Local authorities are able to draw from a wide range of sector led advice, good practice, and case study examples and we will also be working closely with local authorities to ensure they are able to make the most of the tools we have given them.</p><p>Local authorities can bid alongside housing associations for the £9 billion Affordable Homes Programme to build affordable homes. 	answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>The final local government finance settlement confirmed a real-terms increase in available funding for local authorities to help deliver local services, support vulnerable residents and build vibrant communities.</p><p>This includes an additional £650 million for social care, allocated using the well-established Adult Social Care relative needs formula, which takes into account the relative needs of local authorities, including in urban areas.</p><p>The additional resources provided through the settlement also included the distribution of £180 million of surplus in the business rates retention levy account, which was allocated on the basis of each authority’s 2013-14 Settlement Funding Assessment. They can now decide who should qualify for social housing in their area, and develop solutions which make best use of the social housing stock. The Localism Act also retained the statutory ‘reasonable preference’ requirements which ensure that overall priority for social housing goes to those in housing need, including homeless households, those in overcrowded housing, and those with medical and welfare needs.</p><p>The Social Housing Green Paper published in August this year (<a href="https://www.gov.uk/government/consultations/a-new-deal-for-social-housing" target="_blank">https://www.gov.uk/government/consultations/a-new-deal-for-social-housing</a>) sets out an intention to undertake an evidence collection exercise to help us understand how the social housing allocation framework is playing out in local areas and if it is striking the right balance of fairness, support and aspiration. Homes built to the Future Homes Standard will be future-proofed with low carbon heating and high levels of energy efficiency. To help industry prepare for that, in 2021 we will introduce an interim uplift in Part L standards that delivers a meaningful reduction in carbon emissions and provides a stepping stone to the Future Homes Standard in 2025. Within the 2021 standard, there is an increase in the performance of windows. The draft specification for the Future Homes Standard includes a further increase in the performance of windows, which will be further developed over the next couple of years and consulted on in 2023</p><p><br> We also recently consulted on proposals for changes to requirements when work is done in existing buildings. That consultation opened on the 19 January 2021 and closed on the 13 April 2021. For this consultation we have reviewed the standards for windows in order to identify improvements. The proposal we put forward is the highest standard for replacement windows in existing homes which is still cost-effective using a simple measure of payback for investment over the life of the product. 	answer	answer is ministerial correction date of answer 01/03/2021 answer text <p>The Government recognises the importance of understanding trends and shifts in the way people live and the implications for housing demand, as well as the importance of ensuring access to green spaces and increasing the supply of affordable housing. The Department will continue to analyse trends in housing demand, including increasing demand outside of towns and cities, to gauge the nature, size and permanence of any shift in housing preferences. <br> <br> The National Planning Policy Framework expects local authorities to recognise the character and beauty of the countryside and to protect and enhance Green Belt, Areas of Outstanding Natural Beauty and other designated rural land. To further support regeneration of brownfield sites, in December, we announced changes to the standard method for assessing local housing need to increase greater need in urban areas to maximise the use of existing infrastructure, such as public transport, schools, medical facilities and shops, as well as to encourage development that reduces the need for high-carbon travel. <br> <br> We are committed to increasing the supply of affordable housing nationally. At budget we announced our new £11.5 billion Affordable Homes Programme, the largest investment in affordable housing in a decade.
