answer text <p>We have regular conversations with Heathrow about how it can improve the sustainability of the airport, including its support for electric vehicles, but have not discussed its chargepoint pricing model.</p><p> </p><p>Pricing is a matter for chargepoint network operators, but we are clear that we do not want to see prohibitive pricing of public chargepoints become a barrier to the uptake of electric vehicles. We want to see a self-sustaining electric vehicle chargepoint network that is affordable, reliable and accessible and will continue to monitor this as the market develops.</p><p> </p><p>The Automated and Electric Vehicles Act provides the Government with powers to require the installation of chargepoints at large fuel retailers and motorway services areas, if needed, and to set chargepoint maintenance and reliability standards. We will consider intervening using these powers if the market fails to deliver improvements.</p><p> </p><p> </p> more like this

answer text <p>The Department obtained a copy of the Local Government Association’s analysis when it was published by the Transport Select Committee on Wednesday 13 February. It is important that we consider this analysis in detail and clarify any assumptions made with the Local Government Association before we respond. The Transport Select Committee has asked the Department for a view on the LGA’s analysis and stated that it intends to publish the response.</p><p> </p><p>Funding to local authorities for the concessionary travel scheme in England is not provided in isolation, but as part of their Local Government Finance Settlement. This Formula Grant funding is not ring-fenced, which enables authorities to make spending decisions that more closely match local needs and circumstances.</p><p> </p> more like this

answer text <p>The Government is committed to meeting the various goals set out in the Cycling and Walking Investment Strategy, including the aim to double the amount of cycling by 2025, and is not considering any revisions. Current policy is projected to fill around one third of the gap towards the 2025 aim of 1.6 billion cycle stages, based on projected funding provision in the current Spending Review period. answer text <p>The Government is committed to tackling climate change and we are making strong progress towards our legally binding carbon budgets established in the world-leading Climate Change Act.</p><p>We over-achieved on the first carbon budget, covering 2008-12, by 1.2%. The final greenhouse gas emissions statistics for 2017 confirmed that we have over-achieved on the second carbon budget, covering 2013-17. We are on track to meet the third carbon budget (2018-22); and are already on track to deliver over 90% of our required performance against 1990 levels for the fourth and fifth carbon budgets. Since 1990 we have reduced emissions by 42% while growing our economy by 72%.</p><p>We recognise the need to go further and our Clean Growth Strategy sets out our plans through to 2032, including ambitious proposals on housing, business, transport, the natural environment and green finance.</p><p>Since publishing the Clean Growth Strategy, our key achievements include: holding the first Green GB Week; announcement of two clean growth “missions” as part of our Industrial Strategy; publication of the CCUS Deployment Pathway; actions to reduce emissions from our industry and buildings, including a £315m Industrial Energy Transformation Fund; our Road to Zero Strategy, setting out ambitious measures to drive deployment of zero emission vehicles, while reducing emissions from existing vehicles; publication of the Green Finance Taskforce report; and commissioning the Committee on Climate Change to provide advice on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target.</p>

answer text <p>The Government has no current plans to regulate this area. Ferry passengers are not generally permitted to remain with their vehicles while on passage for safety reasons. Individual ferry operators have in place their own policies to manage engine switch-on as drivers return to their vehicles before arrival, in order to reduce emissions on the car deck.</p> more like this

answer text <p>Highways England is responsible for the motorways and main A-roads in England. It is spending £5bn on maintenance and renewals, which includes spend on resurfacing and pothole repairs, in the first Road Investment Strategy period (2015-2020).</p><p> </p><p>Highways England is also working with its suppliers to improve the performance of road surface materials so that the service life is prolonged, helping to reduce the number of potholes in future. As part of this work, Highways England has ongoing road trials of new and innovative products.</p> more like this

answer text <p>Department for Transport published statistics show that the number of passengers using public transport is fairly stable at Heathrow, Gatwick and Luton over the last ten years.</p><p> </p><p>Government policy is that the provision and funding of surface access infrastructure and services to airports is primarily the responsibility of the airport operator unless there are significant non-airport user benefits, in which case the Government would consider making a funding contribution.</p><p> </p><p>As part of their Surface Access Strategies we expect airports to set targets for increasing the proportion of journeys made to the airport by public transport for both airport workers and passengers, and put in place a strategy to achieve those targets.</p><p> </p><p>In our Aviation Strategy consultation, we are proposing a number of measures that aim to better support airports in achieving their mode share ambitions, including uprating Airport Transport Forums so that local and central Government, airports, and transport providers have the opportunity to contribute appropriately to the delivery and monitoring of airports environmental targets.</p>
