In order to operate a premium rate service, providers must register with the PSA and abide by their Code of Practice, which is approved by the Office of Communications. Friends the Secretary of State for Business, Energy and Industrial Strategy, and the Secretary of State for Defence published the UK’s first joint civil and military National Space Strategy. A core part of that strategy is delivering the defence space portfolio, which will support our goals in space including both protecting and defending the UK and supporting economic growth.</p><p>The Ministry of Defence is investing an extra £1.4bn in Defence space technologies over the next 10 years. This is in addition to the £5bn investment in Skynet satellite communications over a similar timeframe. This represents a significant increase in Government funding for the UK space sector and will play a part in stimulating innovation, commercialisation, and growth across the wider sector. Government is already pivoting to build on the success of the strategy’s publication to drive forward its delivery and prioritise commercial and investment enabling activities.</p><p>The BEIS Space Directorate is working closely with the Ministry of Defence to develop an implementation plan and we will engage with industry, academia, and the sector in due course.</p><p>BEIS jointly co-chairs the newly established National Space Board with the Ministry of Defence to oversee and drive delivery of the National Space Strategy’s ambitions and commitments across government. The strategy will be delivered jointly by several government departments and with the support of our thriving space sector: businesses, innovators, entrepreneurs, and space scientists.</p><p>Monitoring and evaluating the impact of initiatives against key success factors will be an integral part of delivering the strategy’s vision. Both are important investments within the Defence Space Strategy, giving opportunity to lever the best of UK space research and development. The Gateway was awarded a Covenant Fund grant of almost £2 million for set-up and initial operating costs, to be paid in instalments over a two year period. To date, payments totalling £1 million have been made. In addition, £100,000 was awarded and paid to support the costs associated with an independent evaluation.</p><p>Governance and value for money were key criteria used in the assessment process which led to the awarding of the £2 million grant. The payments of the grant instalments are, therefore, linked to the achievement of milestones, which include quarterly monitoring reports, evaluations of marketing activity, annual reviews and the completion of an independent evaluation. An independent evaluation of the Veterans' Gateway has been commissioned and will be delivered by the University of Ulster.</p><p>In addition, a Veterans Reference Group to be chaired by a veteran who has lived experience of being 'wounded, injured or sick' will ensure that the Veterans' Gateway continues to focus on the needs of the veterans' community in an uncomplicated and informative way.</p><p>A total of 608 calls to the Veterans' Gateway contact centre (staffed mainly by veterans) were referred to 20 partner charities in the period from its launch to 14 November 2017. Many veterans who contact the Gateway have their query resolved through an initial contact and do not seek a further referral. Other veterans are able to find the right organisation for their needs via self-service guides provided on the website. An independent evaluation of the Veterans' Gateway has been commissioned and will be delivered by the University of Ulster.</p><p>In addition, a Veterans Reference Group to be chaired by a veteran who has lived experience of being 'wounded, injured or sick' will ensure that the Veterans' Gateway continues to focus on the needs of the veterans' community in an uncomplicated and informative way.</p><p>A total of 608 calls to the Veterans' Gateway contact centre (staffed mainly by veterans) were referred to 20 partner charities in the period from its launch to 14 November 2017. Many veterans who contact the Gateway have their query resolved through an initial contact and do not seek a further referral. Other veterans are able to find the right organisation for their needs via self-service guides provided on the website. Officials are in contact with humanitarian agencies, including the ICRC, about their assessment of the impact of the closure and the Government is a significant donor to agencies providing assistance on the ground. I [Minister Docherty] issued a statement highlighting the importance of re-opening the Lachin corridor on 13 December and our Ambassadors in the region and other senior UK officials have reinforced this message with key interlocutors. This is consistent with our long-standing support for international efforts to facilitate a sustainable and peaceful settlement to the conflict. I [Minister Docherty] spoke to Azerbaijani Foreign Minister Bayramov on 17 September and met the Azerbaijani Ambassador on 9 November. The Rt. Hon Lord Ahmad of Wimbledon met Armenian Foreign Minister Mirzoyan on 15 December and reinforced the importance of de-escalation and a return to internationally facilitated negotiations.
