star this property answer text <p>The new Energy Bill Discount Scheme will support steel producers facing high energy prices through issuing a per-unit discount to their energy bills. The calculated discount will depend on the terms of their contract and the future price of energy.</p><p> </p><p>We cannot provide an average estimate, but for steel firms eligible for the Energy and Trade Intensive Industry support, for electricity the maximum discount on 70% of usage will be £89 per megawatt hour (MWh) with a price threshold of £185 per MWh. For gas, the maximum discount will be £40 per MWh with a price threshold of £99 per MWh, also on 70% of usage. The remaining 30% of usage will be supported at the same level as non-domestic customers who do not qualify for the Energy and Trade Intensive Industry support.</p><p> </p><p>We have provided the steel sector more than £800m since 2013 to help with energy costs.</p> more like this

That register will have an in-built digital solution for data sharing. In the meantime, Ofgem is exploring the most efficient manual approach to achieve this with all local authorities in Scotland, England and Wales. star this property answer text <p>Following an HMT-led review into the Energy Bill Relief Scheme, the Energy Bills Discount Scheme will provide a discount to eligible non-domestic energy users from April 2023. A higher rate of support will be provided to those operating within an eligible Energy and Trade Intensive sector. star this property answer text <p>The Government keeps energy efficiency support for businesses, including bakeries and other SMEs, under review. Existing initiatives include an exemption on business rates for green technology, providing small businesses grants under the Boiler Upgrade Scheme, and offering industry £289m for energy efficiency and low carbon technologies.</p><p> </p><p>In addition, the Autumn Statement announced a new national ambition to reduce the UK’s final energy consumption from buildings and industry to 15% by 2030 against 2021 levels. To support the delivery of this target, a new Energy Efficiency Taskforce will be established, covering homes, businesses, and public sector buildings, as well as industrial processes. My Rt. Hon. Friend the Secretary of State will announce further details about the Taskforce in due course.</p> more like this

star this property answer text <p>The Energy Bill Relief Scheme provides a discount on the wholesale element of gas and electricity bills to ensure that all eligible businesses are protected from high energy costs over winter. Following an HMT-led review, the new Energy Bill Discount Scheme will continue to provide a discount to eligible businesses until March 2024. A substantially higher level of support will be provided to businesses in sectors identified as being the most energy and trade intensive.</p><p> </p><p>The Energy Price Guarantee protects domestic customers from increases in energy costs by limiting the amount suppliers can charge per unit of energy used. All households using dual-fuel gas and electricity qualify for the Energy Price Guarantee.</p> more like this

star this property answer text <p>The Government remains committed to a decarbonised and sustainable steel sector and is working closely with industry to support its decarbonisation options. For instance, industrial sectors (including steel) can bid into Government competitive funds worth more than £1.5 billion to support them going green, cutting emissions and becoming more energy efficient.</p><p> </p><p>Furthermore, we are also exploring a range of policies that could potentially mitigate the future risk of carbon leakage. star this property answer text <p>Ofgem has previously carried out research on what drives comparatively high GB electricity prices for energy intensive industries (EIIs) and have compared them with selected European countries. They published a report in 2021 which can be found here:</p><p><a href="https://www.ofgem.gov.uk/publications/research-gb-electricity-prices-energy-intensive-industries" target="_blank">https://www.ofgem.gov.uk/publications/research-gb-electricity-prices-energy-intensive-industries</a>.</p><p> </p><p>The Government has supported the steel sector extensively, including providing over £800m since 2013 to help with the costs of electricity and to support a low carbon transition. The 2022 British Energy Security Strategy announced that the EII Compensation Scheme would be extended for a further 3 years with increased aid intensity, representing a doubling of relief. It also announced that the Government would consider making similar changes to the related EII Exemption Scheme and that we will explore other possible measures to reduce electricity costs for EIIs.</p>

star this property answer text <p>According to ONS figures[1], in 2021 high and medium-high technology manufacturing sectors directly accounted for around 796,000 jobs. This is based on the OECD definition and covers the manufacture of pharmaceuticals, chemicals, electronics (including semiconductors) and electrical equipment, machinery, and transport equipment[2].</p><p> </p><p>In 2021 these industries supported in excess of 900,000 indirect jobs in other areas of manufacturing and the wider economy. This is likely an underestimate. A precise estimate is methodologically difficult as the ONS estimates indirect jobs for the individual sectors listed above and with an aggregate sector definition, such as high and medium tech manufacturing, double counting will arise where these sectors supply inputs to each other.</p><p> </p><p>Within these figures, DCMS estimate there are ~24,000 people working directly across the UK semiconductor industry, which could imply in the region of 17,000 being indirectly supported elsewhere.</p><p><em>[1] ONS Employee jobs and ONS Self Employed Jobs.</em></p><p><em>[2] These are defined by the SIC codes 20, 21, 26, 27, 28, 29 and 30</em></p>

star this property answer text <p>The publicly available data, as part of the UK Emissions Trading Scheme (UK ETS), shows monitored emissions from the named installations of the steel primary producers were, in aggregate, 11.8 million tonnes CO2 in 2021. However, as explained in the Answer of 16 January to Question 119980, ETS emissions are not necessarily the emissions for a whole site – they only cover the site’s activities which are regulated under the ETS. The Government does not hold data on any non-ETS emissions.</p> more like this

star this property answer text <p>The Government recognises that those in energy and trade intensive industries (ETIIs) are less able to pass higher costs through to their customers, due to international competition. Therefore we have announced a new Energy Bills Discount Scheme from 1 April 2023 to 31 March 2024, with higher discounts given to those with larger energy usage such as steel producers. This is in addition to extensive support we have provided to the steel sector to help with energy costs, worth more than £800m since 2013.</p> more like this

star this property answer text <p>Following an HMT-led review, the new Energy Bill Discount Scheme will continue to provide a discount to eligible businesses between April and March 2024. In addition, at the Autumn Statement, my Rt Hon Friend Mr Chancellor of the Exchequer announced £13.6 billion of support for businesses over the next five years, reducing the burden of business rates for SMEs. Furthermore, the Government’s reversal of the National Insurance rise, will save SMEs approximately £4,200 on average, as well the cut to fuel duty for 12 months and raising the Employment Allowance to £5,000.</p> more like this

star this property answer text <p>The Government’s 2021 Net Zero Strategy reaffirms our commitment to continue to work with the steel industry on decarbonisation. We are working with the sector to support its decarbonisation options – including hydrogen based steelmaking technology - and to consider the implications of the recommendations of the Climate Change Committee to ‘set targets for ore-based steelmaking to reach near-zero emissions by 2035’.</p><p> </p><p>The appropriate decarbonisation pathway for individual sites will be based on multiple factors and the Government is working closely with companies to support them as they make commercial decisions on the optimum route for their sites.</p> more like this

star this property answer text <p>Industrial businesses, including steel plants, can bid into Government competitive funds worth more than £1.5 billion to support them to go green, cut emissions and become more energy efficient. This funding includes:</p><p> </p><p>o The £1 billion Carbon Capture Utility and Storage Infrastructure Fund</p><p>o The £240 million Net Zero Hydrogen Fund</p><p>o The £55 million Industrial Fuel switching Fund</p><p>o The £20 million Industrial Decarbonisation Research and Innovation Centre</p><p>o The £289 million Industrial Energy Transformation Fund</p><p>o Up to £66 million as part of the Industrial Strategy Challenge Fund.</p><p> </p><p>The £289m Fund Industrial Energy Transformation Fund allocated £3.1m of energy efficiency funding to steel plants in its first application window. Support for energy efficiency upgrades helps to reduce the sites energy demand and paves the way for future decarbonisation. This support was broken into (Name, Grant Allocated, Region and Constituency):</p><p>Celsa – Energy Efficiency Deployment Project, £3m. Wales, Cardiff South and Penarth.</p><p>Firsteel - Energy Efficiency Study, £80k. West Midlands, Walsall South Constituency.</p><p>William Cook – Energy Efficiency Study, £38k. Yorkshire and the Humber, Sheffield South East.</p><p> </p><p>Since then, a further five application windows have continued the funding available to the steel industry, details of winners will be released in due course. The final window of the IETF closes in February 2023.</p><p> </p><p>As many of these funds are still running their course, we are unable to provide further detail at present.</p>

star this property answer text <p>The Social Housing Decarbonisation Fund (SHDF) will upgrade a significant amount of the social housing stock currently below EPC C. The Government launched Wave 1 of the SHDF in August 2021. It has awarded around £179m of grant funding for delivery from 2022 into 2023 and will see energy performance improvements to up to 20,000 social homes. The Wave 2.1 competition, which closed in November 2022, will look to allocate up to £800m of grant funding to 2024/25 to support the installation of energy performance measures in social homes in England. Successful projects are likely to be notified in March 2023.</p> more like this

star this property answer text <p>UK Emissions Trading Scheme industrial participants, such as steel sector businesses, are provided with free allocations of emissions. This reduces exposure to carbon prices and mitigates the risk of carbon leakage. In 2021, they were worth over £2bn. Free allocations are guaranteed at current levels until 2026. The review into free allocation policy will continue into 2023 and will include consulting on changes to the calculations of free allocations post-2026. We are committed to consulting on carbon leakage mitigations this spring including measures such as product standards, the Carbon Border Adjustment Mechanism and policies to grow the market for low emissions industrial products.</p> more like this

This supported an estimated 43,700 jobs across the upstream supply chain.</p><p> </p><p>In 2010, an estimated total of 30,200 people were employed in the manufacture of basic iron and steel. This supported an estimated 38,000 jobs across the upstream supply chain.</p><p> </p><p>In 2015, an estimated total of 32,000 people were employed in the manufacture of basic iron and steel. This supported an estimated 40,300 jobs across the upstream supply chain.</p><p> </p><p>In 2020, an estimated total of 33,700 people were employed in the manufacture of basic iron and steel.
