	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>UK Export Finance (UKEF) complies with the OECD Sector Understanding on Export Credits for Coal Fired Electricity Generation Projects which prohibits it from supporting all but the most efficient coal-fired power electricity generation, with exceptions for the world’s poorest countries where the costs of cleaner power technologies may be prohibitive and poverty reduction objectives are deemed to outweigh the impact on climate change. UKEF has not supported the financing of any new coal-fired power plants overseas since 2002.</p><p> </p><p>UKEF undertakes environmental, social and human rights due diligence on all projects which are in scope of the OECD Arrangement on Officially Supported Export Credits, applying a risk-based approach. UKEF’s mission is to ensure no viable UK export fails for lack of finance or insurance from the private sector. We have lifted 400,000 people out of absolute poverty since 2010 and income inequality has fallen.</p><p>While schools alone cannot solve the challenges faced by many disadvantaged families at home, they can address barriers to learning when a child is at school. We support the provision of nutritious food in schools. This ensures pupils are well nourished, develop healthy eating habits and can concentrate and learn. The department provides free school meals support to 1.1 million of the most disadvantaged pupils. This saves families hundreds of pounds each year.</p><p>The pupil premium has provided school leaders with more than £15.6 billion since 2011 to focus on support for disadvantaged pupils. We expect to spend another £2.4 billion this year. School leaders are free to use this additional grant in any way they choose to benefit their pupils. We know that schools sometimes use the funding to help put their disadvantaged pupils in a receptive state of mind to learn by providing breakfast, items of school uniform, equipment, emotional support, and homework clubs. The health and care system is responsible for providing this assessment. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>Ken Skates, Minister for Economy and Transport at the Welsh Government, wrote to the Secretary of State on 25 January 2019. Whilst noting that the regime established by the State aid regulation was an important step in ensuring alignment between the UK and EU on state aid, the letter queried the position on reservation.</p><p>My rt. hon. Friend the Secretary of State explained that there is no difference of opinion between the administrations on the current policy adopted in relation to State aid and explained the UK Government’s intention to work closely with them (and the other devolved administrations) on the development of State aid policy.</p><p> </p><p>I understand this correspondence enabled Jeremy Miles, Counsel General and Brexit Minister for the Welsh Government, to update the National Assembly for Wales’ Constitutional and Legislative Affairs Committee by letter dated 20 March 2019, noting that he was, “<em>reassured that there is still scope to resolve the ongoing dispute between our administrations to reflect devolution in the medium to longer term, and will continue working with the UK Government towards that end</em>.”</p><p> </p><p>Under the EU Withdrawal Act 2018, the UK Government can amend deficiencies in retained EU law where this would fail to operate effectively otherwise. Where EU law falls within an area of devolved competence, the Memorandum on the EU Withdrawal Bill and the Establishment of Common Frameworks (April 2018) clarifies that the Government will not normally seek to use these powers without the agreement of the devolved administrations.</p><p> </p><p>The UK Government remains fully committed to this position. However, given that we consider that the regulation of State aid is reserved, we did not consider that this commitment was engaged in respect of the draft State aid regulations. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>The Confederation of British Industry (CBI) and Federation of Small Businesses (FSB) were consulted in the preparation of the Technical Notice on State Aid, published in August 2018 to help provide clarity and certainty on Government’s preparations for the unlikely event of the UK exiting the European Union without a deal.</p><p>The Technical Notice made clear that the Government was adopting a continuity approach through transposing into UK domestic law existing EU rules on State aid, and the CBI and FSB recognised that this approach was right and responsible. Industry bodies, trade unions and civil society will be able to submit a complaint or comments to the CMA about any aid which might affect their interests.</p><p> </p><p>The CMA has committed to continuing to make its senior staff available to maintain and strengthen links with regional governments and devolved administrations. This includes building relationships with State aid teams in devolved governments across the UK.</p><p> </p><p>The CMA has significantly expanded its Scotland office during the past year including appointing a dedicated State aid ‘point person’, based in their Edinburgh office, to liaise with the Scottish Government and wider Scottish stakeholders in relation to State aid. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>The Government has supported the CMA in ensuring that it has robust and appropriate plans in place to recruit and train staff.</p><p>We understand the CMA has already recruited and trained the staff that it considers necessary to start operating the regime at the point this is required.</p><p>These staff join an organisation which is already highly skilled and experienced in dealing with markets and competition issues. The CMA has assured us that in recruiting its State aid staff, it has continued to recruit staff of the highest calibre, who are capable of delivering work of the high standards that will continue to be required by the CMA. Until then, the responsibility to endorse and adopt IAS for use in the UK will lie with my rt. hon. Friend the Secretary of State. We have recruited 700 new staff to work on EU Exit Policy.</p><p> </p><p>We are in the process of delivering a huge secondary legislation programme to ensure a functioning statute book on exit day. As of today, BEIS has laid 62 exit related statutory instruments, including new laws for a nuclear safeguards regime that will maintain the UK industry’s ability to trade in the nuclear sector while ensuring the UK remains on track to meet its international obligations on day one of exit, and plan to lay the remaining instruments by the end of this month.</p><p> </p><p>We have also published 28 technical notices, including on oil and gas, climate change, company law and state aid. These will continue to be updated.</p><p> </p><p>BEIS also continues to work closely with the rest of government on EU Exit issues, to ensure a cohesive approach is taken to support businesses. BEIS has contributed to cross-government information programmes, such as helping to develop the EU Exit business Q&amp;A tool, which was been used over 20,000 times.</p><p> </p><p>BEIS continues to meet with key stakeholders across all sectors to inform our approach and will continue to use their expertise. In their supervisory capacity, the Medicines and Healthcare products Regulatory Agency (MHRA) and the Department’s aim is to ensure that SecurMed is complying with the regulation in a fair and proportionate way. As part of that role, the MHRA and the Department have been involved in discussions with SecurMed to challenge and seek to influence the pricing model to ensure that the UK’s fee structure is fair and proportionate.</p><p> </p><p>The European Commission has confirmed that the fee model being used by SecurMed is in line with the majority of other member states NMVO’s across the European Union. It is based on the number of users and cost per connection where larger organisations, which are more likely to have multiple marketing authorisations, pay more. The Code is a voluntary set of best-practice principles, which organisations can choose to sign up to. The government has recently announced new measures that will help strengthen the Code in enforcing these principles, including appointing the Small Business Commissioner to the Code’s Compliance Board to embed greater independence from industry and support his role in tackling late payment.</p><p> </p><p>Furthermore, my Department has now launched a call for evidence seeking views on how we can build on the government’s existing late payment policies, including the Prompt Payment Code, to drive an end to late payments.
