I urged both Governments to work together to ensure that humanitarian organisations are able to have unimpeded access to the region. When assessing which materials are liable for the lower rate, the Government considers whether they are non-hazardous, have low potential for greenhouse gas emissions and have low polluting potential in the landfill environment. The universal postal service is intended to provide an accessible postal service for all.</p><p> </p><p>Royal Mail operates two services to help vulnerable customers have access to their post.
