learning utilising experts and psychologists. The learning is mandatory for all customer contact colleagues to help better support claimants who may present with mental health issues. The learning supports our colleagues to explore their impact on customers, the steps needed to build relationships and how to respond appropriately to customers’ needs.</p><p /><p>The Department has an extensive suite of products available to employees from a health, safety and wellbeing perspective. These are easy to find and access for everyone. DWP has an excellent Employee Assist Programme that offers support or counselling for individuals dealing with potentially suicidal customers alongside being fully supported by their line managers.</p>

star this property answer text <p>This Government recognises the importance of the UK’s creative and cultural industries, not only to the economy and international reputation of the United Kingdom, but also to the wellbeing and enrichment of its people. We want musicians and performers to be able to tour abroad easily.</p><p>EU Member States are principally responsible for deciding the rules governing what work UK visitors can undertake in each Member State. That is why we have engaged with EU Member States about the importance of touring; most recently raised at the EU-UK Partnership Council in March. From these discussions, almost all Member States have confirmed they offer visa and work permit free routes for musicians and creative performers, many for up to 90 days. This includes most of the UK’s biggest touring markets such as France, Germany, Spain and the Netherlands.</p><p>Beyond these exemptions, creatives are required to obtain the relevant visa or work permit for the relevant Member State, as artists from other third countries are required to do. We have developed guidance on <a href="http://gov.uk/" target="_blank">GOV.UK</a> to support artists to understand the visa and permit requirements for medium and long term stays in Member States.</p><p>The Government is committed to supporting the sector to adapt to these new arrangements, and we continue to work with the sector and directly with Member States to clarify what creative workers need to do.</p><p> </p>

star this property answer text <p>Cars with a list price when new exceeding £40,000 pay an additional supplement for five years as well as paying the standard rate of Vehicle Excise Duty (VED), which means those who can afford the most expensive cars pay more than the standard rate paid by other drivers.</p><p> </p><p>The £40,000 threshold was set as a suitable way of distinguishing the more luxury end of the new car market. As around 80% of all new cars currently have a list price below £40,000, the Government considers this threshold to be suitable.</p><p> </p><p>As with all taxes, the expensive car supplement is kept under review and any changes are considered and announced by the chancellor.</p> more like this

star this property answer text <p>The Government recognises that a whole package of measures is needed to support the switch to zero emission driving.</p><p>HM Treasury has ensured that EVs continue to benefit from a favourable tax regime. There are now over a million plug-in vehicles on UK roads, the majority of which are exempt or pay minimal VED. From 2025, electric vehicles will still have preferential first year rates of VED in comparison to the most polluting vehicles. There are also preferential rates of company car tax for EVs out to April 2028. These measures will continue to support the uptake of electric vehicles.</p><p>Ministers across government departments continue to collaborate on the implementation of the Net Zero Strategy. In the Strategy, the Government announced that it will introduce a zero emission vehicle mandate, setting targets for a percentage of manufacturers' new car and van sales to be zero emission each year from 2024. The Government will shortly publish more details on the design of the ZEV mandate, including uptake trajectories, and accompanying CO2 emissions regulation.</p>

Fuel poverty is a combination of low incomes and high energy costs, so the scheme is targeted at those on means tested benefits whose homes are expensive to heat. star this property answer text <p>Ofcom, which is the independent regulator for the sector, has powers to impose requirements on postal operators to protect customers.</p><p> </p><p>In its review of the regulatory framework for post last year, Ofcom concluded that competition in the parcels market was driving benefits for consumers but that there were some problems that needed to be addressed. It proposed new guidance on complaints handling processes for parcel operators which will take effect from 1 April 2023. Ofcom has committed to ongoing monitoring and to consider enforcement action, or further regulation, if progress is not made.</p> more like this
