star this property answer text <p>The SSHD’s role in family court proceedings which concern female genital mutilation (FGM) is limited. Often the SSHD is joined to proceedings in the Family Court so that she can be asked to disclose Home Office documents in those proceedings.</p><p /><p>The function of deciding whether the SSHD has acted lawfully in refusing an asylum claim raising FGM issues or indeed in setting removal directions for an individual whose asylum claim has been refused will normally lie with First Tier Tribunal and Upper Tier Tribunal (Immigration and Asylum Chamber).</p><p> </p><p>The SSHD brought an appeal in the case of A (A child) solely to determine a point of law, namely to ascertain the role of the Family Court in assessing the risk of FGM in the country of return, where that risk had already been assessed by the SSHD with all appeals dismissed by the immigration courts, and permission for judicial review refused.</p> more like this

star this property answer text <p>FGM is a crime and it is child abuse. We will not tolerate a practice that can cause extreme and lifelong physical and psychological suffering to women and girls. On 31 October 2015 the Government introduced an FGM mandatory reporting duty requiring professionals to report all ‘known’ cases of FGM in under 18s to the police.</p><p> </p><p>Reports under the mandatory reporting duty are made to the police, rather than to the Home Office. Previously, we did not collect data on the number of FGM cases recorded under the duty. However, to improve understanding of the prevalence of ‘honour-based’ abuse, including FGM, the Government amended the police Annual Data Requirement to require police forces, from April 2019, to record where a crime has been committed in the context of preserving the ‘honour’ of a family or community. The collection includes, but is not limited to, crimes of FGM. This new collection is also capturing offences of FGM which are reported to the police under the mandatory reporting duty. Subject to data quality checks, we expect the first dataset under this new mandatory ADR collection to be published by autumn 2020.</p><p> </p><p>The Home Office keeps the legislation relating to FGM under review, including through discussion with statutory partners and other stakeholders.</p>

All visitors to the UK are assessed against a set of suitability and eligibility criteria, under the Immigration Rules. star this property answer text <p>FGM is a crime and it is child abuse. We will not tolerate a practice that can cause extreme and lifelong physical and psychological suffering to women and girls.</p><p>In 2015, a City University and Equality Now study (part funded by the Home Office), estimated that 137,000 women and girls who had migrated to England and Wales were living with the consequences of FGM, and approximately 60,000 girls aged 0-14 were born in England and Wales to mothers who had undergone FGM.</p><p>NHS Digital publish quarterly and annual statistics on FGM. The April 2019 to March 2020 annual report shows that during that period 6,590 individual women and girls had an attendance at an NHS Trust or GP practice in England at which FGM was identified or a procedure for FGM was undertaken and 205 of these women and girls were known to have been born in the UK (all data is rounded to the nearest 5). The full report can be found here: https://digital.nhs.uk/data-and-information/publications/statistical/female-genital-mutilation/april-2019---march-2020</p><p>We have no plans to cut funding to or to close centres for FGM in the UK.</p><p>NHS England &amp; NHS Improvement and local bodies continue to fund healthcare services for women and girls who have undergone FGM, as well as prevention services. These activities are being delivered on a day to day basis following the successful delivery, by the DHSC, of the FGM Prevention Programme – which delivered systems, training and guidance to improve how the NHS responds to the health needs of women and girls who have undergone FGM.</p>

star this property answer text <p>Defra has regular meetings with Kew Gardens about the impacts of the Covid-19 outbreak. There are significant impacts on Kew’s operations and finances, mainly as a result of having to close the Kew and Wakehurst Place sites to the public for a period during lockdown, and a staggered return to full operations is anticipated through 2020/21.</p><p> </p><p>Kew has reopened to the public under a carefully planned approach and is now able to generate visitor income as a result, although at a significantly lower level than would normally be anticipated. The operational facilities are being kept under review with a view to maximising visitor access within social distancing guidelines.</p><p> </p><p>Kew has taken financial mitigation measures to offset in part the loss of income, including reducing costs, postponing investment plans and use of the Coronavirus Job Retention Scheme. Under optimistic scenario planning of steady growth in visitor numbers and associated income and no second lockdown or related restrictions, Kew’s in-year operating deficit would result in a 25% reduction in total income for 2020/21, which will be funded by Kew drawing down its unrestricted reserves.</p><p> </p><p>We continue to work with Kew to monitor the situation and assess any future challenges.</p>
