However, when we need to communicate with a claimant whose first language is not English or Welsh English we use interpreters This can be a customer’s own interpreter, a local community based interpreting service, a telephone interpretation service or a contracted face to face interpretation service. Provided the eligibility criteria for Universal Credit is met, we will always offer an advance payment to a refugee when making a new claim. DWP staff have access to information on a range of services and support available in their local area for vulnerable claimants including refugees. This includes Universal Support which provides help with using online services and budgeting advice. We provide comprehensive training and guidance for all of our work coaches to ensure that they can effectively apply the habitual residency test process. The qualifying benefits that produce entitlement to a Christmas Bonus are non means tested benefits, such as Attendance Allowance, Personal Independent Payment and Carer’s Allowance. There are 300,000 fewer children (both before and after housing costs) living in absolute poverty since 2010.</p><p>(3) &amp; (4) The risk of being in absolute poverty (before housing costs), if you are in work, has remained broadly stable over time. Also, there is an 8 per cent chance of working-age adults being in absolute poverty (before housing costs), which is the lowest since 2005. For children in couple families, there is only a 2 per cent chance of being in absolute poverty (before housing costs) if both parents work full-time. Also, the majority of those in-work poverty are those with part-time work only, single earner couples, or those in full-time self-employment. 	answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>The Government will conduct a pilot phase for the migration of 10,000 claimants from legacy benefits onto Universal Credit. The aim of this pilot is to ensure that claimants on legacy benefits, with a range of differing characteristics, can be successfully and smoothly moved on to Universal Credit.</p><p> </p><p>The Department is currently working closely with a wide and diverse range of stakeholders to design a pilot process of moving to Universal Credit for those legacy benefit claimants who do not move to Universal Credit following a change in circumstances. Several of our stakeholders have encouraged us to consider a voluntary approach to migrating claimants onto Universal Credit in the first instance, and we are committed to trialling this in the pilot, along with other approaches. This non-mandatory approach would involve engagement with claimants to discuss the benefits of Universal Credit for them. Claimants who chose not to voluntarily move onto Universal Credit as part of this initial piloting approach will remain on their existing benefit during the piloting processes.</p><p> </p><p>The Department has committed to ensure that every single claimant who is moved on to Universal Credit by the Department can access Universal Credit smoothly and receive the support they need during the transition.
