While freedom of speech is a vital cornerstone of our society, everybody must remember that they have responsibilities not to spread hatred or fear.</p><p>As part of the EU High Level Group on Combating Racism, Xenophobia and Other Forms of Intolerance, the UK has been a leading voice in the creation of a voluntary EU Code of Conduct which holds social media companies responsible for the removal of all illegal hate speech from their platforms within 24 hours. Facebook, YouTube, Twitter, Microsoft, Instagram and other internet companies have signed this Code and the third monitoring exercise in December 2017 showed that the companies removed on average 70 per cent of illegal hate speech notified to them.</p><p>As part of the Hate Crime Action Plan, the Government has supported the Society of Editors to produce a Moderation Guide for online comments, which will be revisited in our continuing work with the Society of Editors and Independent Press Standards Organisation to update the Reporting Diversity booklet. This will consider hatred against Gypsy, Roma and Traveller communities alongside other racially and religiously motivated hatred.</p><p>Additionally, in line with the recommendations given in the report Recognise, Report, Resolve, we support efforts to improve awareness and reporting of hate crime, including through our £55,000 grant to HertsGATE (Gypsy and Traveller Empowerment), to work to encourage reporting of hate crime in Gypsy, Roma and Traveller communities.</p><p> </p> answering member printed Lord Bourne of Aberystwyth question first answered 05/11/2018 13:27:17 answering member 4282 label Biography information for Lord Bourne of Aberystwyth

Local authorities are best placed to make decisions about the number and location of such sites locally, having had due regard to national policy and local circumstances. Our recent consultation on unauthorised encampments has sought views on whether there are barriers to the provision of sites, and whether there is anything Government can do to help overcome them. The freedom to hold and express views without censorship, intimidation or unnecessary restriction is a cornerstone of democracy. The arrest of Gulalai Ismail is a further worrying development against the backdrop of restrictions on fundamental rights in Pakistan.</p><p>We regularly raise at a senior level our concerns about the human rights situation with the Government of Pakistan, including on the freedom of expression. I discussed human rights in Pakistan with the Minister for Human Rights, Dr Shireen Mazari, in September 2018. 	answer	answer is ministerial correction date of answer 23/01/2019 answer text <p>During 2019 all local health systems will be expected to set out how they will reduce health inequalities by 2023/24 and 2028/29 including, where applicable, for Gypsy, Roma and Traveller (GRT) communities.</p><p>We are reviewing the collection of data within the National Health Service and working closely with NHS England to complete a scoping exercise to understand how information on protected characteristics is gathered in existing NHS datasets. The Department plans to complete an initial assessment later this year, which will form the basis for future decision-making on NHS data collection by ethnicity.</p><p>NHS England has produced guidance for general practices clarifying rights of patients and responsibilities of providers in registering with a general practitioner. It also co-produced a leaflet for members of the GRT communities on how to register. These will be kept under review.</p><p>The Department of Health and Social Care is also working closely with the Ministry for Housing, Communities and Local Government and the Department for Education on six community-led pilot projects, two of which are looking to improve health outcomes for GRT communities.</p><p>The Government commissioned research from the universities of Dundee and York examining how trust in healthcare services could be enhanced amongst Gypsy, Roma and Traveller communities. The report, <em>Enhancing Gypsy, Roma and Traveller peoples’ trust: using maternity and early years’ health services and dental health services as exemplars of mainstream service provision</em>, was published in September 2018. It has made eight key recommendations to the health sector and other key providers, which include increasing collaborative working with those that already have trusted relationships with GRT communities e.g. individuals from third sector organisations, individual health or other sector professionals; and suggested the introduction of literacy help-cards throughout the NHS. These are cards that can be presented to front line staff or receptionists to ask for discreet help with form-filling.
