star this property answer text <p>Universities are required by law to uphold freedom of speech, allowing academics, students, and visiting speakers to challenge ideas and to discuss controversial subjects. In state-funded schools, it is a requirement to teach a broad and balanced curriculum in a way that encourages freedom of speech. We have made clear that if universities do not act to uphold free speech, the government will.</p><p>The right to free speech, however, does not include the right to harass others or incite them to commit acts of violence or terrorism. Universities also have responsibilities under the Equality Act 2010 regarding discrimination and harassment, as well as responsibilities under the Prevent duty.</p><p>The government urges higher education (HE) institutions to adopt the International Holocaust Remembrance Alliance’s definition of antisemitism. The Department for Education considers this to be an important tool in tackling antisemitism and a strong signal that HE institutions take these issues seriously.</p><p>As autonomous institutions, this decision rests with individual HE institutions, but the government will explore all mechanisms to make sure all HE institutions sign up to this.</p><p>We are exploring a range of legislative and non-legislative options to ensure that free speech and academic freedom are protected at our universities and the Department for Education will set out further steps in due course.</p>

Friend, the Secretary of State for Education’s letter to higher education providers on 9 October 2020, the government sees adoption of the International Holocaust Remembrance Alliance’s definition as a demonstration that providers are taking the matter of antisemitism seriously.</p><p>The letter also sets out that officials are exploring how best to ensure that providers are tackling antisemitism, with robust measures in place to address issues when they arise. Options identified by my right hon. Friend, the Secretary of State for Education in the letter include directing the Office for Students to impose a new regulatory condition of registration, and suspending funding streams for universities at which antisemitic incidents occur and which have not signed up to the definition.</p> more like this

star this property answer text <p>Defra has regular meetings with Kew Gardens about the impacts of the Covid-19 outbreak. There are significant impacts on Kew’s operations and finances, mainly as a result of having to close the Kew and Wakehurst Place sites to the public for a period during lockdown, and a staggered return to full operations is anticipated through 2020/21.</p><p> </p><p>Kew has reopened to the public under a carefully planned approach and is now able to generate visitor income as a result, although at a significantly lower level than would normally be anticipated. The operational facilities are being kept under review with a view to maximising visitor access within social distancing guidelines.</p><p> </p><p>Kew has taken financial mitigation measures to offset in part the loss of income, including reducing costs, postponing investment plans and use of the Coronavirus Job Retention Scheme. Under optimistic scenario planning of steady growth in visitor numbers and associated income and no second lockdown or related restrictions, Kew’s in-year operating deficit would result in a 25% reduction in total income for 2020/21, which will be funded by Kew drawing down its unrestricted reserves.</p><p> </p><p>We continue to work with Kew to monitor the situation and assess any future challenges.</p>

star this property answer text <p>The forthcoming vaccine strategy will consider all vaccination programmes over the life-course and, as such, includes human papillomavirus (HPV) vaccinations. These HPV programmes, introduced for girls in 2008 and extended to boys in 2019, have been highly effective in reducing infections of the HPV types which cause the majority of cervical cancers (HPV16 and 18), and are expected to further reduce other cancers caused by HPV.</p><p>The vaccine strategy will be published in due course.</p> more like this

star this property answer text <p>Work preparing the National Health Service has been ongoing and we have already doubled ventilator capacity. New and existing suppliers are being asked to build as many as they can. The Prime Minister has issued a call to United Kingdom industry to produce additional ventilators and the Department asked appropriate potential manufacturers on Friday 13 March to come forward with proposals for ramping up the production of existing designs or new ventilation machines. Nearly 4,000 companies have responded, including defence contractors.</p><p>Around a dozen potential prototypes have now been presented to the Department which we are currently pursuing.</p> more like this
